Climate change and the African livestock sector

Purpose This paper aims to investigate and review adaptation measures in the livestock sector from 21 African countries through literature survey and grounded theory approaches. The adaptation themes that emerged captured essence of measures and experience drawn from varied country submissions and contexts instituted to make the livestock sector climate compatible in as far as adaptation is concerned. Design/methodology/approach Literature survey approach was used on the impacts of climate change on livestock and a review of the submitted adaptation measures. The study used grounded theory approach to derive meaning from the retrieved information. The grounded theory was derived inductively through systematic collection and analysis of data pertaining to the submitted National Communications reports. The retrieved themes were then examined and interpreted to give meaning and draw conclusions through coding, conceptualizing, categorizing and theorizing. Findings Results identify eight adaptation themes: carrying capacity and policies; integrated pasture management; capacity building, extension, training, awareness and information sharing; livestock breeding, diversification and intensification; disease, vectors and parasites management; technology, innovation, research and development; alternative livelihood; and water supply. The findings show that African Governments have been implementing effective adaptation measures for food security through building a climate resilient livestock production system. Originality/value This study is one of the first to lead to recommendations that decision- and policymakers, private sectors, relevant stakeholders and government officials and scientists should play a key role in ensuring that adaptation measures reach farmers, herders at grassroots level. In addition, governments should create an enabling environment (policies) in climate change adaptation to improve food security. These recommendations might be helpful in many communities where adaptation to climate change is a pressing issue.

Abstract Increased cooperation of an interdisciplinary group of climate change professionals as a social network can play a crucial role in adaptation to climate change. To investigate this relationship at the country-scale, this study uses a case study in Iran in order to 1) measure the cooperative relationship among climate change professionals using the network analysis approach, and; 2) analyze the potential of the network in promoting adaptation measures based on sustainable development. Social network analysis, which is both a quantitative and qualitative method of grounded theory was used to analyze the data. Data collection was performed using two questionnaires including network analysis and a survey, as well as a number of semi-structured interviews with the climate change professionals. The data was collected from climate change professionals including a sample of 55 individuals who were surveyed as a complete network. The network relationship results have been analyzed using different tests at three (micro, macro and the interactions between the two) levels. The results have shown that the connectedness of the network is 23.7%, with 42.4% mutual links. The transitivity rate in the network is 51.39%, which determines the possibility of each professional communicating with a third party. According to the normalized degree index, 34.29% of the cases are in contact with other researchers in the network and 53.15% received a connection from others. Grounded theory analysis showed that five core categories including social capital, managerial factors, research, relations, and coordination affected the quality and utility of Iranian climate change professionals’ network.

Purpose The purpose of this paper is to assess smallholder farmers’ vulnerability to climate change and variability based on the socioeconomic and biophysical characteristics of Chiredzi District, a region that is susceptible to the adverse effects of climate change and variability. Design/methodology/approach Vulnerability was assessed using the Vulnerability to Resilience and the Climate Vulnerability and Capacity frameworks. Findings The major indicators and drivers of vulnerability were identified as droughts, flash floods, poor soil fertility and out-migration leaving female- and child-headed households. From sensitivity analysis, it was shown that different areas within the district considered different biophysical and socioeconomic indicators to climate change and variability. They also considered different vulnerability indicators to influence the decisions for adaptation to climate change and variability. Originality/value The results of this study indicate that the area and cropping systems are greatly exposed and are sensitive to climatic change stimuli, as shown by the decline in main cereal grain yield. These results also showed that there is a need to define and map local area vulnerability as a basis to recommend coping and adaptation measures to counter climate change hazards.

Purpose In recent years, the manifestation of the effects of climate change in coastal zones has prompted governments to mobilize and propose adaptation measures to reduce the vulnerability of their populations. For the governments responsible for the implementation of climate policies, adaptation still represents a novel field of action. The purpose of this paper is to show, via the example of Quebec’s coastal zone, how the transformation of public action relating to adaptation remains difficult. Design/methodology/approach For this case study, a qualitative method which combines documentary analysis and semi-directed interviews was selected. Findings The study shows how adaptation becomes a new issue in public action for the different authorities dealing with the effects of climate change in Quebec’s coastal zone. However, the results show that, as with other public policies, path dependence and incrementalism can be observed and limit the scope of public action and of the transformational processes in the field of adaptation. The technical–scientific approach to risk management is dominant, and the adaptation is not approached in a transversal way, despite its importance. Finally, concrete adaptation initiatives appear to be mostly relegated to the local scale, in an informal decentralization process. Originality/value This study contributes to improve climate action by favouring a reflection on the consideration of the conceptual and theoretical framework in the climate change adaptation literature and offers decision-makers and practitioners keys to the understanding of mechanisms underlying public action in the field of adaptation.

Abstract On the ground that climate change poses a great threat to societies and economies, it became evident for policy makers that attention should be given to the problem of adaptation, i.e. adaptation measures should be undertaken to minimize the adverse impacts of climate change. As the debate on the adverse impacts of climate change advanced at international level, states are taking actions at national, regional and local levels. Along with the increase awareness regarding importance of adaptation, regulations designed to prepare states to strengthen their resilience to climate change, has been developed in climate change treaties. Paris Agreement seems to be the first global agreement which addresses adaptation as one of its key goals and links it with mitigation efforts. The purpose of this article is to discuss the most important regulations and programmes within the regime established by the Framework Convention and the Paris Agreement concerning adaptation to climate change.

Although various long term adaptation measures are currently implemented by farmers to adapt to the effects of climate change in Tanzania, information regarding factors determining choice of adaptation options between men and women is scarce. A gendered analysis was done to analyze determinants of adaptation to climate change in Bahi and Kondoa Districts, Dodoma Region, Tanzania. A cross-sectional research design was adopted whereby the data was collected from a sample of 360 respondents, 12 focus groups and 18 key informants. Analysis of quantitative data involved descriptive statistics and multinomial logit model using Nlogit 3.0 and qualitative data were summarized by using content analysis. Results revealed that the main occupation and land size were the main factors that determined adaptation options for men during food shortage while for women, the main factor was marital status. The village/location of respondents was the main factor that determined climate change adaptation option for women to adapt crops to climate change whereas, for men, access to agricultural knowledge was the main factor that encouraged men to use improved seeds, manure and deep cultivation, instead of selecting and keeping enough seeds for the next season. It is concluded that factors determining choice of climate change adaptation between men and women are not the same, emphasizing the need for gender differentiated interventions to promote climate change adaptation. Thus, planners and policy makers from Agriculture, Livestock and Environment sectors; Tanzania NAPA and other development practitioners dealing with climate change should use gender sensitive interventions to manage climate change.

Purpose This paper aims to investigate how organizational learning (OL) affects the development of anticipatory adaptation to climate change in companies. Because the need to learn increases in circumstances of greater uncertainty such as the case of climate change, one of the processes that can explain different levels of anticipatory adaptation to climate change (AACC) by companies is OL. Design/methodology/approach The research uses a case study design. Following the procedures of qualitative sampling, an exemplary case of organizational adaptation to climate change in a sector that is extremely affected by the impacts of weather events was chosen. Empirical data collection includes semi-structured interviews and the collection of private and public documents. Such data were analyzed through thematic analysis. Findings The process of OL for anticipatory adaptation to climate change presents substantial differences from the traditional OL process presented by the specialized literature. In particular, the concepts of single- and double-loop learning were challenging to fit into the learning processes required for AACC. Originality/value Organizations have historically been working towards the adaption to external unforeseen events, but anticipatory adaptation to climate change presents new challenges and requires new forms of learning. Previous research has examined the interplay between learning and climate change adaptation, especially at the inter-organizational level. By developing research at the organizational level, this paper addresses a gap in the literature and shows that the required learning to adapt to climate change differs from the traditional learning, described in the management literature.

Purpose Gender inequality is a critical economic challenge. A need to conceptualize and understand gender-based issues is of utmost importance to frame policies and processes for healthy workplaces. The paper aims to discuss these issues. Design/methodology/approach This study attempts to capture the nuances of “gender diversity” issues at the Indian workplace from a grounded theory perspective by highlighting the viewpoints of women leaders and their organizations in the Indian context. Findings The findings reveal certain important themes. Indian organizations which have eliminated stereotyping and sex typing (stereotypical categorization of people according to conventional perceptions of sex) in roles and have implemented gender neutral policies and processes have become preferred employers and achieved better business results. Research limitations/implications The study has proposed a linkage framework (Figure 1) and has suggested ways to understand an organization’s gender imbalance and lack of gender leadership with factors in the micro and macro environment. Organizations may use this model to gain perspective and adapt and invent policies and processes to have more gender diversity at workplace, for sustainable business results. Organizations should deepen their understanding of how “engendering leadership” should be embedded into the macro, micro and meso levels of an organization. Practical implications Organizations that have created gender neutralism by procreating a performance and talent-driven culture find themselves creating positive business results. This was made possible by involving all stakeholders in the efforts to remove and negate gender myths and biases. A false sense of complacency, by creating rules and policies which were never implemented in spirit, proved to be detrimental. Social implications This research attempts to investigate gender diversity’s coherence with the other features of the broader social context. Originality/value To gain perspective of how this phenomenon is manifested in reality in the Indian organizations, the authors conducted a qualitative study to gain deep immersed insights. This research has attempted to contribute and enrich the literature on gender leadership using a grounded theory approach. None of the earlier gender-related studies have applied grounded theory as a methodology.

Purpose The purpose of this paper is to explore the process of workplace bullying in Indian organizations from the victims’ perspective. Design/methodology/approach The study adopted the grounded theory approach and centered on the participants’ experiences, interpretations, and reactions toward bullying. In total, 23 self-reported victims formed the sample of the study. Data from interviews were analyzed using the coding procedure of grounded theory methodology. To enhance the validity of results, in addition to interviews, member checking technique was also used. Findings The study revealed that the process of workplace bullying in Indian organizations can be broadly explained in four sequential phases: exposure and confusion over mistreatment; making attributions; utilizing options within the organization; and adjustment with the current situation. The findings highlight the importance of sense-making, the social support network, complexity of coping behaviors, silence motives of employees as well as negative and nourishing effects of workplace bullying. The role of culture is visible in the bullying dynamics. Research limitations/implications The study examined bullying from the victims’ perspective; however, perpetrator and bystanders’ perspective would have added interesting insights into the findings. Practical implications The findings point toward the rhetoric of HRM practices in Indian organizations. A well formulated and implemented anti-bullying policy will reduce the rhetoric of HRM practices in Indian organizations. Originality/value The present study contributes to the limited literature on the process of workplace bullying by exploring the process in a new national context (India).

The paper focuses on the main adaptation measures financed in Ukraine at the expense of state and regional budgets region-wise during 2016-2018 within the framework of environmental activities. The source of data was "Environmental passports of the regions". The paper finds that during 2016-2018 the most funded items of expenditure were the construction and repair of sewerage, clearing of riverbeds, repair of water protection structures and wastewater treatment. A significant gap in the cost of measures of an adaptive nature between the regions is established. Expenditures in the Transcarpathian region, which most suffers from floods, were the lowest: they were 46 times lower than expenditures on adaptation measures in the Dnipropetrovsk region, which actively allocated funds for clearing riverbeds and strengthening the river banks. During 2016-2018, almost USD 110 million were proved to be spent on adaptation measures in Ukraine. The main source of funds were local budgets, in particular regional environmental funds. Green bonds are determined to become a promising source of funding for adaptation measures in Ukraine. For the first time, the amount of funds required for adaptation measures in Ukraine until 2050 has been partially estimated. It is proved that the only international funds that can provide funding for adaptation measures in Ukraine in late 2020, is the Global Environmental Facility.

The livestock sector is one of the fastest growing agricultural subsectors in Viet Nam, resulting in growing demand to sustainably dispose or re-use livestock waste. This research examined the current adoption of biogas digestion of livestock waste treatment at household farms in order to provide insights for policy towards effective implementation. A questionnaire survey was conducted in September 2019, with the participation of 120 livestock owners in Nghe An province, which focussed on accessing their perspectives on biogas and examination of factors impacting their decisions to utilize this technology. Most respondents determined biogas to be an attractive solution for improving the environment. However, several factors limited the development of biogas installation, including technical and financial barriers, awareness and capacity limitations, and financial support as the most significant of these. Government support and policies that encourage household biogas utilization as a sustainable energy source to combat climate change is recommended.
