AbstractThe increasing use of mobile phones (MPs) equipped with digital cameras and the ability to post images and information to the Internet in real time has significantly improved the ability to report events almost instantaneously. From the perspective of weather forecasters responsible for issuing severe weather warnings, the old adage holds that a picture is indeed worth a thousand words; a single digital image conveys significantly more information than a simple web-submitted text or phone-relayed report. Timely, quality-controlled, and value-added photography allows the forecaster to ascertain the validity and quality of storm reports. The posting of geolocated, time-stamped storm report photographs utilizing an MP application to U.S. National Weather Service (NWS) Weather Forecast Office (WFO) social media pages has generated recent positive feedback from forecasters. This study establishes the conceptual framework, architectural design, and pathway toward implementation of a formalized photo report (PR) system composed of 1) an MP application, 2) a processing and distribution system, and 3) the Advanced Weather Interactive Processing System II (AWIPS II) data plug-in software. The requirements and anticipated appearance of such a PR system are presented, along with considerations for possible additional features and applications that extend the utility of the system beyond the realm of severe weather applications.

AbstractExtracting explicit severe weather forecast guidance from convection-allowing ensembles (CAEs) is challenging since CAEs cannot directly simulate individual severe weather hazards. Currently, CAE-based severe weather probabilities must be inferred from one or more storm-related variables, which may require extensive calibration and/or contain limited information. Machine learning (ML) offers a way to obtain severe weather forecast probabilities from CAEs by relating CAE forecast variables to observed severe weather reports. This paper develops and verifies a random forest (RF)-based ML method for creating day 1 (1200–1200 UTC) severe weather hazard probabilities and categorical outlooks based on 0000 UTC Storm-Scale Ensemble of Opportunity (SSEO) forecast data and observed Storm Prediction Center (SPC) storm reports. RF forecast probabilities are compared against severe weather forecasts from calibrated SSEO 2–5-km updraft helicity (UH) forecasts and SPC convective outlooks issued at 0600 UTC. Continuous RF probabilities routinely have the highest Brier skill scores (BSSs), regardless of whether the forecasts are evaluated over the full domain or regional/seasonal subsets. Even when RF probabilities are truncated at the probability levels issued by the SPC, the RF forecasts often have BSSs better than or comparable to corresponding UH and SPC forecasts. Relative to the UH and SPC forecasts, the RF approach performs best for severe wind and hail prediction during the spring and summer (i.e., March–August). Overall, it is concluded that the RF method presented here provides skillful, reliable CAE-derived severe weather probabilities that may be useful to severe weather forecasters and decision-makers.

The article describes content of original and relevant but virtually forgotten thesis of V.V. Voronov on lighting of production site interiors by means of overhead natural (using three types of skylights) and artificial illumination, in order to elaborate scientific methodology for architectural design of more qualitative luminous environment on the basis of comprehensive approach and enhanced criteria framework of its evaluation using light engineering parameters. The thesis is unique in terms of the scope and quality of field and laboratory observations which are reflected not only in the text but also in the graphical attachments, namely photos, figures, schemes, drawings, charts, nomograms, and diagrams accompanied by specific measured or calculated parameters. The first part of the thesis contains theoretical basics and results of field observations conducted by different methods. This second part is the exposition of chapter 3 of the V.V. Voronov’s candidate thesis (1985). It describes the methodology for and the results of the experiments by means of planar and volumetric light simulation using the architectural lighting simulating assembly (chamber) which were conducted in MARKHI in 1970–1985.

Research conducted at the Office of Archives and Library of Padang Pariaman Regency aims to find out the data processing system library and data archiving. All data processing is done is still very manual by using the document in writing and there is also a stacking of archives on the service. By utilizing library information systems and archives that will be applied to the Office of Archives and Library of Padang Pariaman Regency can improve the quality of service that has not been optimal. This research was made by using System Development Life Cycle (SDLC) which is better known as waterfall method. The first step taken on this method is to go directly to the field by conducting interviews and discussions. This information system will be able to assist the work of officers in terms of data processing libraries and facilitate in search data archives by presenting reports more accurate, effective and efficient.

Steady-state demand-driven water distribution system (WDS) solution is the bedrock for much research conducted in the field related to WDSs. WDSs are modeled using the Darcy–Weisbach equation with the Swamee–Jain equation. However, the Swamee–Jain equation approximates the Colebrook–White equation, errors of which are within 1% for ϵ/D∈[10−6,10−2] and Re∈[5000,108]. A formulation is presented for the solution of WDSs using the Colebrook–White equation. The correctness and efficacy of the head formulation have been demonstrated by applying it to six WDSs with the number of pipes ranges from 454 to 157,044 and the number of nodes ranges from 443 to 150,630. The addition of a physically and fundamentally more accurate WDS solution method can improve the quality of the results achieved in both academic research and industrial application, such as contamination source identification, water hammer analysis, WDS network calibration, sensor placement, and least-cost design and operation of WDSs.

Abstract Background Weather change in high-altitude areas subjects mature tobacco (Nicotiana tabacum L.) to cold stress, which damages tobacco leaf yield and quality. A brupt diurnal temperature differences (the daily temperature dropping more than 20 °C) along with rainfall in tobacco-growing areas at an altitude above 2450 m, caused cold stress to field-grown tobacco. Results After the flue-cured tobacco suffered cold stress in the field, the surface color of tobacco leaves changed and obvious large browning areas were appeared, and the curing availability was extremely poor. Further research found the quality of fresh tobacco leaves, the content of key chemical components, and the production quality were greatly reduced by cold stress. We hypothesize that cold stress in high altitude environments destroyed the antioxidant enzyme system of mature flue-cured tobacco. Therefore, the quality of fresh tobacco leaves, the content of key chemical components, and the production quality were greatly reduced by cold stress. Conclusion This study confirmed that cold stress in high-altitude tobacco areas was the main reason for the browning of tobacco leaves during the tobacco curing process. This adverse environment seriously damaged the quality of tobacco leaves, but can be mitigated by pay attention to the weather forecast and pick tobacco leaves in advance.

Research on reliability of distribution network has very important meaning and function to ensure the quality of power supply. This paper introduces some basic concepts of reliability in distribution network, including distribution network reliability definition, task and index. The classical reliability evaluation method was reviewed, and focused on specific distribution network, an example analysis was given, and specific reliability evaluation indexes were calculated. Finally, the future development of distribution network reliability evaluation was made a simple prospect.

Innovations in health care are costly and risky, but they also provide the opportunity for hospitals to increase quality of care, to distinguish themselves from competitors and to attract patients. While numerous hospitals strive to increase their innovativeness by adopting a costly innovation leader strategy, the question of whether this actually influences the patient’s choice remains unanswered. To understand the role of innovativeness from the patient perspective, this study conceptualizes the construct of innovativeness reputation of hospitals and determines its relevance in patients’ hospital choice decisions. In the pretest, we identified six dimensions of innovativeness reputation such as progressive work procedures and value added services. We then used three different quantitative multi-criteria decision-making methods to evaluate the relative importance of innovativeness reputation in patient choice. We collected data from 355 former German patients who had undergone elective non-emergency surgery. Overall, innovativeness reputation accounts for 11.6%–16.8% of the patient decision. Innovativeness reputation has a moderate influence on hospital choice and should be taken into account by managers. Since technical innovations are costly, hospitals should use other means to enhance their innovative image. Strategies such as emphasizing value added services can enable hospitals to increase their innovativeness reputation efficiently.
