Loss and damage from the impacts of climate change affect many countries and communities across the world. In 2013, the Warsaw Mechanism on Loss and Damage, created through the United Nations Framework on Climate Change (unfccc), established an institutional process to respond to such impacts. This paper aims to contribute to the growing literature on climate liability by outlining a normative framework based on international law that can be used as a guiding path for the mechanism. It is argued that addressing loss and damage in line with these core principles and international law is required to develop a robust and legitimate mechanism. This framework is then used to answer critical questions regarding an international loss and damage mechanism for climate change.

The discussions on loss and damage associated with climate change that opened up within the unfccc in recent years constitute the latest attempt of developing states to obtain something akin to compensation from major greenhouse gas emitters for the adverse social impacts of climate change. These discussions generally contemplate a mechanism financed by developed states that would provide direct support to individuals, corporations, and governments in developing countries (‘vertical’ approach), for instance, through insurance. This article argues that, for practical as well as normative reasons, a loss-and-damage mechanism should instead support vulnerable developing states, in a states-to-states ‘horizontal’ approach. Accordingly, financial support would be provided to developing states that incorporate vulnerable populations and are responsible for protecting them. Three sets of arguments are developed in support of this proposition. First, attributing loss and damage at the individual level is particularly challenging, whereas horizontal approaches allow consideration of probabilistic harm and compensation through bundle payments. Second, horizontal approaches are more suitable for pursuing goals such as economic efficiency, the reduction of loss and damage, the creation of an incentive for climate change mitigation, and broader goals of social justice. Third, vertical approaches go against prevailing principles of international law and involve unjustified interference in the domestic affairs of developing states.

This chapter explores the legal understanding of climate change damages in public international law. It shows that international law has been dealing with transboundary damages since its inception. Damages, whether material or immaterial, have been subject to many inter-state disputes presided upon by international courts and tribunals. The United Nations Framework Convention on Climate Change established the Warsaw international mechanism for loss and damage to address loss and damage associated with impacts of climate change, including extreme events and slow onset events, in developing countries that are particularly vulnerable to the adverse effects of climate change, under the Cancún Adaptation Framework. The Warsaw international mechanism is also tasked with the promotion and the implementation of approaches addressing loss and damage associated with those adverse effects. The chapter also describes the growing trend of states who suffer from climate change seeking remedy from other states for their losses.

Abstract The impacts of climate change are not distributed equally. Some people will experience natural disasters first hand, some will be affected more gradually over time, and some will experience only indirect impacts. There are data from the United nations that show the interest of youth on climate change. Close to half a million youth around the world have taken action on climate change through SGP [small grants programmes] projects in their homes, schools and communities. (UNDP, 2015). 84% of the surveyed young people agree that they need more information to prevent climate change. (UNEP, 2011). Furthermore, about 73% of surveyed youth say they currently feel the effects climate change. (UNEP, GlobeScan Survey, 2008). Some 89% of youth respondents say young people can make a difference on climate change. [UNEP, 2008]. But only 9% of youth are very confident the world will act quickly enough to address climate change. [UNEP, 2008]. Young people are key actors in raising awareness, running educational programmes, promoting sustainable lifestyles, conserving nature, supporting renewable energy, adopting environmentally-friendly practices and implementing adaptation and mitigation projects[UNFCCC]. Action by youth, as protest school strikes or speeches to the UN by Greta Thunberg, urge immediate action from governments, business leaders and school leaders. There are different reasons for this action by youth. The psycho-social impacts of a changing climate are generally under lighted in these reasons. Are the responses by society enough to minimize suffering and promote resilience of youth in the face of the challenging impacts of climate change? Or do governments and businesses enough while they increasingly seem to be moving toward action on climate change, as they proclaim to cut their own emissions or be active in their energy transition? It is not clear whether those actions are enough to satisfy the next generation of customers, employees and decision makers.

Abstract This book is a collection of 77 expert opinions arranged in three sections. Section 1 on "Climate" sets the scene, including predictions of future climate change, how climate change affects ecosystems, and how to model projections of the spatial distribution of ticks and tick-borne infections under different climate change scenarios. Section 2 on "Ticks" focuses on ticks (although tick-borne pathogens creep in) and whether or not changes in climate affect the tick biosphere, from physiology to ecology. Section 3 on "Disease" focuses on the tick-host-pathogen biosphere, ranging from the triangle of tick-host-pathogen molecular interactions to disease ecology in various regions and ecosystems of the world. Each of these three sections ends with a synopsis that aims to give a brief overview of all the expert opinions within the section. The book concludes with Section 4 (Final Synopsis and Future Predictions). This synopsis attempts to summarize evidence provided by the experts of tangible impacts of climate change on ticks and tick-borne infections. In constructing their expert opinions, contributors give their views on what the future might hold. The final synopsis provides a snapshot of their expert thoughts on the future.

Abstract. The overall agricultural system in the Nile Delta region is considered as one of the highest intensive and complicated agriculture systems in the world. According to the recent studies, the Nile Delta region is one of the highly vulnerable regions in the world to climate change. Sea level rise, soil and water degradation, undiversified crop-pattern, yield reduction, pests and disease severity, and irrigation and drainage management were the main key factors that increased vulnerability of the agriculture sector in that region. The main objective of this study is to conduct a community-based multi-criteria adaptation assessment in the Nile Delta using a preset questionnaire. A list of possible adaptation measures for agriculture sector was evaluated. The results indicated that the Nile Delta growers have strong perceptions to act positively to reduce the impacts of climate change. They reflected the need to improve the their adaptive capacity based on clear scientific message with adequate governmental support to coop with the negative impacts of climate change.

The notion of «the water world we want» is a spin-off of the United Nations campaign The World We Want. It is open to subjective interpretation, as people have different perceptions of a desired future. Each person or organization is likely to identify their own set of key concerns: food, clean (uncontaminated) water, sustained agricultural productivity, sustainable use of land and ocean resources, healthy lives and secure livelihoods. But whatever utopian world view one creates, it cannot be achieved without adequate sustained water supplies.In 2009, the then United Nations Secretary-General Ban Ki-Moon noted: It is well known that water is life; what this Report shows is that water also means livelihoods. It is the route out of poverty for individuals and communities. Managing water is essential if the world is to achieve sustainable development.This challenge is even more pressing as the world confronts the triple threats of climate change, rising food and energy costs, and the global economic crisis. All three are exacerbating poverty, inequality and underdevelopment.It is apparent that climate, water and weather-related concerns are mounting. Societies are becoming increasingly aware that impacts of extreme hydrometeorological events expected to occur in, say, the 2050s are starting to appear decades earlier. These extreme events — related to climate change — are likely to increase in frequency, intensity and severity.
