Towards a water balanced utilization through circular economy

Purpose The purpose of this study is to describe and explain the relative water scarcity condition as one of the main problems encountered in Indonesia. It is caused by fierce competition between water users, water over consumption and high water price. The water conflict and increasing phenomena of relative water scarcity result in unequal access to water between the rich and the poor. This research is intended to contribute to a balanced water governance system that secures equal and fair access to water resources for all users. Design/methodology/approach A mixed method approach was used involving interviews with the owners of the established bottled water companies, the community leaders, guard for sluice gate, local NGOs and several government agencies. Findings Research results indicate that water policies and implementation are lacking coherency. It is also shown that the complex government structure with responsibilities divided over multiple agencies is responsible for this. The circular economy for water governance system used to find alternative solutions for reducing social conflicts so that the water will be made available to those who have no water access. Research limitations/implications This research used only one location with a representative number of interviewees; hence, the findings are not possibly generalizable. Originality/value The combination of water legal framework and circular economy concept was used to reduce water scarcity

Purpose This paper aims to assess whether governance processes that are taking place in the Chinchiná River basin, a coffee culture region in the Andean region of Colombia, are adaptive to climate variability and climate extremes. Design/methodology/approach A mixed research method was used by reviewing secondary research sources surrounding the institutional governance system of water governance and disaster response and semi-structured qualitative interviews were conducted with producers and members of organizations within the institutional governance system. Findings This study found that there is a low response to extreme events. Hopefully, the growing national awareness and activity in relation to climate change and disaster will improve response and be downscaled into these communities in the future. Although, some learning has occurred at the national government level and by agricultural producers who are adapting practices, to date no government institution has facilitated social learning taking into account conflict, power and tactics of domination. Originality/value This paper improves the understanding of the vulnerability of rural agricultural communities to shifts in climate variability. It also points out the importance of governance institutions in enhancing agricultural producer adaptive capacity.

Since the Syrian crisis and the so-called “Arab Spring”, new discourses have been created, sparking the discursive water governance debates around water scarcity and hydropolitics. In Lebanon and Jordan—where most water resources are transboundary, and where most Syrian refugees have flown in—new discourses of climate change and especially of Syrian refugees as exacerbating water scarcity are emerging, shaping water governance debates. The aim of this paper is to engage in comparative discourse analysis about narratives of water crises and refugees in Lebanon and Jordan. This study is novel because of the focus on the new discourse of refugees in relation to water governance debates in both Lebanon and Jordan. This paper finds that in both countries the new discourses of refugees do not replace previous and existing discourses of water crisis and scarcity, but rather they build on and reinforce them. This paper finds that the impact these discourses had on the governance debates is that in Lebanon the resources mobilized focused on humanitarian interventions, while Jordan focused on development projects to strengthen the resilience of its water infrastructure and its overall water governance system.


Subject Water scarcity and management. Significance On June 15, Roberto Ramirez de la Parra, head of the National Water Commission (CONAGUA), delivered Mexico's first rain harvesting system as part of the Water Capture Programme (Procaptar), a joint effort with the Social Development Ministry (SEDESOL) to provide small communities with access to water. SEDESOL Minister Jose Antonio Meade noted that Mexicans lacking running water at home have fallen to one in 20 today from one in four in 1990. Nevertheless, the issue of water scarcity still needs urgent attention; poor access to water and sanitation is a problem throughout the country due to pollution, waste, mismanagement and insufficient infrastructure -- despite a Water Agenda for 2030 being in place since 2011. Impacts Liberalisation of the energy sector and the eventual recovery of oil prices will increase pressure to address water reform. Without addressing water reform, government plans to boost agriculture will be ineffective. In the longer term, urbanisation and climate change will make improvements to water infrastructure and management increasingly urgent.

Abstract Ensuring access to water in adequate quantity and quality for human consumption at a fair and affordable price constitutes a supra-national commitment in the declaration of the human right to water and sanitation. In order to provide this service to society, financial resources are required to encourage new investment, maintenance and equipment replacement, adequate regulatory practices and a consistent legal framework. This article is based on a study of the affordability of water services by customers in the municipality of Santa Cruz, located on the island of Santiago in Cabo Verde, a country of high water stress and weak financial resources, in order to evaluate how socioeconomic conditions affect the realization of the human right to water. Data on socio-economic conditions, quality of services and affordability of clients was collected using survey tools, aiming to identify the need for differential treatment among consumers, requiring appropriate mechanisms of social solidarity to establish equity in access to services and, at the same time, ensure full cost recovery of services by the service provider.

Purpose The purpose of this paper is to explore the processes and complexities of community participation in a water supply project for the urban informal poor in Dhaka, Bangladesh. Design/methodology/approach This paper reviews the performance of a community-based water governance entitled Dushtha Shasthya Kendra Model. The Model includes the local urban poor community with the formal urban service providers in the process of water supply. Using a case study of Karail slum in Dhaka, the paper affirms the potential of community engagement for successful implementation of water supply project by the formal organizations. Findings The opportunity of community participation by the urban poor helps them to be engaged with the formal organizations. Community engagement not only offers them access to water supply but also ensure formal/legal existence in the city. Despite the fact, the community initiative in the slum faces huge locally situated political and socioeconomic challenges. Addressing these complexities with a proper management may still provide a successful community-based effort for water supply to the urban poor in the slums. Originality/value The paper presents a case study of water supply system for the informal poor. Water scarcity in the slum is a serious problem in Dhaka city, though the formal authorities often forget the issue during policy making and planning. This study certainly offers a better understanding of complexity and potentiality of community-based water governance, which may further ensure community participation as well as equal access to water by the urban poor.

In 2010, the UN General Assembly declared the right to safe and clean drinking water and sanitation as a human right that is essential for the full enjoyment of life and all human rights. Yet, findings from the Competing for Water research programme suggest that all too often, people in need of water for domestic purposes lose out to people and companies who claim access to water for productive purposes. Likewise, in many countries, specific water authorities at national as well as basin and watershed level have been formed and assigned the responsibility to allocate water according to the water policy and the associated legal framework. Yet, findings from the Competing for Water research programme show that real-world water allocation takes place through a wide array of institutions, ranging from the rural community, over agreements mediated by local lawyers, district officials and non-governmental organisations, to decisions made in the president's office. The Competing for Water programme entails empirical research conducted in Bolivia, Mali, Nicaragua, Vietnam and Zambia. Based on findings from this research, this paper identifies the discrepancies between statutory and actual water governance, analyses the underlying causes and explores the implications for ongoing water governance reform.

Purpose The purpose of this paper is to survey water-governance issues impacting women in Mexico and steps that have been taken to rectify the issues, including factors that impact the success of such ventures. Design/methodology/approach Various major academic databases were searched for material pertaining to the issue of water management and gender in Mexico, such as EBSCOHost and JSTOR. Both global and regional concerns were a factor in this search. Material was considered on the basis of its recency, academic import, and specificity. Findings The review finds that though gender has become a primary concern in addressing water management and other environmental issues, debate has occurred as to whether a perspective of gender mainstreaming or gender-specific projects is preferable in addressing this issue. Although success in implementing gender mainstreaming has been attained by several major organizations, there does not yet exist conclusive evidence that this approach yields desired results. Research limitations/implications Information about the efficacy of water access programs is not always available and it is frequently inaccurate. Therefore, much information used in this review takes the form of observations about water policy and its efficacy in regard to gendered approaches. Originality/value Women and girls are unevenly affected by a lack of access to water, as it is typically women who bear the brunt of managing household water, and they are more significantly impacted by lacking hygiene facilities.

This article shows how geo-legal devices created to deal with environmental crisis situations make access to drinking water precarious and contribute to the overexploitation and contamination of water resources. It relies on qualitative methods (interviews, observations, archive work) to identify and analyse two geo-legal devices applied in the case study of the Elqui Valley in Chile. The first device, generated by the Declaration of Water Scarcity, allows private sanitation companies to concentrate water rights and extend their supply network, thus producing an overexploitation of water resources. In the context of mining pollution, the second device is structured around the implementation of the Rural Drinking Water Programme and the distribution of water by tankers, which has made access to drinking water more precarious for the population and does nothing to prevent pollution.

The Netherlands has a long and fascinating history of water management. The main features of the Dutch water governance system for the implementation of the wfd are its regional water authorities based on hydrological scales and powers to regulate, decide and raise taxes for their water tasks. Their functional approach and the decentralised character make the regional water authorities very efficient and effective. It is therefore understandable that eu institutions and other Member States consider the Dutch system an interesting potential source of inspiration for other jurisdictions. Yet, it is not all gold what shines. This paper highlights the strength and weakness elements of the Dutch water governance system under the wfd. It exposes several points of concern. When considering using the Dutch experience as a source of inspiration in other Member States, these concerns should be taken in due account.

In their roles as purchasers, users and dischargers of used products, consumers play an important role in the circular economy. In this article, we put forward a ‘hierarchy of consumption behaviour’ to support European Union policymaking. Among the priorities are avoiding the purchase of single-use and unnecessary products, prolonging the lifetime of products through maintenance and engaging in repair activities. Moreover, the hierarchy intends to privilege sharing and leasing to buying and second-hand products to new ones. Finally, consumption in the circular economy also requires allowing products to re-circulate. Changing consumption patterns is difficult insofar as they are largely determined by the paradigm upon which our economy is built and are enabled by the existing legal framework, most notably European Union consumer law. The article contains concrete recommendations to develop European Union law and promote the proposed hierarchy.
