AbstractIn this introductory article of the special issue, we examine European Union (EU) mediation practice and identify different conceptual and empirical perspectives from which it can be analyzed. We present different understandings of mediation in research and practice a definition and conceptual clarification ofEUmediation practice, and offer a definition that covers mediation efforts and mediation support activities. Then, the institutional architecture forEUmediation activities is presented. Next, the focus of this special issue is examined and research questions that have not yet been sufficiently addressed in existing research ofEUforeign policy and mediation are discussed. Based on these questions, we offer several fruitful avenues for studyingEUmediation: examining the drivers ofEUmediation,EUmediation roles and strategies, andEUmediation effectiveness. Finally, we provide an overview of the contributions to this special issue is presented.

Purpose This paper introduces the special issue “Rebuilding trust: Sustainability and non-financial reporting, and the European Union regulation”. Inspired by the studies published in the special issue, this study aims to examine the concept of accountability within the context of the European Union (EU) Directive on non-financial disclosure (hereafter the EU Directive) to offer a critique and a novel perspective for future research into mandatory non-financial reporting (NFR) and to advance future practice and policy. Design/methodology/approach The authors review the papers published in this special issue and other contemporary studies on the topic of NFR and the EU Directive. Findings Accountability is a fundamental concept for building trust in the corporate reporting context and emerges as a common topic linking contemporary studies on the EU Directive. While the EU Directive acknowledges the role of accountability in the reporting practice, this study argues that regulation and practice on NFR needs to move away from an accounting-based conception of accountability to promote accountability-based accounting practices (Dillard and Vinnari, 2019). By analysing the links between trust, accountability and accounting and reporting, the authors claim the need to examine and rethink the inscription of interests into non-financial information (NFI) and its materiality. Hence, this study encourages research and practice to broaden mandatory NFR practice over the traditional boundaries of accountability, reporting and formal accounting systems. Research limitations/implications Considering the challenges posed by the COVID-19 crisis, this study calls for further research to investigate the dialogical accountability underpinning NFR in practice to avoid the trap of focusing on accounting changes regardless of accountability. The authors advocate that what is needed is more timely NFI that develops a dialogue between companies, investors, national regulators, the EU and civil society, not more untimely standalone reporting that has most likely lost its relevance and materiality by the time it is issued to users. Originality/value By highlighting accountability issues in the context of mandatory NFR and its linkages with trust, this study lays out a case for moving the focus of research and practice from accounting-based regulations towards accountability-driven accounting change.

Abstract This article examines UN–EU cooperation over peace mediation. It compares their conceptual approaches to peace mediation and the evolution of their institutional capacities, demonstrating that the EU has learned from the UN, while actively supporting the strengthening of UN mediation capacity. The most important difference concerns the embeddedness of mediation in a broader foreign policy agenda in the case of the EU compared to the UN. The article also examines models of EU–UN cooperation in mediation practice. Drawing on an overview of cases of UN–EU cooperation, the article develops a typology of the constellations through which the two organizations have engaged with and supported each other. A case study on the Geneva International Discussions on South Ossetia and Abkhazia investigates the effectiveness of this coordination. The findings point to a high degree of effectiveness, although this has not yet translated into tangible mediation outcomes.

In an important article on the state of European Union (EU) foreign policy research, Keuleers, Fonck and Keukeleire show that academics excessively focus on the study of the EU foreign policy system and EU implementation rather than the consequences of EU foreign policy for recipient countries. While the article is empirical, based on a dataset of 451 published articles on EU foreign policy, the normative message is that it is time to stop ‘navel-gazing’ and pay more attention to those on the receiving end of EU foreign policy. We welcome this contribution, but wonder why certain research questions have been privileged over others. We argue that this has primarily to do with the predominant puzzles of the time. We also invite Keuleers, Fonck and Keukeleire to make a theoretical case for a research agenda with more attention to outside-in approaches. We conclude by briefly reflecting on future research agendas in EU foreign policy.

AbstractThis article concludes this special issue on the European Union as international mediator that set out to advance our theoretical and empirical knowledge aboutEUmediation. Providing a comprehensive reflection ofEUmediation activities and the diverse settings where they take place, this concluding article identifies some connection points between the articles and discusses their findings on the motives/drivers, roles/strategies, effectiveness and institutional capacities ofEUmediation. It discusses the implications of these findings for policymaking, focusing on the conditions forEUmediation effectiveness, the advantages of the multi-layered nature ofEUmediation and the need for flexible adaptation of mediation strategies. Finally, the article sets the scene for future research endeavors onEUmediation by identifying three future research avenues that focus on the politics, domestic effects and comparative advantage of theEUas international mediator.

Abstract This introductory article contextually frames the contributions to the special issue gathering articles critically addressing the key questions and challenges that the European Union (EU) and national cultural policies are facing in the 21st century. Interdisciplinary contributions in this special issue point to the diverse understandings of culture, the complexity of the EU governance system, and the discrepancy and mismatch of the national and EU levels that regulate the field of culture. The authors detect the inconsistent development strategies on different policy levels, and point to the democratic deficits of the EU governance system and EU policies. Selected contributions address a further focal shift of EU culture policies toward an economistic orientation to culture, while others address the need for a more critical approach that moves beyond predominantly positivistic and normative approaches to cultural policy research in Europe.

On 1st July 2013, the Republic of Croatia officially became the 28th member of the European Union. This event marked the fulfillment of a foreign policy goal, along with joining NATO in 2009, as a major step forward in the country’s long-term consolidation process. The article therefore analyzes the key events of the Croatia – EU relations in 2007-2008, which moved this Balkan country closer to implementing its Euro-integration course. Particular attention is paid to the peculiarities of the pre-accession negotiations with the European Union, as well as to internal and foreign policy factors that had a direct impact on the Euro-integration dialogue between Croatia and the European Union. In this context, emphasis is placed on problem issues that slowed down the dynamics of the negotiation process to a certain extent, in particular the unilateral application by Croatia of the Ecological and Fisheries Protection Zone, and measures taken by the Croatian authorities to settle them. Significant achievements of Croatia in the negotiation process with the European Union are highlighted, in particular, progress of the country in meeting the European Union criteria as well as a date determination the of pre-accession negotiations completion as an important political sign of the European Union readiness to accept a new member in future.

In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.

This conclusion to the special issue reflects on the evolution of European integration since the early 1990s in order to better understand the contested origins of the Treaty of Lisbon and the consequences the latter have had for the EU’s political system. It considers the various contributions of the special issue and shows how the Treaty emerged in an era of shifting cleavages, disputed steps towards a more political Union and rising populism. This legacy has led to more polarisation and politicisation – a phenomenon that the Treaty of Lisbon struggles to encapsulate and conciliate with the culture of consensus and compromise inherent to its institutional structures. As a result, we observe a bias towards policy stability – and even failure – that affects the legitimacy and democratic standards of the European Union. In a context of polycrisis, the difficulty to find compromises – especially in highly normative issues – leads to the de-politicisation of the EU and reinforces the gap between EU institutions and its citizens. The COVID-19 pandemic is a window of opportunity for the EU, in which to choose between integration and disintegration; between values and inaction.

The focus of this article was to test the hypotheses (factors) of influence that enabled the EU and its partners to exert influence in Zimbabwe between 2002 and 2013. Four hypotheses volume of actions, severity of actions, commitment and the timing of actions have been tested. The article has also tested four hypotheses of non-influence (detracting factors) prestige, desirability of violations, internal power struggles and aid-dependence exhibited by the Mugabe regime during this period. The article concludes that it was due to the overwhelming weight of the foreign policy actions over the internal situation of Zimbabwe that finally pushed Mugabe to bowed down. The great lesson learned from the Zimbabwe experience is that the influencing state must evaluate the detracting factors in the target state well in order to select and maximise on the best influencing actions.

This chapter focuses on the expansion of the European Union and the widening of Europe. Enlargement is often seen as the EU's most successful foreign policy. It has extended prosperity, stability, and good governance to neighbouring countries by means of its membership criteria. However, enlargement is much more than foreign policy: it is the process whereby the external becomes internal. It is about how non-member countries become members, and shape the development of the EU itself. The chapter first compares widening and deepening before discussing enlargement as soft power. It then explains how the EU has expanded and why countries want to join. It also looks at prospective member states: the Balkan countries, Turkey, Norway, Switzerland, and Iceland. Finally, it examines the European Neighbourhood Policy.
