THE IDEOLOGICAL ORIENTATION OF THE NEW DAWN PROJECT

This paper is concerned with the ideological dimension of the New Dawn project. It focuses on two analytical tasks. The first is to show that this project is not an independent reform measure. Instead it is a part of a series of pro-market welfare-to-work programmes launched by the Government to tackle social exclusion. The second is concerned with the debate on the desirability of this project in reducing social exclusion. As the design of this project is heavily indebted to market values, it is highly supported by those analysts and policy-makers who stress the importance of the labour market in helping socially excluded groups achieve social inclusion but it receives criticisms from those analysts who question the ability of the private market in tackling social exclusion. By carrying out these two tasks, the paper raises our awareness of the fact that whether people support the New Dawn project or not reflects not only their judgment on the effectiveness of this project in meeting the needs of single parents and carers on the Comprehensive Social Security Assistance scheme but also their views on market ideologies.

PurposeThe purpose of this paper is to analyse the extent to which information communication technologies (ICTs) have worked as instruments of perpetuating social exclusion in developing countries.Design/methodology/approachThe paper uses theoretical and conceptual analysis method based on an extensive survey of literature. It greatly draws from the theoretical and empirical insights of social policy sub disciplines of social inclusion/exclusion and social aspects of ICTs.FindingsThe paper finds that ICTs in developing countries work to further social marginalization and exclusion. The argument is that developing countries already experience high levels of social exclusion and as a result, ICTs deepen this exclusion.Originality/valueTheoretically, the paper contributes to the development of literature on the impacts of ICTs in developing countries which are in most cases only assumed. The paper is also pivotal for policy analysis purposes as it informs policy makers on appropriate interventions that can ensure sustainable integration of the socially excluded groups in developing countries. In addition, this paper creates a research sub area for further empirical analysis.

The Chilean educational system is characterized by the functioning of a cuasi (free) market, in which increasing degrees of administrative, financial and curricular decentralization take place within a context where two constitutional rights are in conflict: the right to (free) education and the freedom of teaching. This conflict arose from the design and implementation of said decentralization policy due to its negative effects in the processes of social inclusion of children and youngsters. In order to understand why those two constitutional rights are in conflict, it must be taken into account that such decentralization policy was designed by the military regime (1973-1990) as one of several neoliberal policies implemented in many different fields of the Chilean society, and that said policy has been kept in effect by the subsequent administrations of the “Concertación de Partidos por la Democracia” (Coalition of Parties for Democracy) (since 1990 to present) in a so called “transition process to democracy.” This research paper is intended to understand how the process of educational decentralization was conceived and how the system is in effect up to the present, as well as to understand the effects it has had on the process of social exclusion. To do that, the views of selected policy makers who have had active participation in this process are analyzed. First, there is a reference to the way the Chilean educational system works, and then the opinions of several educational policy makers about the processes of educational decentralization and social exclusion are analyzed.

The government in England and Wales is promoting policies and initiatives to offer patients choice across all healthcare specialties. This has raised concerns in mental healthcare, particularly if the physical healthcare model of implementation is imposed. However, the ‘choice agenda’ is an opportunity for mental health services to be innovative and act as beacons to other disciplines in healthcare. The south-east London programme introducing choice in mental health services is offered as an example here. There already exists an ‘ethos of choice’ within mental health services, but current practices may require a focused approach and structuring to fit in with national policy. This also might be necessary to influence policy makers to take a different perspective on choice in mental health. The principle of choice goes hand in hand with the drive towards greater social inclusion for people with mental health problems.

The present study describes the parents’ attitude towards malnutrition, social exclusion of children, and human capital in three districts of South Punjab, Pakistan. The qualitative research approach is applied with three Focus Group Discussions (FGDs) with parents of children. The interview guide was used to collect data and thematic analysis approach was done. It was concluded that malnutrition made the children socially excluded by damaging their health, academic achievements, and losing their interests in games. It was also concluded that no education and skills of malnourished children become socially excluded from their workplaces. Finally, it was concluded that this situation of malnutrition leads them toward social exclusion. Therefore, this social capital of the future in the shape of social exclusion of children increases the economic burden of family and ultimately nation. To overcome this issue, steps should be taken by the government and community level.

Social Exclusion/Inclusion in the Context of Hungarian SportSimilar to international trends, this investigation of social exclusion/inclusion from sport was preceded by studying the impact of poverty on sport participation in Hungary. Research was made on inequality of chances and on the disadvantaged position of the lower classes in sport, even in state socialism. Following the transformation of the political regime in 1989-1990, there was a growing interest in exploring unequal social opportunities in sport, not only by marginal social groups, but also by the increasing number of lower middle class people dropping behind. However, Hungarian sport has never been studied in the context of social exclusion/inclusion. Theobjectiveof this paper is to approach sport in Hungary from these perspectives. Attempts are made to answer the following questions: in which fields of Hungarian sport can social exclusion be observed? How is social exclusion from sport linked to age, gender, dwelling place, socio-economic status and to the lack of cultural and social capital? How is the concept of social exclusion/inclusion understood by the actors in Hungarian sport? How can sport be used as a means to promote social inclusion for people marginalized by economic, social and cultural barriers? In order to answer the above questions, the followingmethodswere used: analyses of recent research findings on Hungarians' sport participation with a focus on deprivation; in-depth interviews with key persons (N= 15) in Hungarian sport with the aim to discover how the concept of social exclusion/inclusion is understood by them; and analyses of documents to explore which measures have been taken by sport policy to tackle social exclusion. Theresultsshow that exclusion from sport is widespread in Hungarian society. It is linked in a combined way to poverty, education, ethnicity, age, and settlements. It is established in early childhood and lasts the whole life cycle. Key excluded groups are in hopeless situations due to economic, social and cultural aspects, so they cannot overcome this problem alone. They receive assistance in several other areas, but they are left to their own resources in sport-related issues. Legally they should have access to sport, but they cannot claim their rights. The concept of combating social exclusion is generally not incorporated into the objectives and values of sport clubs and federations; it has not yet been an integral part of sport culture in Hungary. Government documents contain declarations in connection to tackling social exclusion, but very few actions are implemented to promote social inclusion. A majorconclusionof the paper is that a serious modification of sport policy does not mainly depend on the lack of financial recourses but on the lack of a strong determination of the Government. The involvement of the Hungarian population in sporting activity and the intention for their inclusion are much lower than it could be under the present economic circumstances.

Poverty still counts as the core of social exclusion from sport and many other domains of people’s lives. In the first part of this paper, we shortly describe the recent poverty trends in England, and identify groups that are more at-risk of being poor and socially excluded. We then focus on the relationship between poverty, social exclusion and leisure/sports participation, and describe a case study that addresses young people’s social exclusion through the use of sports (i.e., <em>Positive Futures</em>). Although further analysis is warranted, it would seem that growing structural inequalities (including sport participation)—with their concomitant effects on health and quality of life—are further widened and deepened by the policy measures taken by the Conservative-Liberal Democrat coalition in the UK. In addition, within a climate of austerity, sport-based social inclusion schemes are likely to become wholly inadequate in the face of exclusionary forces such schemes envision to combat.

Definitions of social inclusion and exclusion are fluid, and researchers and policy-makers have not agreed upon an all-encompassing definition. For wider society, social inclusion requires the transformation of these emerging definitions into ‘lived experience’ and actions. For the media, reporting on social inclusion is complicated by the confusion about what social inclusion is and to whom it is intended to apply, and by the gap between the ideal and the slower pace of societal change. Until recently, media studies researchers have focused largely on the issue of social exclusion and the media. The goal of this themed issue of MIA is to address some of the gaps in scholarly knowledge about the media's role in social inclusion and exclusion, and the context of that role within the wider social and political discourses. Our aim is to move beyond existing understandings of the media's role in social exclusion to look at spaces and places where there have been attempts to provide inclusion and whether they have worked, but also what issues and problems might have beset them.

This study examines the impacts of a musical social theatre program entitled Stories, Unsung. The findings are based on the experiences of one group who participated in this program in Calgary, AB (N=8). This study uses a grounded theory and design to explore how useful musical social theatre can be in reducing the social exclusion of marginalized people. Findings indicate two factors are critical in enhancing the social inclusion of those who are isolated: 1) a change in understanding of self and 2) a change in the relationships with others. Stories, Unsung was successful in changing the participants understanding of self and others both critical elements in removing the barriers associated with social exclusion. It is recommended that practitioners working with families in family support programs consider musical social theatre as an effective strategy to engage those families who are socially excluded. Implications for future policy development and research are discussed.

The aim of this study is to emphasize the importance of the social economy sector for local development. The social economy sector is bringing together various entities and is activating socially and professionally marginalized and excluded groups. Its proper functioning is an example of social inclusion, which is the slogan of the Europe 2020 Strategy. The guarantee of success is the local government applying a strategy for active social policy. The government should be the initiator and ally of changes aimed at strengthening social inclusion at the local level. Therefore, it should create favorable conditions for the emergence and functioning of social economy entities. It can act as their founder, but also as the ordering party of services (socially responsible procurement). In this way, the government becomes an advocate of the interests of socially excluded groups. Finally, it can be the initiator of establishing cooperation with business. Unfortunately, the research conducted in Poland on this issue, as well as my own experience managing a social cooperative, highlight serious discrepancies between the ideal state and reality. The spending of European funds for many years for the purpose of social inclusion are disproportionate to the achieved results. This study will present the barriers which inhibit the development of the social economy at the local level as well as at the national level and will indicate ways to overcome them.
