Abstract. The article discusses the issues of assessing the effectiveness of tactical and technical solutions for prevention of prohibited items delivery to the territory of institutions of the penal system of the Russian Federation using unmanned aerial vehicles. The cost of completing the task was taken as the indicator of efficiency. The task was formulated as guaranteed prevention of flights of unmanned aerial vehicles over the territories of pre-trial detention centers, prisons, colonies and other facilities. In the course of theoretical and experimental studies, conceptual approaches to solving the highlighted problem were substantiated, rational characteristics and operating modes of complexes for countering flights of unmanned aerial vehicles over the territories of institutions of the penal system of the Russian Federation were defined. Key words: penal system, unmanned aerial vehicles, prohibited items, effectiveness of countermeasures.

Представлена информация о тенденциях развития органического сельского хозяйства в Словацкой Республике и Российской Федерации. Дана структура сельского хозяйства в Республике Словакия, а также законодательная база, определяющая возможности развития органического сельского хозяйства с учётом субсидий и поддержки со стороны государства. Представлен SWOT-анализ органического сельского хозяйства в Словакии, отражающий сильные и слабые стороны, а также возможности и риски. Рассмотрены перспективы развития органического сельского хозяйства в Российской Федерации, дана их оценка и дифференциация по следующим направлениям: 1) наличие земельных ресурсов; 2) диверсификация рынка сельскохозяйственной продукции; 3) популяризация сельского образа жизни; 4) развитие агротуризма. Выделены специфические проблемы, замедляющие темпы развития органического рынка в Российской Федерации, которые связаны с: 1) отсутствием информации как у потребителей, так и у производителей органической продукции; 2) упрощённым пониманием технологий органического сельского хозяйства; 3) псевдо-маркировкой, дискредитирующей органические продукты среди потребителей; 4) стандартами и терминологией и желанием расширить правовые понятия «органический» и «экологический» продукт. Information on the development trends of organic agriculture in the Slovak Republic and the Russian Federation has been presented. The structure of agriculture in the Republic of Slovakia as well as the legislative framework defining the possibilities for the development of organic agriculture taking into account subsidies and support from the state has been given. A SWOT analysis of organic farming in Slovakia has been presented reflecting the strengths and weaknesses as well as opportunities and risks. The prospects for the development of organic agriculture in the Russian Federation have been examined; their assessment and differentiation have been given in the following areas: 1) the availability of land resources; 2) diversification of the agricultural market; 3) the popularization of rural lifestyle; 4) the development of agritourism. Specific problems have been identified slowing down the pace of development of the organic market in the Russian Federation which are associated with: 1) the lack of information from both consumers and organic producers, 2) a simplified understanding of organic farming technologies, 3) pseudo-labeling discrediting organic products among consumers, 4) standards and terminology and a desire to expand the legal concepts of "organic" and "ecological" product.

The article examines the analysis of the institution of social control in the Russian Federation and its subjectivity. The relevance of the study is due to the conceptual diversity and lack of scientific consensus regarding the concept of “social control”. Also, this consensus is absent regarding other related concepts, which include “public control”, “civil control”, “people’s control” and others. To solve this problem, a group of domestic sources that define these concepts are analyzed. It also analyzes the legal acts regulating social control in Russia. The role of the Public Chamber and the analysis of current scientific approaches to its consideration are considered in a separate block. In conclusion, it is concluded that there is a fundamental contradiction between expert assessments and the current legislative framework. This leads to the fact that civil initiatives in the field of social control can only be implemented in the forms proposed by the state.

In the article, the author considered the possibility of using unmanned aerial vehicles in the activities of a voluntary people’s squad during the protection of public order in the Russian Federation, the possibility of identifying violations and transmitting evidence obtained using unmanned aerial vehicles. The author found that the administrative-legal norms for the use of unmanned aerial vehicles by the people’s squad during the protection of public order in the Russian Federation have not been established, and therefore, in the opinion of the author, it is necessary to supplement the norms of civil law with the right to use technical equipment by people’s squads to protect public order. The author believes that the use of such means as an unmanned aerial vehicle would be justified, especially during mass events to ensure safety. The author believes that the urgent task in developing the legal regulation of the use of unmanned aerial vehicles by the national squad is to establish a balance in the administrative legal regulation of the use of unmanned aerial vehicles in order to optimally compromise the observance of the constitutional rights of citizens to privacy and public duty to protect public order.

Intensive development of microfinance organizations in Russia has a double meaning. On the one hand, they are claimed by the population; on the other hand, the state control over their activities is difficult. The study reveals the nature, problems and prospects of development of microfinance organizations in Russia. The aim of the authors is to determine the nature of the controversial development of the financial market segment and suggest mechanisms that can resolve these contradictions. The study used a systematic approach and statistical methods. The authors analyzed analytical and statistical information of the Bank of Russia. The lack of adequate mechanisms for the state regulation and control over the activities of microfinance organizations the state is due to the gaps in the legislative framework. This was the reason for the increase in the share of overdue debts, the high debt load of the population, the intensification of collectors, the increase in lawsuits. The actions are proposed for increasing transparency of microfinance transactions without increasing the administrative burden on regulatory authorities. Among them are: attracting private investorslenders to microfinance activities with the development of Internet infrastructure, creating a special online platform to register microloan transactions between individuals and / or legal entities in real time with recording them in the Bank of Russia and in tax services. It is also necessary to amend the legislation on microfinance activity. This sequence of actions will lead to a reduction in the informal sector in the microfinance segment and in the financial market of the Russian Federation as a whole. The proposals made in the article can be used to develop the anti-crisis program of the Government of the Russian Federation in this area.

The purpose of the study was to analyze the scientific and technological aspects of the development and production of modern rotary piston engines (MRPE) for unmanned aerial vehicles (UAVs) of leading foreign countries and to develop recommendations on the priorities of their development in the Russian Federation. In the course of the study, a significant amount of information on the main, most significant achievements in the creation of aviation MRPE abroad was summarized, analyzed and systematized. Based on the results of the analysis, the main factors and trends are shown, a number of specific areas most typical for research and development, determining the development of aviation MRPE in the most developed countries, recommendations for the development and production of MRPE in Russia are given. Due to the severity of the problem of import substitution of foreign MRPE for UAVs in the Russian Federation, the results of the study shown in the article are relevant, can be used by interested specialists in solving the problems of development, production and use of MRPE in the interests of defense and security of Russia

Nowadays, the creation of remotely-piloted aerial vehicles for various purposes is regarded as one of the most relevant and promising trends of aircraft development. FAU "25 State Research Institute of Chemmotology of the Ministry of Defense of the Russian Federation" have studied the operation features of aircraft piston engines and developed technical requirements for motor oil for piston four-stroke UAV engines, as well as a new engine oil M-5z/20 AERO in cooperation with NPP KVALITET, LLC. Based on the complex of qualification tests, the stated operational properties of the experimental-industrial batch of M-5z/20 AERO oil are generally confirmed.
