The m-Governance framework of auniversity aims to utilize the massive reach of mobile phones and harness the potential of mobile applications to enable easy and round the-clock access to the services of its affiliated institutions.  In the current mobile age there is need for transforming e-governance services to m-Governance as m-Governance is not a replacement for e-Governance rather it complements e-Governance. With this unparalleled advancement of mobile communication technologies, universities are turning to m-governance to realize the value of mobile technologies for responsive governance and measurable improvements to academic, social and economic development, public service delivery, operational efficiencies and active stakeholder engagement. In this context the present study, aims to develop and validate a m-governance framework of a university by extending Technology Acceptance Model (TAM) with its prime stakeholders so called the Heads of the affiliated institutions. A survey instrument was developed based on the framework and it was administered with 20 Heads of the affiliated Institutions. The results also showed that the Heads of the affiliated Institutions expressed their favorableness towards m-governance adoption.

Since 2004 and for the first time in the history of broadcasting in the region, a dozen Latin American countries have acknowledged community radio and television stations as legal providers of audiovisual communication services. In Argentina, a law passed in 2009 not only awarded legal recognition to the sector, it also provided a promotion mechanism for community media. In this respect, it was one of the most ambitious ones in the region. The driving question is: How relevant are public policies for the sustainability of community media in Argentina? The argument is: even though the sector of community media has developed and persisted for decades in illegal conditions imposed by the state, the legalization and promotion policies carried out by the state from the perspective of human rights in a context of extreme media ownership concentration have been critical to the growth and sustainability of non-profit media.

Urbanization projects, understood as those supplying basic services for cities, such as drinking water, sewers, communication services, power, and lighting, are normally short-term extremely scattered actions, and it can be difficult to track their environmental impact. The present article’s main contribution is to employ the project budgets of public urbanization work to provide an instrument for environmental improvement, thereby helping public procurement, including sustainability criteria. Two urban projects in Seville, Spain are studied: the first substitutes existing services, and the second also includes gardens and playgrounds in the street margins. The methodology finds the construction elements that must be controlled in each project from the perspective of three indicators: carbon, water footprints, and embodied energy. The main impacts found are due to only four construction units: concrete, aggregates, asphalt, and ceramic pipes for the sewer system, that represent 70% or more of the total impact in all indicators studied. The public developer can focus procurement on those few elements in order to exert a lower impact and to significantly reduce the environmental burden of urbanization projects.

This paper presents a software-based modular and hierarchical building energy management system (BEMS) to control the power consumption in sensor-equipped buildings. In addition, the need of this type of solution is also highlighted by presenting the worldwide trends of thermal energy end use in buildings and peak power problems. Buildings are critical component of smart grid environments and bottom-up BEMS solutions are need of the hour to optimize the consumption and to provide consumption side flexibility. This system is able to aggregate the controls of the all-controllable resources in building to realize its flexible power capacity. This system provides a solution for consumer to aggregate the controls of ‘behind-the-meter’ small loads in short response and provide ‘deep’ demand-side flexibility. This system is capable of discovery, status check, control and management of networked loads. The main novelty of this solution is that it can handle the heterogeneity of the installed hardware system along with time bound changes in the load device network and its scalability; resulting in low maintenance requirements after deployment. The control execution latency (including data logging) of this BEMS system for an external control signal is less than one second per connected load. In addition, the system is capable of overriding the external control signal in order to maintain consumer coziness within the comfort temperature thresholds. This system provides a way forward in future for the estimation of the energy stored in the buildings in the form of heat/temperature and use buildings as temporary batteries when electricity supply is constrained or abundant.
