Smart city visions: pathways to participatory planning in two American cities

Purpose This paper aims to evaluate the use of community visioning in Montgomery, Alabama and Chattanooga, Tennessee, as each municipality seeks to become a globally competitive 21st century smart city while also fostering participatory and inclusive planning processes. Design/methodology/approach This research is qualitative, drawing upon discourse analysis of relevant mass media and public documents to map the consultation process and identify the key themes and challenges arising in the two visioning projects. Findings Montgomery and Chattanooga are committed to using participatory visioning to generate inclusive pathways to smart city status by 2040. Each used the local utility company as the key platform to enable a smart city because of each company’s inclusive demographic reach and historical status. The two cities are at different stages of the smart city trajectory and each faces ongoing challenges in ensuring that the benefits of smart city development reach beyond elites to include communities across racial and economic lines. To date, the planning process in each city is more accurately classified as a responsive community visioning rather than participatory. Research limitations/implications This is a pilot assessment of community visioning in Montgomery and Chattanooga. Implementation of each vision is ongoing and further research is needed to illuminate how each city meets ongoing challenges and opportunities, particularly in light of the Covid-19 pandemic and its flow-on economic and social shocks. Originality/value The value of this work lies in the comparison of community visioning across two mid-sized and diverse American cities in the Southern region that must compete with larger and more established technology-hubs in both the USA and globally for investment, amenities and human capital.

Purpose This paper aims to discover why such a public partnership project had been successful with a non-profit third-party alliance such as a smart city consortium (SCC) promoting smart city development. Design/methodology/approach This descriptive case study is primarily based on analysing data collected from various texts, public statements, media interviews and three semi-structured interviews with key members involved in the Covid-19 dashboard project. Findings The data and analysis reviews that both interpersonal and interorganisational trust, dedication and proactiveness of the leaders at SCC were major contributing factors to why SCC was able to partner with the Hong Kong Government in the Covid-19 dashboard in the first place and that the success was also a direct outcome of effective mass collaborative knowledge management activities. Research limitations/implications The research in leadership attributes and activities in the non-profit alliance has been few and this collaborative partnership between the alliance and the government is an example of the importance of further research in smart city leadership. Practical implications In deploying projects for mass collaboration and knowledge sharing in smart city development (which is multi-disciplinary in nature). there are still many new and evolving organisational practices and leadership matters that many business leaders and city managers can learn from. Social implications Smart city development projects involve the notion of sharing data in an open environment enabled by software and mediating tools. Successful projects such as this Hong Kong Covid-19 dashboard which serves a diverse audience can further promote the importance of an open data policy regime for the benefit of the public. Originality/value This case study covers a highly original and unique case study with the leaders at the SCC and representatives from the Hong Kong Government.

Studies of ‘smart cities’ in Canada primarily focus on large cities but not small, rural and remote communities. As a result, we have a limited understanding of the incentive structures for smaller, remote and rural communities to pursue smart city development. This knowledge deficit is concerning, since the introduction of technology can hold a number of unique benefits for these communities, including easier connections to the rest of Canada and large urban centres, reputation building, improved service delivery and enhanced opportunities for residents. Drawing upon localised forms of knowledge creation, policy development theories, adoption and local competition literature and primary interviews with private and public officials, we examine the challenges and opportunities of ‘smart city’ implementation through case studies of small and rural municipalities in Annapolis Valley in Nova Scotia and a remote community, Iqaluit, Nunavut. We find that collaboration is essential for rural and remote pursuit of smart city development and is necessary to counteract the limitations of capacity, scale and digital divides. Challenges aside, however, the primary rationale for adoption of smart city technology remains the same regardless of size: enhanced quality of life for residents and sustained community health.

PurposeThe purpose of this paper is to explore the value of marketing in academic libraries and how the marketing concept is applied in practice to marketing academic library services through the experiences of academic libraries across the USA.Design/methodology/approachThe paper focuses on using marketing as a managerial tool to accomplish strategic organizational goals and objectives, discusses challenges and opportunities in academic library marketing, presents examples demonstrating innovative methods that academic libraries have used to market their images and services, and offers suggestions for developing marketing plans and strategies.FindingsThe paper finds that market research allows libraries to understand better the points of view of their student and faculty library users, as well as the perspectives of campus administrations and the community external to the college. The result is that the library is more successful in gaining visibility and support for its efforts, and library users are more successful in making the best use of the services available to them to meet their academic and research goals.Originality/valueThe paper offers practical solutions for academic libraries in the global community.

PurposeThis study presents a fuzzy synthetic evaluation of the challenges of smart city realisation in developing countries, using Nigeria as a case study. By defining and delineating the problems faced by the country, more viable directions to attaining smart city development can be achieved.Design/methodology/approachThe study adopted a post-positivist philosophical stance with a deductive approach. A structured questionnaire was used to gather data from built environment professionals involved in the delivery of Nigerian public infrastructures. Six dimensions of the challenges of smart cities were identified from literature and explored. They are governance, economic, social, technological, environmental and legal issues. Data gathered were analysed using Cronbach alpha test for reliability, Shapiro-Wilks test for normality, Kruskal-Wallis H-test for consistency and fuzzy synthetic evaluation test for the synthetic evaluation of the challenges of smart city attainment.FindingsThe findings revealed that all six assessed dimensions have a significant impact on the attainment of smart cities in Nigeria. More specifically, issues relating to environmental, technological, social and legal challenges are more prominent.Originality/valueThe fuzzy synthetic approach adopted provides a clear, practical insight on the issues that need to be addressed before the smart city development can be attained within developing countries.

Purpose – This paper aims to summarize the Association of Tribal Archives, Libraries and Museum’s (ATALM) 7th annual conference events and focus on best practices in indigenous archives, libraries and museums. The city Palm Springs, California, played host to an “eventful” ATALM 2014 international conference which featured diverse range of activities, namely, poem reading from personal collection, melodious flute playing by native players, an open house and cultural evening at a tribal museum, etc. The conference brought together 520 registered delegates from the USA, Canada and Mexico. Design/methodology/approach – This report is an outline of selected ATALM 2014 conference events in Palm Springs based on the theme “Indigenous Archives, Libraries and Museums”. It summarizes selective events, namely, onsite workshops and poster session. Findings – The conference focused on indigenous culture, as the participants discussed challenges and opportunities in sustaining cultural sovereignty of native nations. The hands-on or interactive labs/workshops were centered on the activities and needs of tribal archives, especially on preservation of cultural heritage. As a Fulbright scholar, the author was interested to know about American tribal history, indigenous culture, native archives and libraries, and excited to see the country’s desert scenery. Additionally, ATALM scholarship/financial support encouraged the author to attend the conference, and finally, the heat of the desert which accentuated the beauty of Palm Springs makes a complete experience. Originality/value – The ATALM conferences are the important conference because of the participation of large number of tribal libraries and cultural heritage keeping organizations serving indigenous population. The ATALM 2014 covered areas like successful collaborations between tribal and non-tribal organizations, and building strategic networks among outside and within the communities.

PurposeIntegration of city systems is needed to provide flexibility, agility and access to real-time information for the creation and delivery of efficient services in a smart and sustainable city. Consequently, City Process Modelling (CPMo) becomes an essential element of connecting various city sectors. However, to date, there has been limited research on the requirements of an ideal CPMo approach and the usefulness of available Business Process Modelling (BPMo) approaches. This research develops a framework for CPMo to guide smart city developers when modelling city processes.Design/methodology/approachData from literature analysis was gathered to derive capabilities of existing BPMo techniques. Then, semi-structured interviews were conducted to thematically and qualitatively explore the requirements, challenges and success factors of CPMo.FindingsThe interview findings offered 17 requirements to be addressed by a CPMo approach, along with several challenges and success factors to be considered when implementing CPMo approaches. Then, the paper presents the results of mapping these requirements against 12 existing BPMo capabilities, identified from the literature, concluding that a significant number of requirements (which are mainly related to inputs and visualisation) have been left unfulfilled by existing BPMo approaches. Hence, developing an innovative CPMo approach is necessary to address the components of unfulfilled requirements.Originality/valueThe innovative framework presented in this paper justifies the CPMo requirements, which are unexplored in existing SCD frameworks. Moreover, it will act as a guide for smart city developers, to model cross-sectoral city processes, helping them progress their SCD road map and make their cities smart.

PurposeThis study examined a tourism destination, Macao, a fast-progressing smart city under development, vis-à-vis a set of smart city quality of life (SCQOL) domains and verified their effects on citizens' attitudes, perceptions and support for citizen-centric smart city development (SCD).Design/methodology/approachThis study adopted a quantitative approach. In particular, a questionnaire survey was used to collect data from Macao citizens. Factor analysis was used to identify SCQOL domains, while multiple linear regression and cluster analysis were used to achieve the research objectives.FindingsThis study identified five SCQOL domains: smart environment, smart people, smart livelihood, smart economy and economic policy, and smart mobility. Each of the domains had a different influence on citizens' attitudes and support for SCD. Three citizen segments (passive, neutral and enthusiastic supporters) were identified.Practical implicationsThe five SCQOL domains, their effects on citizens' support for SCD and the three citizen segments identified can help implement the appropriate measures to enhance the target groups' SCD. The findings are also of practical value in evaluating the citizen-centric approaches on smart progress in other contexts.Originality/valueThe concept of smart technology has been widely applied to all aspects of city development. The main goal of SCD is to enhance citizens' quality of life. However, most studies have only explored smart cities and quality of life in isolation. Grounded on citizen centrality, this study contributes to the literature on SCD by proposing a new concept of SCQOL, identifying the domains constituting SCQOL and their influence on citizens' support for SCD.

PurposeThis paper aims to develop a framework that could establish and further the terminology of smart city/resilient city discourse in that resilience could support urban “smartness”, a term that is widely argued being not easily measured nor quantifiably assessed.Design/methodology/approachThe qualitative approach was employed, and based on selected keywords, a systematic literature review was carried out to understand the main themes within the smart city and resilient city concepts databases. Upon screening, 86 papers were used and synthesised through the meta-synthesis method using both synthesis approach, meta-aggregation and meta-ethnography that systematically identifies both properties and characteristics, to build an innovative framework as an indicator-based smart/resilience quantification model.FindingsTwo novel frameworks are proposed, smart resilient city (SRC) and resilient smart city (RSC), as guidelines regulatory that establish a city's smartness and resilience.Research limitations/implicationsThe quantitative research phase is not provided as the framework builds on the exploratory approach in which the model is proposed through the postulation of data definitions.Practical implicationsAlthough the study's scope was limited to the city, proposed frameworks may be interpreted for other contexts that deal with the topic of resilience and smart.Originality/valueThe established framework proposal would encourage further exploration in context, serving as an inspiration for other scholars, decision-makers, as well as municipalities to keep strengthening smart city through resilience factors.

Abstract There have been many criticisms against the concept of smart city development, which only emphasizes technology. Implementing a smart city requires the involvement of a complex social sphere. Therefore, it cannot be separated from its smart citizens. Meanwhile, technology is the only tool in a smart city. Smart city development then shifts the planning paradigm to become more participative, creative, innovative, and collaborative. Smart citizens freely open up network space, establish communication, and collaborate with stakeholders to find the best solution for the problems in their settlements, including in the urban kampong. The researchers found the collaborative planning process of urban kampong development in the Surabaya Smart City (SSC) program. This kampong improvement program was initiated by the Surabaya City Government in 2019 and continues in 2020 despite the pandemic. After going through the selection and judging stages, Sambi Arum Kampong received the best kampong title in the program. This study aimed to determine how the collaborative planning process took place in the Sambi Arum Kampong during the pandemic. The researchers collected the data through in-depth interviews and literature reviews, which was then analyzed qualitatively using the deductive content-analysis method. This study explains that we can achieve collaborative smart city planning during a pandemic through flexible local institutional design and communication technology.

Purpose This paper aims to explore the relationship between adjustments in parking regulations in major American cities in response to the 2019 novel coronavirus and vehicle thefts. Design/methodology/approach Vehicle theft data from the 25 most populous American cities were collected between 2019 and 2020. Information was also collected on the type, severity and number of changes to parking enforcement regulations made in March and April 2020 in response to the outbreak of the coronavirus in the USA. Findings This analysis shows that the relaxation of parking regulations is associated with a significant increase in the number of vehicle thefts in major metropolitan areas. Research limitations/implications Although this research cannot prove a cause and effect relationship, statistical analysis of the data shows that policy change and vehicle thefts are related variables. Practical implications Guide for future policies-increase awareness; promote safety; promote accountability. Originality/value The comparison of increased vehicle thefts to parking enforcement policies; to policymakers, the general public.
