Abstract. The article discusses the issues of assessing the effectiveness of tactical and technical solutions for prevention of prohibited items delivery to the territory of institutions of the penal system of the Russian Federation using unmanned aerial vehicles. The cost of completing the task was taken as the indicator of efficiency. The task was formulated as guaranteed prevention of flights of unmanned aerial vehicles over the territories of pre-trial detention centers, prisons, colonies and other facilities. In the course of theoretical and experimental studies, conceptual approaches to solving the highlighted problem were substantiated, rational characteristics and operating modes of complexes for countering flights of unmanned aerial vehicles over the territories of institutions of the penal system of the Russian Federation were defined. Key words: penal system, unmanned aerial vehicles, prohibited items, effectiveness of countermeasures.

In the article, the author considered the possibility of using unmanned aerial vehicles in the activities of a voluntary people’s squad during the protection of public order in the Russian Federation, the possibility of identifying violations and transmitting evidence obtained using unmanned aerial vehicles. The author found that the administrative-legal norms for the use of unmanned aerial vehicles by the people’s squad during the protection of public order in the Russian Federation have not been established, and therefore, in the opinion of the author, it is necessary to supplement the norms of civil law with the right to use technical equipment by people’s squads to protect public order. The author believes that the use of such means as an unmanned aerial vehicle would be justified, especially during mass events to ensure safety. The author believes that the urgent task in developing the legal regulation of the use of unmanned aerial vehicles by the national squad is to establish a balance in the administrative legal regulation of the use of unmanned aerial vehicles in order to optimally compromise the observance of the constitutional rights of citizens to privacy and public duty to protect public order.

The purpose of the study was to analyze the scientific and technological aspects of the development and production of modern rotary piston engines (MRPE) for unmanned aerial vehicles (UAVs) of leading foreign countries and to develop recommendations on the priorities of their development in the Russian Federation. In the course of the study, a significant amount of information on the main, most significant achievements in the creation of aviation MRPE abroad was summarized, analyzed and systematized. Based on the results of the analysis, the main factors and trends are shown, a number of specific areas most typical for research and development, determining the development of aviation MRPE in the most developed countries, recommendations for the development and production of MRPE in Russia are given. Due to the severity of the problem of import substitution of foreign MRPE for UAVs in the Russian Federation, the results of the study shown in the article are relevant, can be used by interested specialists in solving the problems of development, production and use of MRPE in the interests of defense and security of Russia

Nowadays, the creation of remotely-piloted aerial vehicles for various purposes is regarded as one of the most relevant and promising trends of aircraft development. FAU "25 State Research Institute of Chemmotology of the Ministry of Defense of the Russian Federation" have studied the operation features of aircraft piston engines and developed technical requirements for motor oil for piston four-stroke UAV engines, as well as a new engine oil M-5z/20 AERO in cooperation with NPP KVALITET, LLC. Based on the complex of qualification tests, the stated operational properties of the experimental-industrial batch of M-5z/20 AERO oil are generally confirmed.

The publications of specialists of FSUE GosNII GA presented in this issue complete the cycle started in MI No. 6-2012, consisting of 3 articles that tell about metrological support of production activities of air transport enterprises. The cycle is dedicated to the anniversary date: the 35th anniversary of the establishment of the Metrological service of civil aviation (GA) by order of the Minister of December 22, 1977 № 193. This order GosNII GA, was appointed the Head organization of the metrological service (GMA) GA, retaining this status and in the new Russia (joint order of the Department of air transport of Ministry of transport of the Russian Federation and the Commission for regulation of air traffic – on Rosaeronavigatsia from 27.11.1995, the number of DV-126/113). Unfortunately, the limited volume of the journal does not allow to reveal in detail all aspects of the metrological activities of FGUP GosNII GA as GOMC GA. The materials we offer readers of cycle lights in this respect are some diverse issues. Nevertheless, it should be noted that all these years and to the present time the Institute is at the forefront of solving the problems of ensuring the unity of measurements in special areas of production activities of air transport
