Water shortages constrain Iran's economic outlook

Subject Iran water crisis. Significance Increasing demand and ineffective management, exacerbated by climate change, are imposing unsustainable strains on the country's freshwater resources. Water shortages have stoked local conflicts within Iran, and clashes with Afghan forces. Mounting water stresses risk undermining economic development, food security and, potentially, political order. Impacts Water scarcity will increase competition for water between agriculture, power generation, urban and industrial demand. Food security will be highly vulnerable to diminishing water availability, increasing import bills and fiscal burdens. Inter-provincial and international tensions over shared waters will rise. Mass population displacements from desertified regions could occur. The environmental sector will provide increasing opportunities for economic and diplomatic engagement with Iran as sanctions are lifted.

Subject Water and food security outlook for Southern Africa. Significance Southern Africa is facing the worst drought in a decade. Over the next six months an estimated 27.4 million people will be food insecure and one in ten will rely on food handouts. The drought is also affecting core economic activity, threatening water availability in cities and power supplies in states reliant on hydroelectricity. Impacts Lake Malawi's lower water levels will reduce hydroelectricity production, driving communities to seek alternative fuels, including wood. Zimbabwe may be able to fund water and power projects with new debt next year, but only if it makes progress on servicing its large arrears. Water shortages in South Africa could force major towns and cities to introduce water restrictions, following Johannesburg's example. Glencore's job-cutting plans in Zambia will face resistance from the government and unions, possibly resulting in nationalisation threats.

Purpose This paper aims to investigate and review adaptation measures in the livestock sector from 21 African countries through literature survey and grounded theory approaches. The adaptation themes that emerged captured essence of measures and experience drawn from varied country submissions and contexts instituted to make the livestock sector climate compatible in as far as adaptation is concerned. Design/methodology/approach Literature survey approach was used on the impacts of climate change on livestock and a review of the submitted adaptation measures. The study used grounded theory approach to derive meaning from the retrieved information. The grounded theory was derived inductively through systematic collection and analysis of data pertaining to the submitted National Communications reports. The retrieved themes were then examined and interpreted to give meaning and draw conclusions through coding, conceptualizing, categorizing and theorizing. Findings Results identify eight adaptation themes: carrying capacity and policies; integrated pasture management; capacity building, extension, training, awareness and information sharing; livestock breeding, diversification and intensification; disease, vectors and parasites management; technology, innovation, research and development; alternative livelihood; and water supply. The findings show that African Governments have been implementing effective adaptation measures for food security through building a climate resilient livestock production system. Originality/value This study is one of the first to lead to recommendations that decision- and policymakers, private sectors, relevant stakeholders and government officials and scientists should play a key role in ensuring that adaptation measures reach farmers, herders at grassroots level. In addition, governments should create an enabling environment (policies) in climate change adaptation to improve food security. These recommendations might be helpful in many communities where adaptation to climate change is a pressing issue.


Subject Food security and climate change challenges in the Sahel. Significance Despite improved cereal output in 2018-19, many communities have entered the annual ‘lean season’ in a fragile position. Climate change is slowly destabilising the regional balance, while spreading insecurity prevents the region from realising the full benefit of its sustained development efforts. Impacts At 17.7% above the five-year average, the 2018-19 cereal harvest offers a good basis to meet needs during the May-September lean season. Local shortages should be spotted by robust regional early warning systems, with emergency grain stocks and donors ready to step in. Pastoralist populations are in a particularly vulnerable position, as insecurity affects access to many important grazing zones.

Purpose The purpose of this paper is understand these perceptions and identify main problems associated to climate change in order to design effective mitigation and adaptation strategies to guarantee the sustainability of tourism and natural resources. The Mediterranean basin is a leading international tourist destination and one that is particularly vulnerable to the effects of climate change. Although these effects are largely known, in-depth studies of how they and the associated risks are perceived by key tourism stakeholders have not been performed. Design/methodology/approach Interviews were held with 31 hotels, campsites and rural lodgings in the Muga River basin in north-east Catalonia, in which both owners and managers were asked about their perceptions of climate change, effects and countermeasures. Findings Perceptions of climate change and its effects varied according to the type of establishment and location (coast, cities or inland). Significant differences were observed for perceptions of how responsibilities for implementing mitigation and adaptation measures to counter the effects of climate change, including water shortages, should be shared out between the main agents with an interest in guaranteeing the sustainability of tourism, namely, government bodies, tourist establishments and clients. The predominant opinion, however, was that the bulk of the responsibility should lie with government bodies. Practical implications Only when those responsible for running tourist establishments are aware of the risks of climate change, it will be possible to design and implement effective short-, medium- and long-term strategies aimed at strengthening the resilience of the tourist industry. Originality/value The originality of this study lies in its novel methodology and approach, which involved analyzing perceptions of climate change, including water shortages and its effects among owners and managers of different types of tourist accommodation establishments in distinct parts of the same area.


Significance Young people, who will be most affected in their lifetimes, are disadvantaged by a lack of relevant education and information provision. They are also more preoccupied by immediate challenges of poverty and unemployment -- even though the country’s acute vulnerability means environmental challenges are already exacerbating these problems. Impacts Climate change will further undermine employment prospects, driving more young people to emigrate. Environmental deterioration will have most impact on the poorest, further worsening inequality. Water shortages will constitute an acute regional challenge, with spillover effects into and from neighbouring countries.

PurposeThe consequences of extreme climatic events that threaten food security have created the urgent need to properly adopt climate-smart adaptation techniques to improve productivity. The study examined the sustainability responses to climate-smart adaptation and the implication it has for explaining the food security situations among farm households in the Central Region of Ghana.Design/methodology/approachWe estimated Heckit treatment effect model to analyse cross-sectional data collected from randomly selected farmers in the Central Region.FindingsAnalysis of farm sustainability index suggests that farmers' agricultural practices in response to climate change are lowly or moderately sustainable. We further found that while majority of the farm households are severely food insecure or food insecure with hunger, only about one-third are food insecure without hunger and the remaining few being food secure. The sustainability of farm practices is being impacted by the farmers’ choice of climate smart adaptation measures at the farm level. Consequently, the farm households' food security situation is found to be improved when sustainable farming practices are employed in the face of managing climate change effects.Practical implicationsConclusions drawn from the study findings give rooms for policy implications that suggest responsibilities for policymakers, farmers and other stakeholders to promote CSA practices in food crop production in Ghana. These policy implications will contribute to improve crop productivity, increase incomes and thus enhance food security among farm families. Awareness campaign about benefits of CSA practices and technologies need to be strengthened among farmers in Ghana by government and NGOs that matter in promoting farm resilience to climate change. Given the important impacts of sustainable farm practices on household food security situation, policies that seek to build the adaptive capacity of farmers to climate vulnerability impacts should take into consideration the sustainability dimensions of the adaptation and mitigation measures to be advocated for use at farm levels.Originality/valueOur paper contributes to literature knowledge on climate-smart adaptation practices effect on food security as evidenced in some recent literature. The paper makes a unique contribution by highlighting the food security implication of the sustainability impact of CSA practices, thereby exploring sustainability as an impact pathway between climate smart adaptations practices and food security in a developing country like Ghana. We approached our study aiming at making new contribution by introducing in the study implementation a quasi-experimental research design which future studies on impacts of climate smart adaptation practices can replicate.


Significance As well as responding to extreme weather events internationally, this reflects increasing awareness of Chile’s own vulnerability, particularly as regards water availability. Mounting public concern about climate change is mirrored in a number of bills before Congress. Impacts Chile’s drought conditions look increasingly like a permanent change in climate. By shifting to the Andean Plateau and possibly the far south, rain would be concentrated in areas with limited agricultural potential. Industries anticipate that sector-specific carbon budgets may be introduced as early as 2022.

Water shortages are due to a number of factors such as pollution of sources, decrease of water availability, climate change, wrong use of water resources and the inaccurate management of water systems, including the physiological dysfunctions of waterwork facilities. In order to improve the planning of emergency management, forecasting and prevention of this type of risk, it is helpful to address the study of the risk of potable water use. Through the analysis of water systems in all its components, key factors have been identified that influence the incorrect operation of systems and it was possible to define the risk for potable water use in order to formulate an initial proposal for an estimation method.

Purpose Sustainable food security at the household level is one of the emerging issues for all nations. It is expected that the patterns of household resilience factors and adaptation practices have a strong linkage with household food security. The purpose of this paper is to seek an effective technique of adaptation for food security and the required types of support for adaptation to food insecurity among the poor and low-income households in Malaysia. Design/methodology/approach This study was based on primary data that were collected in July-October 2012 through a questionnaire survey among 460 poor and low-income households from the Pahang, Kelantan, and Terengganu states of Malaysia. The samples were selected from E-Kasih poor household database based on a two-stage cluster random sampling technique. The study considered household food security as household food availability and food accessibility, and ran ordinal regressions to find out the linkages of household food security with household resilience factors, adaptation practices, and expected support for adaptation to food security. Findings The study concludes that several resilience factors and adaptation practices were statistically significant to household food security, and several external supports were statistically and significantly needed to ensure household food security. Therefore, to ensure sustainable household food security in Malaysia, the food security programs need to be integrated with sustainable development goals (SDGs) and climatic changes adaptation programs, and the involvement of relevant stakeholders are crucial. Originality/value This study is a pioneer work based on primary data that empirically measured the linkages of household food security with household resilience factors, adaptation practices, and expected support for adaptation to food security in Malaysia. This study also discussed some issues related to the climate change linkage, which would help future climate change research. The findings of the study will be beneficial for all the stakeholders, including policy makers related to the food security and climate change adaptation.
