Abstract. The article discusses the issues of assessing the effectiveness of tactical and technical solutions for prevention of prohibited items delivery to the territory of institutions of the penal system of the Russian Federation using unmanned aerial vehicles. The cost of completing the task was taken as the indicator of efficiency. The task was formulated as guaranteed prevention of flights of unmanned aerial vehicles over the territories of pre-trial detention centers, prisons, colonies and other facilities. In the course of theoretical and experimental studies, conceptual approaches to solving the highlighted problem were substantiated, rational characteristics and operating modes of complexes for countering flights of unmanned aerial vehicles over the territories of institutions of the penal system of the Russian Federation were defined. Key words: penal system, unmanned aerial vehicles, prohibited items, effectiveness of countermeasures.

In the article, the author considered the possibility of using unmanned aerial vehicles in the activities of a voluntary people’s squad during the protection of public order in the Russian Federation, the possibility of identifying violations and transmitting evidence obtained using unmanned aerial vehicles. The author found that the administrative-legal norms for the use of unmanned aerial vehicles by the people’s squad during the protection of public order in the Russian Federation have not been established, and therefore, in the opinion of the author, it is necessary to supplement the norms of civil law with the right to use technical equipment by people’s squads to protect public order. The author believes that the use of such means as an unmanned aerial vehicle would be justified, especially during mass events to ensure safety. The author believes that the urgent task in developing the legal regulation of the use of unmanned aerial vehicles by the national squad is to establish a balance in the administrative legal regulation of the use of unmanned aerial vehicles in order to optimally compromise the observance of the constitutional rights of citizens to privacy and public duty to protect public order.

Одним из проблемных вопросов, возникающих при функционированнии следственных изоляторов в России, является наличие в незаконном пользовании у лиц, содержащихся под стражей, запрещенных к использованию, хранению и приобретению предметов, в частности средств мобильной связи, а также апгрейдов, обеспечивающих их более широкий спектр действия и работу. В целях обеспечения наиболее качественного выполнения служебных задач по предупреждению поступления в незаконное пользование лицам, изолированным от общества и содержащимся в следственных изоляторах, средств мобильной связи помимо установленного на контрольно-пропускных пунктах по пропуску людей оборудования, использующегося для досмотра, в ряде учреждений широко применяются рентген-установки для досмотра как личных вещей, так и ручной клади. Кроме того, на объектах оборудованы отсекающие тамбуры, используемые для хранения личных вещей сотрудников учреждения и лиц, его посещающих. Несомненно, обеспечение учреждений обозначенными техническими средствами финансово затратно, учитывая сокращение финансирования ФСИН России, при этом фактов проноса запрещенных предметов на территорию следственных изоляторов меньше не становится. Проникновение запрещенных предметов на территорию следственных изоляторов УИС происходит, как правило, в уязвимых для этого местах (сокрытие под одеждой, в медицинских протезах и т. д.). Передача или попытка передачи запрещенных предметов, изделий и веществ признается оконченным правонарушением в тот момент, когда совершены действия, прямо направленные на их доставку, то есть они были пронесены на территорию режимного объекта. One of the most urgent problems of the activity of the investigative isolators of the Penal System of the Russian Federation is the fight against the entry of prohibited items into places of detention, especially mobile communication devices and their accessories. In order to increase the effectiveness of activities aimed at preventing the entry of prohibited items into the territory of pre-trial detention facilities in the penitentiary system, in addition to stationary metal detectors, x-ray scanners are installed at checkpoints for the inspection of personal belongings and hand Luggage. Facilities for storing personal belongings of the staff of the institution and persons who arrived to visit it are provided at the facilities of the penitentiary system in parallel with the cut-off vestibules of the checkpoint. Of course, providing institutions that execute sentences with these technical means is financially costly, given the reduction in funding for the Federal penitentiary service of Russia. However, there are no fewer cases of prohibited items being brought into the territory of pre-trial detention facilities. The penetration of prohibited items into the territory of pre-trial detention centers of the penal system usually occurs in vulnerable places (hiding under clothing, in medical prostheses, etc.). the Transfer or attempt to transfer prohibited items, products and substances is considered a completed offense at the moment when actions directly aimed at their delivery are committed, that is, they were carried into the territory of a secure facility.

Ensuring strength parameters of building elements of residential, domestic and industrial premises, located on the territory of the embankment in continuous operation is a fundamental factor in the sustenance of the population, especially in changing climatic effects of the environment and a massive impact of coastal waves. Maintaining comfortable conditions normalized long stay population in the residential, domestic, and industrial purposes with reduced power consumption and ensuring safe operation, currently carried out in accordance with the implementation of the city's "life support" and is performed in accordance with the adoption of the Federal law of 23 November 2009 "No. 261-FZ. On energy saving and increasing energy efficiency and introducing amendments to certain legislative acts of the Russian Federation." All this underlines the relevance of the authors research and proposed recommendations for implementation are protected by patents of the Russian Federation of technical solutions. Such construction elements such as driven piles are the most intensively exposed to destruction because of being in wet soil, which contributes to the corrosive destruction of the material and periodic seismic effects beginning with the waves at the perimeter of the coast promenade. As shown by the analysis of known emergency residential, public and industrial construction projects, the decline in the standard terms of use driven piles leads to premature destruction of buildings and constructions, which consequently increases the danger of finding the population on the territory of the embankment. A feature of the exploitation of construction objects located on the territory of the embankment is the sum of the effect as the seismic loads due to the periodic power strokes of the rolling waves on the ground bordering the perimeter, and the corrosive destruction of the material driven piles due to constant contact with wet soil components. The proposed technical solutions, which are based on theoretical and experimental studies of the Department of teplogazosnabzhenie southwestern state University to ensure the maintenance of normalized operating life of driven piles in terms of destruction in the territory of the embankments, the novelty of which is protected by patents of the Russian Federation.

The purpose of the study was to analyze the scientific and technological aspects of the development and production of modern rotary piston engines (MRPE) for unmanned aerial vehicles (UAVs) of leading foreign countries and to develop recommendations on the priorities of their development in the Russian Federation. In the course of the study, a significant amount of information on the main, most significant achievements in the creation of aviation MRPE abroad was summarized, analyzed and systematized. Based on the results of the analysis, the main factors and trends are shown, a number of specific areas most typical for research and development, determining the development of aviation MRPE in the most developed countries, recommendations for the development and production of MRPE in Russia are given. Due to the severity of the problem of import substitution of foreign MRPE for UAVs in the Russian Federation, the results of the study shown in the article are relevant, can be used by interested specialists in solving the problems of development, production and use of MRPE in the interests of defense and security of Russia

Problem statement. Timely forecasting of the cost of an unmanned aircraft (UMA) allows assessing the risks and make an informed decision on whether to participate in the R&D with the specified allocations. The article analyzes the main stages of the life cycle of an unmanned aerial vehicles helicopter-type and describes the stages, as well as an approach to the development of the method for estimating the life cycle cost depending on the appearance of the UMA.Objective. Propose an approach to the development of the method for estimating the life cycle cost of an unmanned aerial vehicles helicopter-type, depending on its appearance, which will reduce the risks when deciding to participate in the R&D implementation with the specified allocations.Results. Based on the proposed approach, the analysis of two types of unmanned aerial vehicles helicopter-type is carried out, the cost is calculated, and the distribution of costs by stages of the life cycle is shown.Practical implications. The proposed approach allows estimating the cost at the stage of analysis of development requirements, depending on the expected technical solutions.

Nowadays, the creation of remotely-piloted aerial vehicles for various purposes is regarded as one of the most relevant and promising trends of aircraft development. FAU "25 State Research Institute of Chemmotology of the Ministry of Defense of the Russian Federation" have studied the operation features of aircraft piston engines and developed technical requirements for motor oil for piston four-stroke UAV engines, as well as a new engine oil M-5z/20 AERO in cooperation with NPP KVALITET, LLC. Based on the complex of qualification tests, the stated operational properties of the experimental-industrial batch of M-5z/20 AERO oil are generally confirmed.
