Gender mainstreaming in agriculture is new trend to address the inequalities of resources and work participation between men and women for ensuring equity in gender. Though women constitute about half of the total agricultural labour, their access to resources as well as decision making power is limited. Particularly, women in rice-based farming system though undertake hard work, own or share very limited resources and benefits in comparison to other systems. Various needs of women, while undertake research and technologies developed should be addressed appropriately through gender focussed planning, project implementation, monitoring as well as impact assessment. A systematic understanding and capacity building of the planners, researchers, development and extension machineries on innovative mechanism and gender sensitive perspectives would bring socioeconomic upliftment of not only women but the whole society.

PurposeThe purpose of this research is to reveal the gendered nature of social arrangements in order to bring to the surface the hidden discourses that mediate the opportunities of women leaders in the field of corporate social responsibility (CSR) and sustainability.Design/methodology/approachThe author uses critical sense-making (CSM) to analyze interviews with CSR leaders toward understanding the interconnected layers of influences they draw from as they make sense of their experiences.FindingsDespite the positioning of women as being untapped resources within CSR, the reality within CSR leadership indicates that resilient, stereotypical social constructions of gender are being (re)created. However, cues can disrupt the ongoing process of sense-making and create shocks that represent opportunities for resistance as discriminatory practices are revealed.Research limitations/implicationsApplying CSM as a methodology and to the field of CSR adds a component to CSR and gender scholarship that is currently missing. CSM as a methodology bridges broader sociocultural discourses and the local site of sense-making, making visible the structures and processes that enable some narratives to become legitimized by the formative context and protect the status quo.Social implicationsIf these leaders are able to use their discursive power to establish an alternate, dominant narrative throughout their organizations – a culture of emotional empathy within CSR – alternate meanings about the nature and purpose of CSR may emerge while highlighting the need for change.Originality/valueApplying CSM as a methodology and to the field of CSR adds a component to CSR and gender scholarship that is currently missing. Organizations like the International Monetary Fund (IMF), World Bank (WB), USAID, DFID, are the leading organizations in social development. Others indicate that organizations like WB and other transnational agencies are not supposed to support any change and they fail to embrace the political process and social movements which can be sensitization forces in communities. Some authors have often identified that the concepts and achievements of gender struggles are sidelined by neo-liberal institutions. In this article, it will be argued that women may be being used as instruments in the process of their own disempowerment and this situation is caused by the neo-liberal economic reform and religious fundamentalism. A case study of the Indian women-centered development project of micro-credit, initiated by government and implemented by local NGOs is also discussed. Through a critical analysis of feminism and realities of the development project which promotes it, penetrating insights of its inequalities will be discerned. Further, it will be argued that under a flourishing patriarchal society, it will also draw attention to the rebellion by elected women representatives which have led to a flourishing new concept of women’s citizenship under a burgeoning neo-liberalism and fundamentalism. In this article, how international organizations can report and misrepresent the facts and figures, and set development goals which are beyond expectations, will be identified. In addition, ethnographic aspects such as gender-power relations and existing pathways to women’s empowerment in India will be highlighted. Additionally, initiatives will be recommended that may help to achieve equitable gender goals and gender mainstreaming.

The text of this paper is based on a lecture given at the symposium of the Ghent African Platform “Researching Gender in/on Africa” at Ghent University in December 2009. It addresses some general challenges faced by ‘gender studies’ as an autonomous field versus ‘gender research’ as an integrated topic within mainstream disciplines in academia. Gender studies have sometimes superseded ‘women’s studies’ and expanded to cover the terrain of study of various forms of diversity including men’s and transgender studies. We will show that the ‘mainstreaming’ of gender in public policy at local, national and transnational levels is a development which may potentially lead to the loss of a – feminist – political edge. Secondly, while gender studies with their emphasis on socially constructed gender as opposed to biological essentialist understandings of ‘sex’ appear to face the challenge of a popular ‘new biological determinism’, it is shown that the binary model of sex/gender in fact has been criticised for some time now from within feminist theory and gender research. This is (selectively) illustrated with research from four disciplines, including the work of African gender studies scholars, i.e. feminist philosophy, social sciences (in particular socio-cultural anthropology), history and biology itself. This then shows how the accusation that gender studies would be ‘socially deterministic’ without attending to bodily matters or materiality is unfounded. Finally, it is argued that there is still a need for gender studies to become more culturally diverse, more global and transnational in its outlook, by becoming more deeply attuned to the way gender intersects with other forms of difference and taking into account postcolonial critiques of western feminist paternalism, without falling into the trap of cultural relativism. This paper examines Indonesia's current legislation on politics, inter alia, Political Parties Law, Election Law, and Parliament Law, by using gender analysis. This paper considers how these laws ensure equitable access, participation, control, and benefits for men and women. Under the justice and gender equality approach, these laws are not optimal, especially under the control and benefit indicators. In this context, Political Parties Law contributes more to the indicator of access, while Electoral Law provides access and participation indicators. At the same time, Parliament Law is expected to contribute the most to the control and benefit indicators. However, it is regrettable that Parliament Law does not comply with these two indicators. Also, the Constitutional Court's interpretation was not followed in a series of legislative revisions of Parliament Law. Therefore, the gender approach in the legislative revision of these three laws should be encouraged to benefit from social life with more just and non-discriminatory. It should also provide equal opportunity for every citizen to gain access, participatory rights, control, and benefits in development. Hence, it is inevitable to the importance of the government commitment in gender mainstreaming in policy, harmonization, and synchronization of laws and regulations. This article assesses the ability of the European Commission’s current approach to policy evaluation to evaluate gender mainstreaming and, in turn, other cross-cutting social agendas (Articles 8–10 TFEU). Taking European Union research policy as a case study, through our analysis, we reveal mismatches between current evaluation standards adopted within the Better Regulation framework and requirements for effectively assessing progress towards cross-cutting social objectives, such as gender equality. The article concludes with a series of recommendations to overcome the identified shortcomings. Our analysis constitutes a key contribution to the development of feminist scholarship on the post-implementation phase of the policy process.

AbstractThis article explores a missing link in the recent literature on the formation of social policies: that between democracy and universalism, one desirable yet elusive feature of these policies. We base our argument on a case study of Costa Rica, the most successful case of universalism in Latin America. We proceed by first depicting Costa Rica's peculiar policy architecture, based on the incremental expansion of benefits funded on payroll taxes. Then we reconstruct the policy process to stress the key role played by technopoliticians in a democratic context. Backed by political leadership and equipped with international ideas, technopoliticians drove social policy design from agenda setting to adoption and implementation. Third, we argue that key aspects of the policy architecture established in the early 1940s were fundamental building blocks for a distinctive and seldom explored road to universalism. We conclude considering contemporary implications.
