The Manned Underwater Vehicles industry has evolved since the launch of DSV ALVIN in 1964 and the establishment of tourist passenger submersibles in the 1980’s and 1990’s. The emergence of the tourist passenger submersible sector in 1993 prompted the US Coast Guard to regulate commercial marine operations in the interest of public safety through NVIC 5-93. The rules were designed specifically for submersibles selling seats to members of the general public. To ensure public safety, the USCG helped define safeguards for those participants. Submersibles owned by the government, research institutions and corporations; or submersibles used for purposes other than selling rides to members of the general public, were not wholly addressed because growth in that sector was unforeseen. Almost 25 years after its release, the industry is regulated across all sectors of MUV operations by definitions established for the operation of a narrow segment of the industry, the tourism submersibles. However, construction over the past 23 years is 18% tourism submersibles, 8% government and 7% research. The remaining 67% of vessels, fall into an “other” category which does not have adequate definition. This white papers proposes that the Marine Technology Society committee on Manned Underwater Vehicles conduct a study for an updated Manned Underwater Vehicle Operations Safety Guideline with broad participation of the MUV stakeholders; International MUV industry members, Marine Technology Society, ASME PVHO, ABS, DNVGL, US Coast Guard and Navy. The challenge is to find the correct balance of regulatory control and commercial freedom to promote commercial growth while having a robust regulatory framework to manage the various concepts. Under the Government Organization Act of Korea, the following two issues could be raised in regards to the legal authority and status of the Korea Coast Guard: First, there is an issue involving a potential conflict of authority between the Korea Coast Guard and the Ministry of Public Safety and Security. Second, pursuant to the Government Organization Act, the Korea Coast Guard has characteristics of an advisory agency in providing assistance to the Minister of Public Safety and Security. However, the actual authority to direct and control local administrative government offices under the Korea Coast Guard belongs to the Coast Guard. This is a bifurcation between structure and actual work which can create gaps between jurisdictional duties and responsibilities.

In the 18th century, although the Dutch Company controlled most of the archipelago, the Netherlands also experienced a decline in trade. This was due to the large number of corrupt employees and the fall in the price of spices which eventually created the VOC. Under the rule of H.W. Daendels, the colonial government began to change the way of exploitation from the old conservative way which focused on trade through the VOC to exploitation managed by the government and the private sector. Ulama also strengthen their ties with the general public through judicial management, and compensation, and waqaf assets, and by leading congregational prayers and various ceremonies for celebrating birth, marriage and death. Their links with a large number of artisans, workers (workers), and the merchant elite were very influential.

Comfort and security are vital factors in tourism destination of Kuta Lombok with great tourism potential. However, this potential will not be desirable if the conditions are not created by comfort and security. This proves that there are factors that affect the comfort, community understanding of tourism awareness, and community participation in comfort and security of tourists. The study was conducted aimed to determine the factors that affect comfort and safety, the level of community understanding of tourism awareness, and community participation in the comfort and security of tourists in Kuta Lombok tourism.This study examines the comfort and safety of tourists in tourism of Kuta Lombok are included in the descriptive study. Therefore, the research conducted through a qualitative approach. Methods of data collection through observation, interview and documentation. Decision is determined by the method of purposive, with 15 informants. The theory applied is the theory of structural functionalism which analyzed the factors and community participation, and motivation theory is applied to analyze the level of community understanding about tourism awareness.The analysis results of research conducted by qualitative descriptive analysis presents the results of research through a narrative supported by photographs. The results of this study suggests that the comfort and safety factor is  influenced by the low level of community understanding in the elements of tourism awareness through Sapta Pesona. The low raises community understanding of factors that affect comfort and safety as a factor of environmental aspects of parking management and environmental hygiene, factors of economic activity and the hawkers aspects trasnportation service providers as well as factors in the aspect of tourism access roads were damaged. Community participation in the comfort and security of tourists is not functioning optimally. This is caused by unsynchronization between organizations. Forms of community participation in the form of the participation into the organization and the coast guard and empowerment of communities in the festival. Based on those results of the three studies, the government of Central Lombok is expected especially for Culture and Tourism Department particular attention to the factors that affect comfort and safety, and the formation of tourism awareness with benchmarks Sapta Pesona.

Maritime traffic in ice-congested waters in Canada moves under the control of the Canadian Coast Guard or with its close support, the annual sea supply of Arctic establishments is carried out mainly by merchant ships chartered for the purpose, escorted by icebreakers and assisted by shallow-draft Northern supply vessels and locally based landing barges. A rapidly growing commercial traffic into the Gulf of St Lawrence in winter is provided with routing advice or icebreaker escort on an organized basis worked out in consultation with the commercial interests. These and other related operations have developed in recent years with meteorological and other scientific support provided by various agencies of the Government of Canada.

Drawing on South Korea’s response to COVID-19, this article examines how the digital measures that were implemented by the nation state during the pandemic intensified the dilemma between public safety and information rights. South Korea’s highly praised handling of COVID-19 raises the question of how far digital technology can infiltrate everyday life for the sake of public safety and how citizens can negotiate the rapid digital transformation of a nation state. The South Korean government’s digital measures during the pandemic involved the extensive use of personal data; however, citizens were not allowed sufficient participation in the flow of information. By critically examining the South Korean case, this article reveals that the government coped with the pandemic through digital surveillance as a way to avoid physical lockdown, and in so doing, projected its desire for transition to a digitally advanced state while facilitating nationalism through a digital utopian discourse.

Background: Coronavirus disease 2019 is an upcoming contagious respiratory infection caused by a new coronavirus named severe acute respiratory syndrome (SARS-CoV2) which is transmitted through the respiratory droplets produced by coughing or sneezing of an infected person. The behavior of the general public will probably have an important bearing on the course of coronavirus disease 2019 (COVID-19) epidemic. Human behavior is influenced by knowledge and perceptions. This paper aims to identify the awareness and perception regarding COVID-19 among general public. Method: A cross sectional descriptive design was used by using structured online questionnaire through Google form. The study was conducted at certain area of Kathmandu. Sample size was 423 with non probability convenience sampling technique. Result: The findings revealed that overall, 44.9% respondents had low, 34.0% had average and 21% had high level of awareness. Likewise, 56.6% had positive perception and 43.2% had negative perception about COVID outbreak. Also 62% respondents had positive and 37.7% had negative perception about prevention of COVID. There is an association between educational status and level of awareness with ‘p’ value lesser than 0.05 at 95% level of confidence. Conclusion: Majority of respondents were not aware about the outbreak of COVID19. Also more than half of respondents had positive perception about outbreak of COVID 19. The effective measures are being taken by the government and the public, still there remains a need for further awareness campaigns and knowledge of safe interventions to combat the spread of disease.
