A checklist of bat-associated macronyssid mites (Acari: Gamasina: Macronyssidae) of Russia, with new host and geographical records

The family Macronyssidae (Acari: Mesostigmata) comprises mostly obligate blood-sucking ectoparasites of bats (Mammalia: Chiroptera) and some other animals, such as small mammals, reptiles and birds. Here, we document and curate previously known data, and, based on our extensive survey, provide this article of bat-associated macronyssid mites of the Russian Federation. We record a total of 24 mite species belonging to 4 genera (Ichoronyssus, Macronyssus, Steatonyssus, and Cryptonyssus). Twenty-seven new host-parasite associations are reported. In addition, were provide data on five major Russian regions, for which bat-associated mite records were lacking.

We assembled a checklist by documenting and curating previously published data as well as previously unpublished records of bat flies from the Russian Federation. A total of 20 bat fly species are listed, belonging to 4 genera. Basilia mongolensis nudior Hůrka, 1972 and Basilia nattereri (Kolenati, 1857) are recorded from Russia for the first time. The following new host associations are reported: Basilia mongolensis nudior ex Myotis nattereri (Kuhl), Basilia nattereri ex Eptesicus nilssonii (Keyserling & Blasius), Basilia rybini Hůrka, 1969 ex Myotis dasycneme (Boie) and Eptesicus nilssonii, and Nycteribia quasiocellata Theodor, 1966 ex Vespertilio murinus Linnaeus. We provide data on nine major Russian regions for which nycteribiid records were previously lacking.

Abstract We present the first data from Poland concerning parasitism of Hydrachnidia on Chironomidae. Larvae of Hygrobates sp., H. setosus, Unionicola aculeata and Piona stjoerdalensis were found attached to adult Chironomidae (Cricotopus triannulatus, Tanytarsus sp., Paratanytarsus sp., Critocopus sp. and Orthocladius sp.). Intensity of infestation ranged between 1 to 2 larvae. All of the parasites were attached to abdomens of the hosts. The determination of parasitism of U. aculeata on Paratanytarsus and Tanytarsus genera extends the list of the hosts of this water mite species to the mentioned genera of Chironomidae. In case of H. setosus, the parasitism of this water mite on currently known hosts from the family Chironomidae has been confirmed.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The stable fly, Stomoxys calcitrans (L.) is a blood-sucking muscid fly species, with a worldwide distribution and high veterinary-medical importance. In this study, four mite species were collected from stable flies in Hungary. One mite species (Trichotrombidium muscarum (Riley, 1878)) from the family Microtrombidiidae was parasitic on the flies, collected in high numbers from their bodies. The other three species were found in small numbers on the flies, which they use only for transportation. The latter included the phoretic female of Pediculaster mesembrinae (Canestrini, 1881) (Acari: Siteroptidae), the phoretic deutonymph of the Halolaelaps sexclavatus (Oudemans, 1902) (Acari: Halolaelapidae) and Macrocheles subbadius (Berlese, 1904) (Acari: Macrochelidae). This is the first record of an association between the stable fly and two mite species (Trichotrombidium muscarum and Halolaelaps sexclavatus). A new, completed list and identification key of known stable fly associated mites are also provided.

Despite the existence of an article in modern Russian legislation on the legal status of minor parents, many legal issues related to the implementation and protection of the rights, duties, interests of a minor parent and his child remained outside family legal regulation, which exacerbates the already difficult problem of legal protection of early parenthood. Moreover, the provisions of Article 62 of the Family Code of the Russian Federation are very inharmoniously combined with the rules of guardianship of minors. The aim of the work is to analyze the legislation on the legal status of minor parents and guardians, to identify the legal characteristics of the care of a child of minor parents. The author concludes that the features of the care of a child of minor parents, in addition to the age of one or both parents, in the case of the appointment of a guardian include: a combination of parenthood and guardianship; unequal opportunities for the care of a child by a minor parent who is not able to independently provide care, and by the legal representative of the child of the minor parent; special (additional) grounds for terminating guardianship of a child of minor parents; the need for the guardian to live together not only with the child in care, but also with his parent. The norms of paragraph 2 of article 62 of the Family Code of the Russian Federation and paragraph 2 of article 29 of the Federal law «On Guardianship and Custodianship» should be adjusted. It is proposed to introduce special rules for the selection of the guardian of a child of a minor parent, which would properly ensure the right of the minor parent to live together with the child.

The article discusses the concept of close kinship and gives its definitions, taking into account different branches of law and the norms of the Family, Civil, and Tax Codes of the Russian Federation. Possible options for acquiring property rights and transferring them to close relatives are determined by means known to the legislator. It is proposed to search for new options for transferring property from parents to children.

The paper discusses the theoretical aspect of the formation of a multi-level model of clustering and innovative development of Russian regions. The purpose of the work is to identify a set of factors that affect the effectiveness and efficiency of these processes to work out an integrated approach in their regulation. The object of the study is the pecu-liarities of the functioning of cluster formations on the territory of the regions of the Russian Federa-tion. The formation and development of clusters of the entities of the Russian Federation is influenced by a combination of factors of macro- (federal dis-tricts), meso- (entities of the Russian Federation) and micro-levels (local production systems and in-dividual enterprises). Development tools for each of them are highlighted. A structural and logical scheme of a multi-level model of clustering and in-novative development of Russian regions has been developed. The functions of state authorities and local self-government within the cluster policy are defined: mediation, infrastructure, regulatory. It is summarized that the presented multi-level model has a promising potential of methodological foun-dations for managing the processes of transfor-mation of the economic space of regions, the main elements of which are the zones of clustering of production.

Economy of knowledge is an economic formation, where today’s generation of young people will work. It is quite good that many scientists try to forecast what it will be like. The article studies different approaches to assessment of regional knowledge index. The authors put forward a new methodology of its estimation on the basis of key matrix determinant and its logarithming. To assess the knowledge index 16 indicators divided into 4 groups are used and they gave an opportunity to build a four-dimensional matrix. According to the author, this approach is more objective and can eliminate some inaccuracy of methods designed by other authors. On the basis of this methodology the knowledge index was estimated, which shows conditions for shaping economy of knowledge in Russian regions. The rating of federal districts and regions-leaders was built and regions-outsiders in respect of economy of knowledge shaping were identified. Indicators that exert the most serious effect (positive and negative) on the knowledge index of regions were found. More detailed results for the whole period of analysis – 2000–2015 – for all regions of the Russian Federation can be found in the Situational Center of the Russian Plekhanov University of Economics.
