Although New Public Service (NPS) principles are well known, their practice in local government settings has only been limitedly explored. As a means of better understanding governance practices that adhere to NPS principles in local contexts, this study engaged in a case study of Grand Island, New York. Through the analysis of interviews with elected officials and civic servant department heads, it is observed that public servants practice various public engagement strategies for gauging public sentiment and interests in public policy. However, these same public servants point out the challenges of public hearings and social media to understanding their citizens. Information on public servants’ notions of accountability is observed, which relates to how they view the public’s involvement in policy processes. Recommendations for future research are provided as a means of enhancing our understanding and development of more inclusive governance practices.

This paper uses Singapore as a case study to illustrate how staffing policies and practices affect the quality of the workforce which ultimately influence performance at employee and organization level. It reveals that Singapore public service has been able to put in place most of the ‘critical factors’ for an effective staffing system management. The presence of those critical factors have played an important role in making Singapore to be one of the most effective public services in the world. Finally, it forwards theoretical and practical implications of the study and future research direction.

This article provides insights on how German and Ukrainian public sector employees perceive and position themselves towards current eGovernment initiatives. After presenting the academic literature on the roles of individual public servants in transformative change processes in public administration, the eGovernment approaches followed by Germany and Ukraine are explained. The results of a survey (n = 74) conducted among public servants in both countries provide information on their perceived contribution to and participation in the digitisation of government service delivery, as well as reasons and causes for motivation or frustration in this context. By analysing the survey responses and identifying potential impediments of successful eGovernment implementation, the authors provide recommendations for action for executives that drive digital transformation, such as organising tool-specific training and Single Points of Contact for employees after introducing new processes and software, adjusting educational programmes for new public servants, and establishing a feedback and knowledge-sharing culture when creating new e-services.

<p>This dissertation presents research focused on leadership processes among Pacific public servants at multiple levels in the New Zealand Public Service. The current study was guided by this research question: What are the leadership processes currently employed by Pacific public servants in the New Zealand Public Service? This study also explored participants' views on the effect of Pacific cultural backgrounds and organisational contexts on their current experience of leadership processes. The exploration of the topic was developed within a post-positivist research paradigm, using phenomenological methodology to examine the leadership processes of Pacific public servants. It employs qualitative case studies of two New Zealand Public Service organisations in the Wellington region. I employed two data collection tools in these case studies. The first was the use of in-depth interviews, and the second was an analysis of relevant organisational documents. A total of sixteen Pacific public servants participated in my study, eight from each case organisation. The findings indicated that the Pacific participants understood leadership as a social process of collective influence within a context. Participants perceived participating, networking and relationship building, learning about leadership from cultural contexts, and practising the Pacific value of va as important leadership processes for their performance in the organisations in which they were working. This study also found that the organisations' key roles and leadership values, which are embedded in Pacific cultures, shaped participants' experiences of the leadership processes. The findings also highlight some factors that contribute to and constrain the Pacific public servants' leadership processes. This emphasises the need for diverse policies to encompass leadership development. This study also highlights the need for leadership support for Pacific public servants at all levels in their New Zealand organisations. Practical and future research recommendations gained from the findings are discussed. The study contributes to the field of leadership research on Pacific public servants in New Zealand, and provides a different perspective on leadership processes in general leadership theory.</p>

The present economic realities, the effects of globalization, the thirst for innovation and the public’s demand for improved services have led many developing states to review their approaches to service delivery. Most public service managers and professionals spend most of their time dealing with the day-to-day pressures of delivering services, operating and reporting to senior managers, legislators and agencies. They have little or no time to think about innovation, which would ease the pressures and burdens of service delivery. The intention of this paper is to point out the fact that capacity building is the bedrock of new public management development. This paper proposes that innovation management could be used as a form of organizational learning capability in challenging the maze of diplomacy and negotiation with experienced multinational extractive industries for the benefit of developing states. This could be achieved through excellent public investments and nurturing capability, from which they execute effective innovation processes, leading to new service innovations and processes, and superior service performance results. To achieve this objective, extensive literature on innovation management and organizational learning was consulted and the need for future research. In trying to unpack the discussion in the paper, the New Public Management Theory (NPMT), which is a pro-private sectors human resources management is proposed, though other available theoretical positions are explored taking into consideration the lapses entrenched in NPMT. Abstract Background: Co-production has been widely recognized as a plausible solution to reduce users’ dissatisfactions, service providers’ inefficacy and to diminish conflicts in relations between users and providers. However, this enhancement of co-production has started to be query: co-production is not always a panacea and its effects may not be always fruitful. To understand and prevent unsuccessful users and providers’ collaboration, the recent literature has stated to focus on the causes of co-destruction. This paper investigates the possible factors that may facilitate the shifting of a co-production process applied to family caregivers of older patients living in rural and remote area, into a co-destruction process by looking at the whole service network. Methods: To investigate this open topic, we performed a single case study by looking at a longitudinal project (Place4Carers) that aimed at co-producing a new public service with and for family caregivers of older patients living in rural and remote area. We organised collaborative workshops and semi-structured interviews to collect the perspectives of family caregivers and service providers on the co-production process. As part of the research team that participated at the co-production process, the authors joined the reflections with a reflexive approach. Results: Results confirmed the occurrence of some causes of co-destruction suggested by Jarvi’s model during the co-production process: insufficient level of trust, mistakes, inability to change from caregivers and inability to serve from providers. Moreover, they identified the difficulty of creating a cohesive partnership between research members as a possible pitfall of co-production. However, all these causes did not imply an inevitable process of co-destruction. Conclusions: Our article suggests that pitfalls identified by Jarvi and the cultural differences within research members can actually influence co-production but do not inevitably lead to co-destruction. Moreover, we argued that co-creation and co-destruction processes might coexist. The role of researchers and service providers is to prevent and recover from co-destruction effects. Shortly following the temporary nationwide school dismissal amid COVID-19, the current exploratory case-study evaluated the feasibility of two engagement strategies delivered during group teletherapy: Class Dojo and opportunities to respond (OTR). Three elementary students with emotional and behavioral difficulties participated. An A-B-A design was used to evaluate the effects of Class Dojo on student engagement with therapist-delivered OTRs. Due to one student’s poor response to the contingency, an A-B-C design was used to evaluate the additive effect of student-delivered OTRs on his engagement. Results indicated moderate to high rates of student attendance, and consistently high rates of engagement for two students. When students delivered OTRs, the student who initially struggled to engage demonstrated an increase in engagement. Practical issues are discussed and recommendations are considered for future research on increasing student engagement during online settings.

Digital social platforms (DSPs) are increasingly used to boost participation while giving a space for collaboration to wider audiences and marginalized groups of stakeholders. Considering that in the cultural heritage (CH) sector they are used as a possible booster of stakeholders’ participation and to foster innovation in practices related to CH management, the object of this study is to assess the stakeholder engagement strategies adopted by DSPs for CH from a network engagement perspective. The study takes stock of the main DSPs for CH in Europe and analyzes them through four key dimensions that distinguish different stakeholder engagement strategies (diffusion, accessibility, interactivity, and influence) to identify the alternative approaches to sustainable development based on social innovations adopted via these platforms. Following an exploratory approach, the research also delves into a specific case study (SoPHIA DSP), to deepen the understanding of if and how DSPs foster knowledge sharing among the different actors involved in a cultural project. Ultimately, this research provides a snapshot of the state of the arts on the literature and practices on DSPs, and outlines directions for future research, requesting for a longitudinal perspective to the framework and a vertical focus for consolidating the engagement strategies variables.

Abstract: This paper discusses a research methods approach to investigate phenomena in interpreting studies based on a triangulation of qualitative methods. It discusses the concept of triangulation, as developed in the social sciences by Campbell and Fiske (1959), with an emphasis on the process of combining and integrating multiple methods. It reviews previous applications of triangulation in translation and interpreting studies and describes the advantages of systematic triangulation for empirical research. The implications of this approach for future research in public service interpreting concerning the trustworthiness of the interpretative nature of qualitative inquiry are also discussed. To demonstrate the practical application of triangulation in public service interpreting settings, this paper draws on a case study conducted by the author where triangulation of participant observation, focus groups and audio-recorded interaction was employed. The integration of the different research methods utilized, as well as the findings derived by triangulation, are illustrated through examples from this study.Resumen: Este artículo presenta un enfoque metodológico basado en la triangulación de métodos de investigación cualitativos y el cual facilita el estudio de fenómenos de la interpretación en los servicios públicos. Se analiza el concepto de triangulación desarrollado por Campbell y Fiske (1959) y se hace énfasis en el proceso de combinación e integración de múltiples métodos. Se revisan aplicaciones de la triangulación dentro los estudios de traducción e interpretación y se describen las ventajas de la triangulación sistemática para la investigación empírica. También se tratan las implicaciones que tiene este enfoque para futuras investigaciones en interpretación en servicios públicos con respecto a la confiabilidad de la tarea interpretativa que desarrolla el investigador en los estudios cualitativos. Para demostrar la aplicación práctica de la triangulación en este campo, este artículo se basa en un estudio de caso realizado por el autor en el que se utilizó la triangulación de observación participante, grupos focales y grabaciones en audio de eventos interpretados. La integración de los diferentes métodos de investigación utilizados, así como los resultados derivados de la triangulación, se ilustran a través de ejemplos de este estudio
