THE VALUE OF LOVE IN THE SYSTEM OF FORMATION OF THE PROFESSIONAL MATURITY OF THE EDUCATOR

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The paper is devoted to the study of the institution of constitutional and legal responsibility of the Government before the Parliament in Russia at the present time. In connection with the implementation of the Constitutional Reform in 2020, the author notes that the legislator has taken the path of strengthening the role and importance of the Parliament in terms of monitoring the activities of the Government. Nevertheless, the main drawback of the current legislation is still the lack of real sanctions that the Russian Parliament can apply independently in relation to the Russian Government or its individual members. Therefore, the author proposes a number of new sanctions, as well as a number of measures aimed at improving the existing mechanisms for applying sanctions of constitutional responsibility. In particular, it is proposed to introduce the right of the State Duma of the Russian Federation to present its own nominees for vacant positions in the Government, the approval of which is under the authority of the State Duma of the Russian Federation, to enable the State Duma to independently release individual members of the Government from positions approved by it. In addition, it is proposed to improve the procedure for expressing a vote of no confidence in the Government by the State Duma, namely, to introduce the obligation of the President of the Russian Federation to dismiss the Government of the Russian Federation in the event that the State Duma re-expresses no confidence in the Government within three months. It is also proposed to increase the role of the Council of Federation of the Russian Federation by introducing the power of this body not only to consult with the President of the Russian Federation, but to approve the corresponding candidacies of federal ministers proposed to this body by the President of the Russian Federation. The author notes that the proposed improvement measures will increase the effectiveness of the implementation of a number of federal laws regulating the parliamentary responsibility of the Government of the Russian Federation.

The article analyzes the amendments to the Constitution of the Russian Federation “Оn improving the regulation of certain issues of the organization of public power”. It is argued that the imposition of restrictions to replace the state and municipal posts, posts of state and municipal services associated with the presence of foreign citizenship or residence permit or other document confirming the right to permanent residence of citizens of the Russian Federation on the territory of a foreign state will not provide the “nationalization of the elites” because such a limitation is not provided for family members of the listed officials. Without this, the amendment is meaningless. The article doubts the feasibility of transferring the function of determining the main directions of domestic and foreign policy to the State Council, which by its status and composition belongs to the Executive bodies of state power. A priori, Executive power is secondary to representative power. Therefore, the Federal Assembly of the Russian Federation, in cooperation with the President of the Russian Federation, should have priority in shaping the main directions of domestic and foreign policy.

The guideline for the self-development of students today is declared by the leading educational documents of the Russian Federation, including: Law of the Russian Federation “On Education”, “The Concept of the Federal Targeted Program for the Development of Education for 2016-2020”, “The Concept of Spiritual and Moral Development and Education of the Personality of a Russian Citizen” (2009), etc. The materials of the “Strategy for the development of education in the Russian Federation for the period until 2025” indicate that today an important attention should be paid to the training in children the ability to make the right choice, the formation by children of positive life guides and plans, which is an indicator of self-development of the individual. The upbringing of a free personality, ready to bear responsibility for one’s actions, thoughts and actions, are today important tasks of modern education. This target benchmark involves the realization of the subject’s position of the child and the construction of a cooperative relationship between the teacher and children. In the paper the author presents the results of studying the problem of self-development of the individual, which is relevant for modern pedagogical science and educational practice. The present study was carried out within the framework of M.I. Rozhkov, who regards self-development as the realization by the child of his own project of improving the qualities necessary for him, which seems especially urgent in modern sociocultural conditions. As a new idea for the implementation of pedagogical support for the self-development of children, a refl exive-value approach is suggested, within which the pedagogical support of the self-development of adolescents sets the task of shaping the child’s value meanings, and, on the basis of this, building a project of his life. We see the creation of children as self-development projects in the context of specially organized pedagogical support, methodologically based on the laws, principles and mechanisms of the refl exive-value approach. In this case, we are talking about the formation in the child of value meanings, on the basis of which the vision of the project of his life is built. The article presents the elements of the model of pedagogical support for the self-development of adolescents in supplementary education, realized in the context of a refl exive-value approach. The refl exive-value approach to the pedagogical support of students’ self-development can be fully realized in conditions of additional education and after-school activities in the school, since the educational environment organized in them provides the greatest pedagogical opportunities for children’s self-development, namely: voluntary, free choice of direction and type of activity, the content of its education, the volume and pace of its development; taking into account the individual needs of the child, subordination to the nature of the child; the adoption and protection of the individual interests of children; absence of strict regulation of the educational process; cooperation of children and adults; installation of individual experience in productive activities.

AS WE OBSERVED the family scene over the year just past, it seemed to us that public talk about the family, about what it is and what it should be, was taking a definite turn for the wiser. By this we mean that discussions of this sort seemed to become more logical and realistic—more "common-sense," if you will. In 1958 we saw a general easing up on parents, a tapering off of the blame-them-beat-them type of criticism that had flourished in recent years. The experts—and we include under this heading speechmakers from a wide range of fields who make pronouncements on "the right way" to live—continue to recognize parents as the single greatest influence on children's lives. But they recognize that there are other influences at work, too. Some are totally beyond parental control. They include hereditary or constitutional factors affecting the individual child, neighborhood conditions, the quality of community schools and services and, indeed, the whole state of the world.

The article actualizes the need to study the problems of forming the state policy of the Russian Federation in the field of administrative penalties. It was established that the conduct of such a study is due to the objective need to improve the theoretical and legal foundations of the formation of administrative and punitive policies, as well as their consideration in the legislative work. As a hypothesis of such a study, it has been suggested that identifying the laws governing the formation of administrative and punitive policies using modern methods of scientific knowledge will help to improve the quality of normo-project work, primarily when developing a new Code of Administrative Offenses of the Russian Federation, optimizing the mechanisms for taking into account public opinion as a form of response to novelize the legislation on administrative responsibility, to reduce the period for introducing new or updated administrative-tort rules into law enforcement practice. Its purpose, objectives, object, subject, methodology and practical significance are determined. The end result of the study was the development of a theoretical model of the part of the “Concept of the state policy of the Russian Federation in the field of administrative penalties”, revealing its stage (phase) – formation, which is further proposed to be reflected in the draft of the relevant resolution of the Government of the Russian Federation.

Despite the positive developments in the sphere of ensuring the special needs of disabled children, a comprehensive socio-hygienic assessment of the conditions and lifestyles, as well as of their families, has not been carried out in the recent years. The purpose of the study is to identify, through a sociological survey, the problems that a disabled child encounters in his life, in order to further improve the provision of medical and social assistance to him. Materials and methods of research: 506 legal representatives of minors (aged 0–17 years) with the status of a disabled child were interviewed. Study design: single-center, non-randomized, uncontrolled. Results: the study of the living conditions of a disabled child in the family, the assessment by the parents of the state of his health, the problems arising during the registration of disability, in the provision of medical and rehabilitation assistance, and issues of medical and social support, made it possible to determine the position of this part of the child population in modern legal and medical and social conditions. The main problems were the large number of documents required for the registration of a disability, the long wait for the day of the examination, the remoteness of the location of the medical and social examination bureau, the shortage of specialist doctors, the problem with subsidized drugs, the lack of taking into account the individual needs of the child when carrying out rehabilitation programs, the need to contact different organizations and departments, lack of medical and social assistance, violation of rights in the provision of medical services to a disabled child. Conclusion: The acquired information is important for the further improvement of the provision of medical and social assistance to handicapped children and children with disabilities. The main task today is to develop mechanisms for fulfilling the declared rights and freedoms of persons with disabilities and the obligations undertaken by the state in relation to them. The principle of individualization of the provision of various benefits, depending on the condition of a disabled child, his needs, material security, remains relevant.

It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).
