Under the Government Organization Act of Korea, the following two issues could be raised in regards to the legal authority and status of the Korea Coast Guard: First, there is an issue involving a potential conflict of authority between the Korea Coast Guard and the Ministry of Public Safety and Security. Second, pursuant to the Government Organization Act, the Korea Coast Guard has characteristics of an advisory agency in providing assistance to the Minister of Public Safety and Security. However, the actual authority to direct and control local administrative government offices under the Korea Coast Guard belongs to the Coast Guard. This is a bifurcation between structure and actual work which can create gaps between jurisdictional duties and responsibilities.

Peace is indivisible and global because it is the foundation of the survival of humanity. Ensuring peace and security of the people is vital in maintaining economic development, social order, and political stability. In the Philippines, the functionality of community peace and order and public safety (POPS) is strictly monitored by the government. This descriptive-comparative study assessed the extent of implementation of the POPS in terms of crime prevention and control, anti-illegal drugs, public safety, and enforcement of ordinances. It also investigated the differences in the implementation of the program when the communities are grouped according to variables.  Further, it explored the challenges and suggestions of community leaders. Using a researcher-made survey questionnaire, data were gathered from respondents. Findings revealed a great extent of implementation, but there were significant differences when barangays were grouped into variables. The findings were utilized as bases for an enhanced POPS program.

ABSTRACTThis paper focuses on the inner workings of Mao-era China's ‘foreign affairs’ system (waishi xitong): the complex, comprehensive web of bureaucracy woven after 1949 to monitor and control Chinese contact with the outside world. It explores one of the channels along which the People's Republic between 1949 and 1976 tried to project international, soft-power messages beyond conventional diplomatic channels: the inviting of so-called ‘foreign guests’ (waibin) on carefully planned tours around China, often with all or at least some expenses paid. Earlier accounts of this hospitality have evoked a machine of perfect control, carefully judged to manipulate visitors and rehearsed to ensure flawless performances by Chinese hosts. Using memoirs and Chinese archival documents, the paper discusses the attitude of top-level leaders to such visits, the way in which trips were prepared and planned, and the successes and weaknesses of the system. It argues that the People's Republic of China's hosting programme had a domestic as well as an international purpose. Although foreigners were the official target (and indeed, Maoist China's ‘techniques of hospitality’ garnered some rich international political dividends) the government also used the preparation for and execution of hosting duties to underscore at home the triumph of the revolution.

The Manned Underwater Vehicles industry has evolved since the launch of DSV ALVIN in 1964 and the establishment of tourist passenger submersibles in the 1980’s and 1990’s. The emergence of the tourist passenger submersible sector in 1993 prompted the US Coast Guard to regulate commercial marine operations in the interest of public safety through NVIC 5-93. The rules were designed specifically for submersibles selling seats to members of the general public. To ensure public safety, the USCG helped define safeguards for those participants. Submersibles owned by the government, research institutions and corporations; or submersibles used for purposes other than selling rides to members of the general public, were not wholly addressed because growth in that sector was unforeseen. Almost 25 years after its release, the industry is regulated across all sectors of MUV operations by definitions established for the operation of a narrow segment of the industry, the tourism submersibles. However, construction over the past 23 years is 18% tourism submersibles, 8% government and 7% research. The remaining 67% of vessels, fall into an “other” category which does not have adequate definition. This white papers proposes that the Marine Technology Society committee on Manned Underwater Vehicles conduct a study for an updated Manned Underwater Vehicle Operations Safety Guideline with broad participation of the MUV stakeholders; International MUV industry members, Marine Technology Society, ASME PVHO, ABS, DNVGL, US Coast Guard and Navy. The challenge is to find the correct balance of regulatory control and commercial freedom to promote commercial growth while having a robust regulatory framework to manage the various concepts.  KPPN Medan II is one of the government organization units at the Ministry of Finance. Where leaders and employees who work at KPPN Medan II always carry out official trips between cities and outside the city. With these conditions, making SPPD documents experiencing the intensity of official travel activities carried out by employees of KPPN Medan II can be said frequently. So that in making SPPD in KPPN Medan II is still using the manual method that is recording through Microsoft Word which in the sense is less effective and efficient. In naming employees who get official assignments, officers manually entering employee data that receives official travel letters are prone to being lost because data is manually written. The web-based SPPD application is built by applying this prototyping method which is expected to facilitate SPPD KPPN Medan II management officers in making SPPD that is effective, efficient, accurate, time-saving, and not prone to losing SPPD data of KPPN Medan II employees who will has made official trips due to the existence of a special database to accommodate all SPPD files.

Governments all over the world are paying great attention to economic innovation and the development of design in modern society. They are spending more and more recourses on making rules for Industrial Design Policy and measuring its implementation. As a method to make macroeconomic regulation and control by the government, the effectiveness and importance of design policy has already been widely admitted. In a macro-background of the three turns of Chinese design policy, taking the design policy of Guangdong province as an example, this article will analyze how local/regional government should respond to the national design policy. Based on the investigation and analysis of the winners of the "Guangdong Governor Cup Industrial Design Competition", this paper discusses how industrial design competition as a part of the design policy to support the development of industrial design. After making a comparison with the design policy of the Yangtze River Delta area, this article tries to enhance and perfect the current policy path.

In the 18th century, although the Dutch Company controlled most of the archipelago, the Netherlands also experienced a decline in trade. This was due to the large number of corrupt employees and the fall in the price of spices which eventually created the VOC. Under the rule of H.W. Daendels, the colonial government began to change the way of exploitation from the old conservative way which focused on trade through the VOC to exploitation managed by the government and the private sector. Ulama also strengthen their ties with the general public through judicial management, and compensation, and waqaf assets, and by leading congregational prayers and various ceremonies for celebrating birth, marriage and death. Their links with a large number of artisans, workers (workers), and the merchant elite were very influential.

Background: Anemia in adolescent girls possess greatest burden on their health as it leads to poor cognitive development, poor reproductive health and if not treated may lead to intrauterine growth retardation in their developing fetus. The prevalence of anemia among adolescent is 27% in developing country and 6% in developed country. The Government of India has launched National Anemia Control Programme, to prevent and control anaemia in children and adolescents. But the problem is still persisting because of many issues like - poor palatability, intolerance to the drug used, poor absorption of the drugs used, constipation, discoloration of stool, unpleasant odor and taste etc. result in poor compliance and therefore non adherence to the therapy which finally results in poor improvement. By looking at the magnitude of the problem, an Ayurveda drug Vajravatakmandura has been selected for the study and the present study was undertaken to evaluate the efficacy of the trial drug in iron deficiency anemia in adolescent girls. Material and methods: 100 subjects satisfying inclusion and exclusion criteria were selected and were randomly divided in two groups. In group A, the trial drug Vajravatakmaņdura was administered and in group B, IFA tablets were given for two month of duration with follow up at every fortnight. Result: Both the trial and control groups showed extremely significant result over subjective parameters. Trial drug Vajravatakmaņdura in group A was found more effective over the subjective parameters - weakness, palpitation, pallor and loss of appetite with % gain of 39.77%, 39.39%, 39.17%, 38.09% respectively. Statistical analysis between before and after treatment findings of objective parameters, extremely significant (P less than 0.0001) improvement was found in both groups in all parameters, except for RBC count in group A, which was significant. No adverse effects were reported during entire period of study by any of the patients in trial group treated with trial drug. Conclusion: The trial drug “Vajravatakmandura” is effective, safe and palatable for the management of iron deficiency anemia in adolescent girls.

AbstractWe established a stochastic individual-based model and simulated the whole process of occurrence, development, and control of the coronavirus disease epidemic and the infectors and patients leaving Hubei Province before the traffic was closed in China. Additionally, the basic reproduction number (R0) and number of infectors and patients who left Hubei were estimated using the coordinate descent algorithm. The median R0 at the initial stage of the epidemic was 4.97 (95% confidence interval [CI] 4.82–5.17). Before the traffic lockdown was implemented in Hubei, 2000 (95% CI 1982–2030) infectors and patients had left Hubei and traveled throughout the country. The model estimated that if the government had taken prevention and control measures 1 day later, the cumulative number of laboratory-confirmed patients in the whole country would have increased by 32.1%. If the lockdown of Hubei was imposed 1 day in advance, the cumulative number of laboratory-confirmed patients in other provinces would have decreased by 7.7%. The stochastic model could fit the officially issued data well and simulate the evolution process of the epidemic. The intervention measurements nationwide have effectively curbed the human-to-human transmission of severe acute respiratory syndrome coronavirus 2.

In a globalized world where mobility and movement is at its essence, the movement of viruses paradoxically causes a preoccupation with boundaries, containment, and control over borders, and thus keeping the “dangerous” outside separated from the “safe” inside. Through a qualitative thematic and frame analysis of news articles published on 12 Ukrainian news sites, I found that Ukrainian labour migrants conceptually constitute a challenge to such a clear-cut spatial organization in a time of a pandemic. Labour migrants are part of the national “we,” but their presence in the dangerous outside excludes them from the “imagined immunity.” This ambiguity is evident in the way labour migrants were portrayed during the first months of the outbreak in Ukraine. Initially, Ukrainian labour migrants were depicted as a potential danger, and then blamed for bringing the virus back home. However, the framing of the labour migrants as a danger is only part of the story, and the image of a scapegoat was eventually replaced with images of an economic resource and a victim. Thus, Ukrainian labour migrants have been the object of vilification, heroization, as well as empathy during the various phases of the outbreak. I would argue that these shifting frames are connected to the ambiguous conceptualization of Ukrainian labour migrants in general.

Epidemics of dengue, chikungunya, and Zika have been threatening the Caribbean. Since risk communication (RC) plays a fundamental role in preventing and controlling diseases understanding how RC works is essential for enabling risk-reducing behavior. This multimethod qualitative study compares news reports with local’s and health professional’s perspectives, currently lacking in RC research. It was found that RC strategies were obstructed by a lack of governmental structure, organization, and communication. The content analysis showed that the majority of newspaper articles contained negative reporting on the government. Furthermore, this study shows how trust and heuristics attenuate or amplify people’s risk perceptions and possibly positively and negatively influence people’s risk-reducing behavior. A transcending approach (e.g., structural, cooperative, and multidisciplinary) of the prevention and control of vector-borne diseases and the corresponding RC is recommended.
