Political pressure mounts on Japanese media

Significance The issue of media independence has become a fraught one under Prime Minister Shinzo Abe's administration, with perceptions rising among journalists and the public that the government is subjecting the media to political pressure. Critics of the administration speak of censorship and threats to freedom of expression. Japan's ranking in the World Press Freedom Index has fallen from 22nd in 2011-12, before Abe took office, to 61st in 2015. Impacts The government seems likely to try to marginalise the criticisms of constitutional scholars, like it marginalises its other critics. International media as well as domestic journalists are likely to feel some pressure from the authorities. In the near term, the issue is unlikely to destabilise the government, or derail passage of security legislation.

Significance On October 23, President Reuven Rivlin passed on the task of forming the government to Benny Gantz, leader of the centrist Blue and White alliance, after incumbent Prime Minister Binyamin Netanyahu failed. Neither the centre-left bloc nor the bloc of religious and right-wing parties (led by Netanyahu's Likud) has a majority without Yisrael Beiteinu, but so far Gantz and Netanyahu have failed to find an acceptable compromise despite pressure from Lieberman and Rivlin to form a unity administration. Meanwhile, Netanyahu himself faces an impending indictment on corruption charges. Impacts Consecutive rounds of elections will create a strain on the public finances. Netanyahu will refuse any power rotation deal where he is not given the premiership first. Another election, especially if coupled with an indictment, will accelerate a trend of public fatigue with Netanyahu.

Two narratives dominate the literature about the state of freedom of expression in postliberal Venezuela, and they have few points in common, since they depend on different conceptualizations of the notion of freedom of expression. While the traditional liberal narrative focuses on the negative freedom that prohibits state interference, the postliberal narrative is based on positive freedom that encompasses the collective right of self-realization, particularly for the previously marginalized. During the government of Hugo Chávez, the discourse of freedom of expression was renewed, placing it in the context of power relations, accentuating positive freedom, and emphasizing the role of the public and community media. The establishment of the international public channel TeleSUR has revived the 1970s debate about the right to communication and contributed to the creation of a new Latin American-ness. En la literatura predominan dos narrativas acerca del estado de la libertad de expresión en la Venezuela posliberal las que tienen pocos puntos en común porque parten de visiones distintas del concepto de la libertad de expresión. Mientras la narrativa liberal tradicional enfoca sólo en la libertad negativa que previene la injerencia estatal, la narrativa posliberal se centra en la libertad positiva que abarca la autorrealización del derecho colectivo, también de los previamente marginalizados. Durante el gobierno de Hugo Chávez el discurso acerca de la libertad de expresión se renueva, insertando el concepto en el contexto de las relaciones de poder, acentuando la libertad positiva y enfatizando el rol de los medios públicos y comunitarios. El establecimiento del medio público internacional TeleSUR revive los debates sobre el derecho a la comunicación de la década de los 70 y aporta a la creación de una nueva Latinoamericanidad.


Subject Thailand's long-delayed election. Significance More than 40 new political parties have been registered in Thailand since March 2, and established parties will be allowed to begin registering members on April 1, as Prime Minister Prayut Chan-o-cha and the military-led National Council for Peace and Order (NCPO) begin a process of preparing for a long-delayed general election. The 2017 constitution initiated by the NCPO allows the (to be re-established) House of Representatives to select an ‘outsider’ as prime minister if it is unable to decide on a party-affiliated figure. Impacts Persistent election delays will not affect Thailand’s current economic recovery. Despite mounting political pressure on the government to commit to a poll, anti-government protests will not grow. Improving relations with the United States could insulate the government from EU pressure on delayed elections.


Significance The government is headed by Prime Minister Natalia Gavrilita, a leading PAS figure and former finance minister. This completes the creation of a strong functioning governance system under President Maia Sandu and her PAS allies. Impacts The budget deficit will encourage the government to accept conditions set by the IMF and EU. Unprecedented political synergies should foster swift, more cohesive reforms. A comprehensive campaign against corruption will be disruptive for the public sector. Finding competent, uncorrupt people to take senior positions and staff institutions will be a challenge.

This chapter examines the events leading to the protests of the press community, culminating in the trial of the daily newspaper, Sóng Thền. It aims to provide a primary source for future studies of the Republic of Vietnam, with a focus on the press. Secondly, the chapter attempts to show that despite governmental efforts in controlling the media, South Vietnamese journalists did not just submit but fought back, without communist influences as many people believed, to defend freedom of expression recognized by the 1967 constitution. They did their job as journalists to inform the public of state affairs and the progress of the war against communism. This is thus a personal account of the trial of Sóng Thền.

Significance Next year Prime Minister Nawaz Sharif's government enters its last year in office before competing for a second term in parliamentary elections in early 2018. The government faces rising political pressure from both the opposition and judiciary, and a mixed diplomatic and economic environment.


Subject A profile of Shinjiro Koizumi. Significance Shinjiro Koizumi, Japan’s 38-year-old environment minister, is consistently ranked as the person the public would like to see replace Shinzo Abe as prime minister. Impacts Koizumi’s age and celebrity refresh the conservative LDP’s image and could broaden its appeal. His current post as environment minister is high risk, low reward; at best it is a stepping stone to more senior cabinet posts. Although he cultivates the image of a maverick, his actual record on major policy issues is careful ambivalence. As a fluent English speaker, he could connect with the international media in a way no previous Japanese leader has.

AbstractThe article challenges long-established conventions about how Canada's federal government works. It argues that Cabinet has joined Parliament as an institution being bypassed. In the late 1990s, political power is in the hands of the prime minister and a small group of carefully selected courtiers rather than with the prime minister acting in concert with his elected cabinet colleagues. The article reviews the forces that have led to the rise of court government and the policy instruments and administrative tools that enable it to function. National unity concerns, the role of the media and lobbyists, as well as reforms at the centre of government and globalization, have all served to reshape how policy and decisions are made in the government of Canada. The changes hold important implications, not just for cabinet government, but also for the public service and Canadians themselves.


Subject The political and economic consequences of the 1Malaysia Development Berhad fund controversy. Significance Police raided 1Malaysia Development Berhad (1MDB)'s offices yesterday under a wider investigation into allegations of mismanagement of the state-owned investment fund. Meanwhile, today the auditor general submitted a provisional report on the fund to the Public Accounts Committee.The 1MDB case is dominating Malaysian political and economic life, and undermining Prime Minister Najib Razak's political position. Further allegations against 1MDB, or popular perceptions that the government is insufficiently investigating criticisms of the fund, could trigger mass protests. Impacts Snap elections are unlikely. The 1MDB controversy will continue to erode investors' confidence in Malaysia. A future 1MDB default is possible without further credit support, posing risks for financial institutions linked to the fund.

Purpose The purpose of this study is to investigate Libyan journalists’ perspectives regarding the media laws Articles 37,132, 38 and 46, which address media freedom in the new Libyan Constitution of 2017. Design/methodology/approach Focus group discussions were done with 35 Libyan journalists, 12 of them from the Constitution Committee, while 23 of them reported the update of the constitution in the Libyan Parliament. Findings The results of the study indicated that there were media laws articles that did not conform to the international laws and United Nations treaties, which the Libyan Parliament committee approved. Another finding from the journalists was the Constitution should provide and guarantee press freedom, while media laws articles approved to put a paragraph about “censorship” in the press and media as a tool to silence government opposition. In addition, journalists indicated future constitution should redraft Article 38 to conform with Article 19 of the “International Covenant on Civil and Political Rights,” to support the “principles of freedom of expression and information” without control. Moreover, Article 46 needs to be changed and linked to the “provisions of international law on the right of information access” to improve the access and dissemination of information in the media. Practical implications Redrafting the constitution articles in the future can be summarised as follows: First, the Libyan Constitution should provide and guarantee press freedom without any censorship and include clear articles to protect journalists in conflict zones. Second, Articles 37,132 and 38, about “freedom of information and publication,” need to be redrafted to link with Article 19 of the “International Covenant on Civil and Political Rights,” to support the principles of freedom of expression and information, and the use of this right must not be subject to prior control. Third, Article 46 needs to be changed and linked to the provisions of “International law on the Right of Access to Information” to improve access and dissemination of information in the media to protect confidentiality sources. The most important articles should be implemented (freedom of information and personal information act) because after the Arab Spring revolutions, there was a transitional period in societies and a change in the constitutions of Tunisia and Egypt. They developed legal articles about media freedom so that Libya resembles other Arab countries. From that point, the journalists recommended that all information should be protected from government interference to ensure transparency, combat corruption and protect independent journalists. These articles will open the way to add more development articles to media freedom rules in the Journalists’ Syndicate. Fourth, there are also various types of threats encountered by journalists in their work. In pursuit of their right and freedom of expression, they recommended that Libya must establish an independent self-regulatory media that are free from political and economic influence. Fifth, journalists need licenses for them to work through the syndicate. The new syndicate should play an active role to safeguard the rights of journalists, activists and media entities to carry out their work and end the self-censorship. Sixth, the constitution should also add articles to end the impunity and change the articles in the penal code. Overall, the journalists covering the conflict and war are encountering threats, violence and imprisonment. As a result, Libyan journalists must seek new legislation to defend independent journalism and freedom of expression in their deeply divided country. In addition, they need to have a strong central authority to defend journalists and journalism in wartime, where journalists are regularly threatened, abducted and sometimes killed. Also, the Libyan Journalists Syndicate should stress the importance of the media’s self-regulation to guarantee their rights to freedom of expression, grant their readers’ respect and minimise government’s interference. Finally, they need to develop new laws to grant media freedom from regulations and restrictions, as well as defend and promote democracy, the citizens’ right to be informed, as well as their right to discuss and disseminate information. There is also the need to implement articles in the constitution, articles about the protection of political speech, which would be specific enough to differentiate between what is legally permitted and what may be ethically offensive. Originality/value This study will help the new Libyan parliament after the legislative elections on 24 December 2021 to amend the media laws articles in the constitution.
