Purpose – The purpose of this paper is to describe and analyse a case of local freight stakeholder involvement to plan and design eco-efficient city logistics innovations in Como, a small city in Italy. While the importance of a well-functioning urban goods distribution system is widely acknowledged, city authorities have become increasingly aware of the need to minimise the negative impacts associated to the system. There are now countless examples of attempts to increase the eco-efficiency of urban freight deliveries; however, very few have made a notable impact. The success of such schemes often depends upon the response of a range of private sector freight stakeholders and their involvement during the planning process of these solutions is crucial. Design/methodology/approach – To engage local freight stakeholders within the planning process of a city logistics project, the logical framework approach, in the form of the design and monitoring framework (DMF) developed by the Asian Development Bank, has been applied. Findings – The structured consultation process implied within the DMF approach allowed urban freight stakeholders to share their aspirations from the beginning of the city freight planning process, despite their differences in priorities in adopting eco-efficient logistics innovations. The process ensured that city stakeholders accepted and committed to the city logistics strategies formulated during the consultation process, namely: changes to the Limited Traffic Zone regulation, the use of an urban consolidation centre and hybrid electric truck adoption. Research limitations/implications – The evaluation of the DMF application will be definitive after the demonstration/implementation stage of the city logistics project. It will then become clear if freight stakeholders have committed to the project and if it is effective in delivering the expected outputs and outcomes. Practical implications – Local city authorities may find this method useful in situations where a structured consultation process is needed for addressing urban freight issues. This is especially the case in the context of introducing innovative, eco-efficiency solutions. Originality/value – The application of DMF in the developed environment can be considered novel; this paper extends this with an application to the promotion of sustainable urban freight.

Purpose – The purpose of this paper is to propose a multi-methodological approach for assessing the sustainability of urban projects. The proposed framework has the objective of addressing the different dimensions involved in the analysis (economic, environmental, social, technological, cultural, etc.), following the subsequent phases for the definition of the projects (from a very general masterplan to more detailed preliminary projects). Design/methodology/approach – The multi-methodological approach is organized according to subsequent steps, involving the application of different evaluation methods, namely SWOT analysis, multicriteria analysis, discounted cash flow analysis and sensitivity analysis. With the aim of better illustrating the proposed approach, the method is applied on a real case concerning the project of a new boulevard in the city of Skopje. Findings – The proposed approach resulted to be successful in structuring the complex planning context and in increasing and improving the information for the project, thus acting as a learning process. Originality/value – The paper is based on the experimentation of an hybrid approach for addressing planning process. The multi-methodological framework can be useful in supporting decision making process in the domain of urban projects. In this sense, the proposed framework is able to communicate the planners’, designers’ and decision maker’s perspectives, to enhance transparency in the decision process and thus to increase acceptance.

Abstract According to the Urban Mobility National Policy (UMNP), Brazilian cities with more than 20,000 inhabitants are obligated to elaborate Urban Mobility Plans (UMPs). The literature shows a lack of national research on urban freight planning and a need for better understanding issues on cargo transportation for authorities, especially regarding decision-making on policies and on urban freight transportation planning. City Logistics solutions can be considered on UMPs to reduce the problematic urban freight transport. Therefore, a survey was applied to investigate the resources available within cities to draw UMPs, the solutions for cargo movement in Brazilian cities, and the perceptions of public managers about freight transportation. The results show that “restrictions” are the solutions most adopted by Brazilian authorities, including the representative sample for cities within the São Paulo State with more than 250,000 inhabitants. The conclusions point out that Brazilian cities are not prepared to develop an efficient urban freight plan, as public managers seem to be unconscious about urban logistics demands within their cities or have neglected aspects regarding urban freight within the UMNP.

AbstractCity logistics has the goal of optimizing the entire logistics system within the city area and thus positively impact the quality of life. Different measures and initiatives, aimed at the optimisation of city logistics and reduction of the negative effects of urban freight transport are access zones or goods (freight) receiving points in the city centre, restrictions of vehicle dimensions, time schedule of delivery, consolidation strategies, use of urban distribution or consolidation centres, use of electric cars, use of urban public transport and mobility management. In the last couple of years, the city of Šibenik has experienced a tourism boom, which includes the organisation of numerous festivals in the old town core, an increase in the number of visitors, an increase in the number of catering and shopping facilities, private accommodation units, hotels and hostels. The increased number of tourists and commercial establishments also broaches the question of delivery of food and non-food products into the old part of the city, especially during the tourist season.

Purpose – The City of Syracuse, New York, has undertaken energy conservation measures over the past decade. In 2011, the city completed a greenhouse gas (GHG) inventory that serves as the basis for current sustainability planning processes, and the process to complete this analysis was uniquely collaborative and is offered as a case study. The paper aims to discuss these issues. Design/methodology/approach – This inventory was the product of collaboration between the city, the State University of New York College of Environmental Science and Forestry, and the Central New York Regional Planning and Development Board, through the Climate Change Innovation Program. Following guidance from International Council for Local Environmental Initiatives's Local Government Operations Protocol and utilizing Clean Air and Climate Protection software, the baseline year for the inventory was 2002, and the municipal analysis covered five sectors: buildings and facilities, vehicle fleet, aviation, water delivery, and streetlights and traffic lights. The city's community analysis assessed residential, commercial and industrial energy use, transportation and waste sectors. Findings – The City of Syracuse has achieved energy and GHG reductions over the inventory timeframe. While savings have been accomplished, significant challenges to future energy and GHG reductions remain. Research limitations/implications – Limitations include obtaining data quality and consistency for analysis. Practical implications – This case study could serve as a model for moving forward with GHG inventory analysis and action for small- to medium-sized cities in the NE, USA. Social implications – This was an experiment in collaboration between an academic institution, NGOs and a municipal entity. Originality/value – The city's 2010 inventory has been followed by community outreach and stakeholder engagement for the sustainability planning process. The city formed advisory teams composed of community experts in the areas of energy and green building, natural environment, waste and recycling, education and outreach, and food systems. The collaborative approach the city utilized offers a helpful model for other municipalities to follow to overcome resource constraints and complete energy and cost-saving carbon footprinting assessments.

Purpose The purpose of this paper is to explore how non-host cities strategically plan to leverage pre-Games training for the 2018 Gold Coast Commonwealth Games to maximize benefits to the city. Design/methodology/approach Eight semi-structured interviews were conducted with key tourism and government stakeholders involved in developing leveraging strategies for pre-Games training in a non-host city. Interviews were conducted a little over 18 months before the 2018 Gold Coast Commonwealth Games. Findings A model of the strategic planning of leveraging pre-Games training is presented. Pre-Games training was positioned as a leverageable resource. The non-host city was well positioned to host pre-Games training given its existing sport focus and facilities and its proximity to the host city and its similar climate. Opportunities, objectives, means, and considerations were constantly developed. The city strategically targeted teams to maximize the use of the training facilities and make the most of the value of well-known athletes, while being cautious of overcrowding. The teams had to be secured before strategies were devised to achieve other opportunities and objectives. Short-term benefits included generating tourism through visiting teams and entourages and integrating visiting teams into the local community through education and sport programming. Long-term benefits included building the destination’s capacity and reputation as a place for elite training camps and tourism. Practical implications Understanding how to develop strategies to leverage pre-Games training can inform those responsible for developing and implementing pre-Games training strategies and lead to maximizing the benefits to a city or region. Originality/value Limited research has examined the strategic planning process used to develop tactics to leverage mega-events. This study provides insight into the strategic planning process of non-host cities to increase short- and long-term benefits by leveraging pre-Games training.

Purpose This paper aims to evaluate the use of community visioning in Montgomery, Alabama and Chattanooga, Tennessee, as each municipality seeks to become a globally competitive 21st century smart city while also fostering participatory and inclusive planning processes. Design/methodology/approach This research is qualitative, drawing upon discourse analysis of relevant mass media and public documents to map the consultation process and identify the key themes and challenges arising in the two visioning projects. Findings Montgomery and Chattanooga are committed to using participatory visioning to generate inclusive pathways to smart city status by 2040. Each used the local utility company as the key platform to enable a smart city because of each company’s inclusive demographic reach and historical status. The two cities are at different stages of the smart city trajectory and each faces ongoing challenges in ensuring that the benefits of smart city development reach beyond elites to include communities across racial and economic lines. To date, the planning process in each city is more accurately classified as a responsive community visioning rather than participatory. Research limitations/implications This is a pilot assessment of community visioning in Montgomery and Chattanooga. Implementation of each vision is ongoing and further research is needed to illuminate how each city meets ongoing challenges and opportunities, particularly in light of the Covid-19 pandemic and its flow-on economic and social shocks. Originality/value The value of this work lies in the comparison of community visioning across two mid-sized and diverse American cities in the Southern region that must compete with larger and more established technology-hubs in both the USA and globally for investment, amenities and human capital.

PurposeFreight network planning and the application of distribution innovations are popular fields of research on sustainable urban logistics. However, considerable research on freight network design lacks a comprehensive consideration of the application of distribution innovations. This observation implies that sustainable urban freight research appears highly fragmented in topics of network design and distribution innovations. From the perspective of long-term planning, this situation possibly serves as a barrier to further promotion of sustainability. The objective of this paper is to analyze existing research gaps of literature to further promote the sustainability of urban logistics systems from a future perspective.Design/methodology/approachThis paper employs a systematic literature review (SLR) method, which covers 164 papers and research works published in 2013–2018. The article corpus involved the innovative schemes of freight network design and the emerging delivery concepts in cities. Based on an analysis of articles' relevance, the most significant research contributions on both city logistics network design and exploitation of distribution innovations are detected.FindingsThis paper has found four research gaps in aspects of network design and distribution innovations. To respond to these gaps, we propose the research framework of sustainable and flexible future urban freight planning (SFFUFP) based on trends of city development, while discussing further research direction on urban freight planning.Originality/valueThe authors have found four research gaps in aspects of both urban freight network design and distribution innovations in which scholars could be encouraged to contribute. The research framework of SFFUFP can further promote sustainable urban logistics from a view of future management.

Purpose – The purpose of this paper is to provide a solid understanding, policy and action recommendations to motivate and capacitate more cities to start such urban vulnerability processes and to guide them in their first steps in a direction which will more easily allow the direct use of vulnerability assessments for subsequent adaptation and resilience planning. Design/methodology/approach – The methodology adopted for this assessment builds on several years of ICLEI's international experience in climate change adaptation work. It specifically draws on the urban vulnerability component of the ICLEI ACCCRN process, a toolkit developed with support from Asian Cities Climate Change Resilience Network program, by ICLEI South Asia in partnership with ICLEI Oceania. A participatory approach that includes all key stakeholders and builds on past or ongoing relevant work in the city, as well as draws on existing data sources were adopted in view of the limited timeframe of this study (five months). A stakeholder consultation methodology referred to as Shared Learning Dialogues (SLDs) was adopted to engage not only various departments within the city government but also other local stakeholders. SLDs facilitate multi dimensional information sharing with everyone contributing information and experiences, and everyone learning from the exchanges as well. Findings – The critical impacts have been identified through a series of participatory learning processes which were corroborated with existing secondary data and baseline studies, where available. During SLD process, a timeline exercise was carried out and the consequences of those climatic hazards were also chalked out. Subsequently, these identified impacts were justified broadly with the available data and studies. These are saline water intrusion, loss of assets and infrastructure, health impacts – increased morbidity, water supply contaminated, sanitation and drainage systems disrupted, heightened threat situation (fear of embankment breach), in-migration, increasing siltation in the canals, river bank encroachment, livelihood change, biodiversity loss. Practical implications – The resilience interventions identified by the stakeholders can be assessed for potential linkages with existing or planned schemes, followed by supporting sectoral and pre-feasibility studies, resulting finally in the identification of financing options. These actions can be focussed on the vulnerable areas within the cities, especially hotspots, and social groups identified and their adaptive capacities were assessed. Originality/value – The resilience interventions identified by the stakeholders provides a focussed starting point for further discussion in terms of refinement of these actions as well their prioritization according to resilience and feasibility (economic, social, environmental) criteria.

The distribution of goods in crowded city centers is a major challenge. In this paper, we propose a methodology for evaluating the performance of a parcel distribution network in city logistics. This methodology encompasses the main entities of a two-tier distribution system made up of carriers, huge shopping centers (multi-tenant buildings) and intermediate depots (urban consolidation centers), as well as the parcel flows between them. This methodology aims to optimize the transport flows (distance traveled) of a given distribution network while also quantifying the impact in terms of sustainable development by measuring gas emissions. Two different states of the network with different connectivity degrees are evaluated and compared: the current state of the network as well as its future state. The transport network modeling is based on a network flow, which is expressed in linear programming and implemented with an optimization solver. The validation of this methodology is based on the parcel distribution of the Multi-tenant Buildings of the city of Tokyo. The findings are that the network with greater connectivity between the entities brings significant traveled distance reduction as well as a reduction of emissions of CO2. Another finding is that the grouping of the parcels (i.e., pooling) brings a reduction of the distance traveled compared to the transport organization without grouping and contributes to a reduction in the number of trucks.
