Poverty in Contemporary Russian Society: Formation of a New Periphery

The article uses statistical data and all-Russian sociological surveys conducted in 2003–2013 to analyze changes in poverty in Russian society.1 It is shown that, on the one hand, the scope of poverty in Russia decreased before the ongoing economic crisis started in 2014; on the other hand, those who remained poor have become the base for the formation of a “new periphery” which is significantly different from the rest of the population. The “new periphery” formation zone in 2013 covered about 30% of the population, and this group consisted of the poor identified using both absolute and relative approaches to poverty that complement rather than duplicate each other in conditions of Russian social reality. Factors that account for becoming part of the “new periphery” are analyzed, the key one being the position on the labor market; its qualitative features are demonstrated, including living standards of its representatives, and the population’s perceptions of the causes of poverty are described.

In the difficult period of the coronavirus pandemic and the economic crisis, the question of the employment of specialists and the prospects for employment of university graduates is especially acute. On the one hand, the world has long passed over to technological rails, where an engineer plays one of the main roles, on the other hand, it is unclear whether both young and experienced engineers will be in demand in the post-pandemic labor market. Who is a modern engineer and what do Russian employers expect from him? More than 20 leading experts from technology companies and engineering universities came together to answer this and many other questions at the first Russian online conference on engineering education CEE 2020, organized by ANO eNano and the Fund for Infrastructure and Educational Programs of the RUSNANO Group.

In this article, we explore the debates surrounding the proposed canonization of Archbishop Oscar Romero, an outspoken defender of human rights and the poor during the civil war in El Salvador, who was assassinated in March 1980 by paramilitary death squads while saying Mass. More specifically, we examine the tension between, on the one hand, local and popular understandings of Romero’s life and legacy and, on the other hand, transnational and institutional interpretations. We argue that the reluctance of the Vatican to advance Romero’s canonization process has to do with the need to domesticate and “privatize” his image. This depoliticization of Romero’s work and teachings is a part of a larger agenda of neo-Romanization, an attempt by the Holy See to redeploy a post-colonial and transnational Catholic regime in the face of the crisis of modernity and the advent of postmodern relativism. This redeployment is based on the control of local religious expressions, particularly those that advocate for a more participatory church, which have proliferated with contemporary globalization

The article provides a selection of studies on the problem of developing languages for the mutual description of migrants and the host society. The authors consider the problem, on the one hand, through the prism of heterogeneity of the language for describing migrants in the host society, and on the other, through the absence of legitimate representatives of migrants representing them in the dialogue with the Russian society. It offers a point of view on the reasons for the dominance of ethnic discourse in the description of migrants and the migration situation, and wide pluralism in the use of ethnic categories in describing migration. It is shown that migrants do not participate in the development of rhetoric of organisations recognised by the authorities as their legitimate representatives. The article raises the question about the formation of new representatives of migrant groups, whose legitimacy is based not on powers delegated by the authorities, but on recognition by horizontal communities. It is assumed that, on the basis of the network representations, a mechanism is being formed for the humanisation of the image of migrants through the return of subjectivity in communication with the host society

Few themes so dominate the homilies of John Chrysostom (ca. 347–407 CE) as the plight of the poor and the necessity of almsgiving. His picture of the poor, however, is always set against the prosperous marketplace of late antiquity. It seems therefore scarcely surprising that his sermons on almsgiving resound with the language of investment. With such imagery, Chrysostom tried not only to prod wealthy Christians into acts of charity but also, and perhaps more importantly, to dislodge his rich parishioners from their conviction that an uncrossable social gulf separated them from the poor. The rhetorical strategy he used is typical of all his polemical attacks. On the one hand, he denigrated the pursuit of money and social status as fundamentally unattractive; it is both unchristian and unmasculine. On the other hand, he insisted that real wealth and lasting prestige should indeed be pursued, but more effectively through almsgiving. I shall first examine how Chrysostom effected this recalculation of wealth, and then I shall turn to the question of whether there may have been some advantage for him in pleading so eloquently on behalf the poor.

Complex and changing social conditions engender the need to find a language to describe the phenomena and to elucidate their mechanisms. One possibility is the language of psychotherapy, which in itself is complex because it combines the various currents which have emerged in psychotherapy’s more than one hundred years of history. The author’s aim is to analyze the relations between culture, social reality (including Poland’s), and psychotherapy. On the one hand, she attempts to view psychotherapy as a cultural discourse, and on the other, to understand culture and social phenomena from the perspective of a psychotherapy office.

The article examines the development of Christian truths by ancient Russian thinkers in the first centuries after the Baptism of Russia – from the end of the 10th to the 13th centuries. On the one hand, it shows the contradictory process of Christianization of different social groups of ancient Russian society. On the other hand, Russian spiritual and political thought of this period is analyzed, and the semantic content of the first Russian Christian writings is revealed, from the “Words on Law and Grace” by Metropolitan Hilarion of Kiev to Vladimir Monomakh’s “Teachings” and Daniel Zatochnik’s “Word”. The research allows us to say that in the course of understanding the main Christian dogmas, Russian spiritual and political thinkers substantiated new and eternal meanings of historical and posthumous existence.

This article confronts several theoretical role-models about mayor's behaviour with their own perception. For this purpose, the statistical data is drawn from a survey among Flemish mayors. Mayors perceive the ''father of the community" role as the most prevailing one. This perception is reflected in their timespending. More than 1/4 of their time is dedicated towards activities such as participation in the community life, individual service rendering to citizens and having individual contacts with them.The father of the community' role lives strongly among mayors with a lower educational degree and less among the higher educated ones. It is also more perceived among mayors being recent office-bolders, while the more experienced ones seem more to maintain a certain distance from this role. Moreover, mayors with a lower educational degree are recordholders in having individual contacts with citizens. Finally, no relation has been found between roleperception and timespending on the one hand and party background on the other hand.

This chapter highlights the various aspects of the daily lives of the poor. In Amsterdam, the poor among the Portuguese Jewish community ranged from the highly educated to the illiterate. On the one hand there were those whose sense of honour debarred them from asking for poor relief, and on the other there were those described as inveterate beggars. There were men and women; large, complete families and fragmented units; and there were people left completely on their own. Some were healthy or young or both, others old or sick or both, with all sorts of variations between them. Many applied for poor relief no more than occasionally; others relied permanently on outside help. The poor relief provided by the Portuguese community constituted no more than a supplement to income from work, private funds, and legacies, and help from friends, relatives, private charity, and other sources. Sephardi Jews who had no access to these sources, or who missed out in other ways, found themselves forced to seek their fortune elsewhere sooner or later.

Economic change in colonial India followed a definite pattern. Chapter 3 describes the pattern with statistical data. The chapter shows that the average rate of growth of national income per capita was low, but that the average picture is misleading since the experiences of agriculture on the one hand and industry and services on the other differed greatly. The presence of dissimilar trajectories complicates the task of explaining the pattern of change. The chapter suggests that instead of asking if colonialism and globalization made India rich or poor, we should be asking why colonialism and globalization made some livelihoods rich and left some others poor. Chapter 3 surveys the statistical data that enables asking question like this one.
