A Review of Occupational Safety and Health Management Principles With Reference to the Needs of the Shipbuilding and Offshore Construction Industries: A Client Point of View

Accidents related to production, processing, storage and transportation of oil and its by-products have been studied extensively because of their social and environmental impacts. However, researchers have largely ignored accidents related to the construction of oil facilities, perhaps because such accidents involve a small group of people and result in smaller-scale environmental impacts. In this paper we discuss the major potential risks in every phase of an offshore unit construction. We identified the limitations of traditional safety management systems in coping with the critical problems related to safety issues. Many companies are using integrated management systems as the major tools to control risk. Such systems cover health, safety and environmental issues (HSE). PETROBRAS, the largest Brazilian oil company and one of the leading oil companies in the world, has adopted the HSE system. The system focuses on employee participation in implementation of the HSE system. We highlight leader commitment as one of the keys to good results. In many cases, management commitment is low, implying a need to convince them of the importance of health and safety performance to the future prosperity of their company. Contractual directives are baselines to build good relationships during the project. Another relevant point is to demand a management system like OHSAS 18001 from contractors. Awareness of health risks is generally below that of safety risks and emphasis should be placed on increasing understanding of the causes.

Companies have a legal and social responsibility to ensure the safety of its workers, all persons lawfully present at the workplace and the surrounding community. This requires laid down procedures and routing process which aims at identifying, eliminating, minimizing and control the work-related hazards and decrease the risks. To be effective, the Occupational Safety and Health Management Systems (OSHMS) need to be integrated within the organization’s safety policy and objectives. Therefore, this explains why OSHMS has continued to play a pivotal role in the decision making process in most companies. This study aimed at assessing occupational health and safety management systems in place and their compliance. The sampling unit was petrol stations and the study employed use descriptive study design. The purposive sampling was employed to select thirty two (32) petrol stations in Njoro Molo and Nakuru Municipalities of Nakuru County with a special focus on petrol stations which have dispenser pumps, car servicing bay and Front Office section. Data was collected using purposive sampling, stratified and simple random where interviews, observations and questionnaire survey. Descriptive statistics which involved frequency tables and percentages was used to analyze the data. The findings of this study shows that more than half of the petrol stations lacked defined Occupational Safety and Management systems. There is need of Occupational Safety and Health Management System to be integrated within petrol stations policy in order to reduce the operations mistakes, costs of reducing problems and level of risks while ensuring that they comply with laws and regulations.

This research was conducted to determine whether there is an effect of the implementation of training programs and the application of occupational safety and health management systems on the work productivity of members of the Bekasi city fire department. Based on the results of the research on the Implementation of the Training Program and the Implementation of Occupational Health and Safety Management Systems (K3) on the Work Productivity of Employees at the Bekasi City Fire Department, there is an effect either partially or simultaneously. The conclusion of this study is that the Implementation of the Training Program and Implementation of the Occupational Safety and Health Management System (K3) explains the effect on the Work Productivity of Members at the Bekasi City FireService by 53.8%, while the rest is influenced by other independent variables that are not researched.

BACKGROUND: Occupational safety and health management systems, hereinafter, in SMK3 are part of the overall company management system in the context of risk control related to work activities to create a safe, efficient, and productive workplace through efforts to prevent accidents and occupational diseases. AIM: This study aimed to evaluating the application of occupational safety and health management systems to contractors in the management area of PT Sims Jaya Kaltim based on government regulation number 50 of 2012. METHODS: The application of SMK3 is mandatory for companies with 100 employees or high risk. The evaluation research using the culinary method adopted a countenance stake evaluation model with three stages, starting with the antecedents, Transaction, and outcomes stages, in three mining companies. Data collection uses source pole, interviews, document review, and observation. RESULTS: The results of this study indicate the results of evaluating the implementation of an occupational safety and health management system at the Attendance (Input) stage in PT X based on government regulation number 50 of 2012, included in the less category where the value obtained is 55%. The results of the evaluation of the application of an occupational health and safety management system at the stage of transaction in X based on government regulation number 50 of 2012 are included in the satisfying category where the value obtained is 86%, while the outcomes obtained a value of 70.5% in the less category. PT Mandiri Herindo Adiperkasa and PT Iwaco Jaya Abadi are expected to further enhance the application of occupational safety and health management systems. CONCLUSION: The results of the evaluation of the implementation of the occupational safety and health management system (SMK3) at the Attendance (Input) stage at PT X based on government regulation number 50 of 2012 are included in the category of lacking where the value obtained is 55%. Transaction phase (Process) is included in the satisfactory category where the value gained 86%. The outcomes phase is obtained 70.5%.

However, accidents relating to construction of oil facilities have been largely ignored by researches, perhaps because such accidents involve a smaller group of people and result in smaller-scale environmental impacts. Pipeline construction projects are particularly unique. As opposed to construction of processing plants, pipeline construction covers a very long reach, often involving varying site conditions. Consequently, there are more environmental issues, many of which vary from place to place along the pipeline route as a result of the differing soil, drainage, vegetation and exposure conditions. The variable conditions, exposure and consequences of accidents along a pipeline route result in many challenges related to risk management. Specifically, risk management is difficult as a result of transportation along the pipeline corridor, multiple access routes to the pipeline corridor, unique culture and social issues in various parts of the country, and remote working conditions. Major issues are moving work sites; crossing of different areas of the country with several typical cultural and regional aspects; multiple work sites and the isolation of workers in small groups. These factors make risk management particularly important, but easy to ignore. In this paper we discuss the major potential risks in every phase of the pipeline construction. The paper describes the company’s process for managing risk during pipeline construction. It identified the limitations of traditional safety management systems in coping with the critical problems related to environmental and safety issues. Many company are using integrated management systems as the major tools to control risk. Such systems cover health, safety and environmental issues (HSE). PETROBARS, as the largest Brazilian oil company and one of the leading oil companies in the world, has adopted the HSE system. The system focuses on employee participation in implementation of the HSE system.

The purpose of this study was to determine the Strategy for the Implementation of Occupational Health and Safety Management (K3) implemented by the company to minimize or reduce the number of accidents and occupational diseases. This type of research is a qualitative research using a descriptive approach and the data needed are primary data and secondary data derived from observations, interviews and documentation analyzed by researchers so as to obtain accurate and clear data regarding the strategy for implementing K3 Management by PLN (Persero) UIP3B Sumatra in Pekanbaru City. The results of this study indicate that the Strategy for Implementation of Occupational Safety and Health (K3) Management by PLN (Persero) UIP3B Sumatra in Pekanbaru City However, the implementation of occupational safety and health management carried out by PLN (Persero) UIP3B Sumatra has not achieved the expected goals, this happens because there are still inhibiting factors, namely low employee competence, lack of awareness from employees of the importance of K3 and lack of K3 supervision with reference to Government Regulation Number 50 of 2012.

Integration of function-specific management systems in organizations is rapidly becoming a topic of interest for managers and auditors alike. This is mainly due to the proliferation of management system standards that foster compliance with the stated criteria for quality, environmental, occupational health and safety, social responsibility and other function-specific aspects of performance. While most of the available literature on this topic focuses on the integration of standards, there is comparatively little information available on how to actually build an integrated system internally. This paper hypothesizes that, besides using audits for the implementation of the available procedures, audits can provide an excellent basis for these integration efforts. Therefore the prerequisites, strategies and resources necessary for an effective audit in support of integrated management systems are discussed. The paper also describes how audits are used to improve a combined quality and safety management system in a German nuclear facility.

Occupational Health and Safety (K3) is aimed as an effort to create a workplace that is safe, healthy, free from environmental pollution, so that it can reduce and or be free from work accidents and occupational diseases and can have an impact on increasing work efficiency and productivity. The need for implementation and Monitoring of the Occupational Health and Safety Management System at PT. Mujur Lestari must have a good corporate culture and be able to contribute to SMK3. For that PT. Mujur Lestari makes implementation and Monitoring to minimize the risk of work accidents for employees. The sample used in this study were employees of PT. Mujur Lestari, totaling 81 people. The data collection method used a questionnaire while the analytical method used was multivariate analysis. The results showed that there was an influence between knowledge on the Occupational Health and Safety Management System (SMK3) at PT. Mujur Lestari with a tcount greater than ttable, the effect of applying the Occupational Health and Safety Management System (SMK3) with a tcount greater than ttable, the effect of Monitoring on the Occupational Health and Safety Management System (SMK3) with a greater tcount from ttable and there is no relationship between the implementation and Monitoring of the Occupational Safety and Health Management System (SMK3). The conclusion shows that the knowledge variable has a positive and significant effect on the Occupational Safety and Health Management System (SMK3), the application variable has a positive and significant impact on the Occupational Safety and Health Management System (SMK3) and the Monitoring variable has a positive and significant effect on the Occupational Safety and Health Management System. Abstract Problems related to work safety have been accompanying humanity since the dawn of time. In times before the Industrial Revolution, human and animal muscle strength was used to work, and “safe work” solutions were developed and introduced individually by the user or supervising the work. Only a change in the way work was done due to the industrial revolution, the introduction of new energy sources, the transformation of manufactories into factories and the birth of the working class brought about greater, concrete changes. It was at that time that various machines and devices began to be introduced into the workplace, which on the one hand improved work and on the other hand created more and more potentially dangerous situations. Security was started holistically and institutionally. With the transformation and return of capitalism, the subject of real work safety returned. Health and safety was to be not only a fashionable slogan, but a value that was supposed to guarantee profit – in accordance with the principle that accidents reduce productivity. It was also connected with the process of adapting Polish law in the field of health and safety to the law of the European Union (EU), which resulted from Poland’s pursuit of EU membership. Moreover, an important factor initiating these changes was the interest of enterprises in quality management systems compliant with the ISO 9000 series and environmental management systems compliant with the ISO 14000 series, and related attempts to adapt the system management concept to the area of occupational health and safety, resulting in PN-N standards 18000 series. This publication analyzes the new standard PN-ISO 45001:2018 – “Occupational health and safety management systems – Requirements with guidance for use” comparing it with the standard PN-N 18001:2004 – “Occupational health and safety management. Requirements”.

This paper discusses the strategies for integrating Quality, Environmental, Safety and Health Management Systems based on survey and case studies results. Questionnaires were distributed to 87 companies that certified with both ISO9001 and ISO14001. Meanwhile, three case studies were conducted at the manufacturing companies that have integrated several management systems. There are two ways of integrating the management systems which are: (1) consecutive implementation of management systems followed by integration or (2) integrate the management systems simultaneously from the beginning. Based on survey and case studies, it was found that many organisations started with implementing individual management system first, and then followed by integrating the management systems. Almost all the survey respondents agreed that the sequence should start with establishing Quality Management System first, and then integrate with Environmental Management System and followed by Occupational Health and Safety Management System.
