Building Bridges for Student Success: Are Higher Education Articulation Policies Effective?

Background/Context Although the importance of facilitating transfer from community colleges to 4-year institutions is almost universally accepted, there is little consensus on how to measure transfer success or evaluate policies aimed at assisting students in making this educational transition. Despite the increasing attention on transfer in recent decades, the most fundamental types of questions, such as whether community colleges are successful at facilitating transfer and bachelor's degree attainment and whether articulation policies are effective, lack satisfactory answers. Purpose/Objective/Research Question/Focus of Study I describe challenges associated with current endeavors to facilitate and measure transfer success, attempt to resolve some of the inconsistencies in previous research on articulation policies, and illuminate promising paths for the future. Research Design The manuscript begins with a synthesis of previous research, including different definitions of transfer success and articulation policies. I then analyze state-level and individual-level data to examine the effectiveness of articulation policies using these distinct definitions. Finally, I draw on descriptive information from various higher education systems to illustrate the variety of strategies adopted to facilitate transfer, and I suggest potential explanations for why statewide articulation policies may not appear effective. Conclusions/Recommendations The current state of knowledge and data collection efforts make it impossible to provide definitive answers regarding the effectiveness of articulation policies in higher education. I conclude with recommendations for improving future research and policy regarding this crucial transition in higher education, including collecting and sharing data (with collaboration between higher education institutions and state and federal governments), clearly defining goals of articulation policies and evaluating them accordingly, and developing a consistent set of definitions and measurements of transfer success. I suggest that these recommendations can be implemented by building on existing systems of collaboration and coordination in higher education. Background/Context American higher education witnessed rapid expansion between 1960 and 1980, as colleges and universities welcomed millions of new students. The proportion of 19- and 20-year-old students living in dormitories, rooming houses, or other group quarters fell from more than 40% to slightly less than a third. At the same time, the proportion of students in this age group living at home with one or two parents increased from about 35% to nearly 47%, becoming the largest segment of the entering collegiate population in terms of residential alternatives. While growing numbers of high school graduates each fall headed off to campus dormitories, even more enrolled in commuter institutions close to home, gaining their initial collegiate experience in circumstances that may not have differed very much from what they had experienced in secondary school. The increased numbers of commuter students, whether they attended two-year or four-year institutions, however, have received little attention from historians and other social scientists. Purpose/Objective/Research Question/Focus of Study This study focuses on students aged 19 and 20 who lived with parents and commuted from home during the years from 1960 to 1980, when commuters became the largest category of beginning college students. It also addresses the question of how this large-scale change affected the social and economic profile of commuter students in the United States. In this regard, this study can be considered an evaluation of policy decisions intended to widen access to postsecondary institutions. Did the growing number of students living at home represent a democratic impulse in higher education, a widening of access to include groups of students who had previously been excluded from college? The study approaches this question by examining changes in the characteristics and behavior of commuter students across the country. Recognizing the variation in enrollment rates and other educational indices by state or region, this study also focuses on how the individual behavior at the point of college entry is affected by these and other characteristics of the larger social setting, particularly from a historical perspective. Research Design To grasp the larger picture of historical trends in college enrollment during the period of study, particularly in the growth of commuter students, the first part of the study utilizes state-level data and identifies changes in the number of entering college students who were commuters. In the process, descriptive statistics and ordinary least squares regression are used to identify factors associated with the proportion of college students living with their parents across states. In the second stage of analysis, hierarchical generalized linear modeling, utilizing both state- and individual-level data, is used to consider different layers of contextual effects on individual decisions to enroll in college. Data Collection and Analysis At the individual level, the principal sources of information are from 1% Integrated Public Use Microdata Samples (IPUMS) for 1960 and 1980. These are individual-level census data that permit consideration of a wide range of variables, including college enrollment. State-level variables are drawn from the published decennial census volumes, from National Center for Education Statistics reports on the number of higher education institutions, and from aggregated IPUMS data. Conclusions/Recommendations This study finds that commuter students in the United States appear to have benefited from greater institutional availability, the decline of manufacturing, continued urbanization, and a general expansion of the middle class that occurred across the period in question. It was a time of growth for this sector of the collegiate population. Despite rhetoric about wider access to postsecondary education during the period, however, the nation's colleges appear to have continued to serve a relatively affluent population, even in commuter institutions. Although making postsecondary institutions accessible to commuter students may have improved access in some circumstances, for most American youth, going to college appears to have remained a solidly middle- and upper-class phenomenon.

This conclusion to the special issue highlights the role of scholars in advancing the public discussion about forced migration. As countries around the world are adopting increasing restrictions on the entry of refugees, academic research can help to dispel some of the myths and apprehensions regarding the risks that forced migration entails. While refugees may be linked to conflict and violence in limited circumstances, the research generally demonstrates that robust international cooperation to manage refugee settlements, provide adequate humanitarian assistance, and integrate refugees into host communities, among other policies, can help to mitigate potential risks. Directions for future research and analysis are also discussed. Forced migration scholars should endeavor to collect more individual-level data; seek to understand factors that exacerbate or reduce security risks associated with cross-border militancy; conduct research on the long-term integration of refugees; and seek to understand the causes and consequences of resettlement and repatriation policies.

This article explores the extent to which income inequality and income mobility—both considered indicators of economic inequality and conditions of formal regulatory institutions (government activism)—facilitate or constrain the emergence of social entrepreneurship. Using 77,983 individual-level responses obtained from the Global Entrepreneurship Monitor (GEM) survey of 26 countries, and supplementing with country-level data obtained from the Global Competitiveness Report of the World Economic Forum, our results from multilevel analyses demonstrate that country-level income inequality increases the likelihood of individual-level engagement in social entrepreneurship, while income mobility decreases this likelihood. Further, income mobility negatively moderates the influence of income inequality on social entrepreneurship, such that the condition of low income mobility and high income inequality is a stronger predictor of social entrepreneurship. We discuss implications and limitations of our study, and we suggest avenues for future research.

Effectively educating the large English learner population requires policymakers to ensure developmentally appropriate settings and services throughout the time students are learning English, as well as during their transition to fluent English proficient status—a process termed reclassification. Using longitudinal student-level data from two U.S. states ( N = 107,549), the authors implemented recent advances in multi-site regression discontinuity designs to assess the effects of reclassification policies across districts. They found that reclassification decisions are heavily influenced by state criteria; however, there is considerable variability across districts in the extent of state-level influence. The authors also found robust evidence of between-district heterogeneity in the effects of reclassification on subsequent achievement and graduation. They discuss the implications of these findings for reclassification policies and future research on the topic. Looking toward the next century of education research, the authors discuss ways that multi-site regression discontinuity designs can be combined with qualitative research to enable policymakers and practitioners to better understand variation in effects of policies across contexts as well as the mechanisms underlying those effects.

PurposeThis study addresses the research question: How does the experiential knowledge, superstitious knowledge and the wisdom of CEOs influence the internationalization behaviour of SMEs?Design/methodology/approachAn exploratory qualitative study is used. Longitudinal case studies of two Swedish life science companies are analysed.FindingsAn individual's prior experiential knowledge influence the newly started SME's market commitments and internationalization behaviour. Such prior experiences can enable early and rapid resource commitments in the newly started SMEs. Relying upon such prior experiential knowledge in deciding upon the company's market commitments however heightens the risk of superstitious learning. The findings illustrate how wisdom can work as an antidote to superstitious learning. Wisdom lures even experienced CEOs away from believing they know more than they actually know.Research limitations/implicationsThe study contributes to extend the Uppsala model by incorporating the role of individual-level experiential knowledge. The study also adds value to the literature on small firm internationalization by providing propositions for how the prior knowledge of individual key decision makers influences SMEs' internationalization behaviour. The propositions provide new input to the ongoing discussion in the literature and help to guide future research.Originality/valueGiven the fact that the Uppsala model is centred upon a firm-level view on experiential knowledge, our theoretical understanding is still limited regarding how individual-level experiential knowledge influences the internationalization behaviour of SMEs. This study addresses calls for research on how individuals' prior knowledge influences small-firm internationalization.

AbstractExpressed personality traits can play a pivotal role in convincing investors in crowdfunding. Our study answers the research question: What is the current body of knowledge regarding the relationship between personality factors and crowdfunding success and where are knowledge gaps where the literature is silent? In our literature review, we therefore analyze and categorize (1) the results provided by quantitative studies on the relationship between the personality of entrepreneurs and crowdfunding success and (2) the research gaps identified by the authors investigating personality in crowdfunding. We find that studies investigating the entrepreneur's personality, i.e. the Big Five, other baseline personality traits (self-efficacy, innovativeness, locus of control, and need for achievement) and the Dark Triad, find positive relationships between openness and crowdfunding success, while narcissism shows an inverted u-shaped relationship with crowdfunding success across articles. However, the effects of other personality traits on crowdfunding success are largely inconclusive. Further, we identify four main gaps in the literature. First, future studies should examine non-linear relationships between expressed personality traits and crowdfunding success. Second, there is a need for more studies that employ different methods like qualitative or mixed-method approaches. Third, replication studies in similar and different contexts are urgently needed. Fourth, a plurality of personality perspectives would strengthen future research (e.g., investor perspective, third party perspective). To our knowledge this is the first literature review of personality traits in crowdfunding. Our work aims to enrich our understanding of individual-level components in the underexplored alternative finance market.

People’s movement trace harvested from mobile phone signals has become an important new data source for studying human behavior and related socioeconomic topics in social science. With growing concern about privacy leakage of big data, mobile phone data holders now tend to provide aggregate-level mobility data instead of individual-level data. However, most algorithms for measuring mobility are based on individual-level data—how the existing mobility algorithms can be properly transformed to apply on aggregate-level data remains undiscussed. This paper explores the transformation of individual data-based mobility metrics to fit with grid-aggregate data. Fifteen candidate metrics measuring five indicators of mobility are proposed and the most suitable one for each indicator is selected. Future research about aggregate-level mobility data may refer to our analysis to assist in the selection of suitable mobility metrics.

Background/Context Over the past half century, scholars in a variety of fields have contributed to our understanding of the relationship between higher education and social stratification. We review this literature, highlighting complementarities and inconsistencies. Purpose/Objective/Research Question/Focus of Study We situate our review of the literature on inequality and higher education in the context of a behavioral model of postsecondary participation that takes into account the actions of both students and institutions. Conclusions/Recommendations We recommend that researchers continue to engage in cross-disciplinary dialogues around challenges in postsecondary research and policy, advocate for an increase in the use of experimental designs, and encourage the development of linkages across administrative data sets. We also recommend that future research improve the alignment among behavioral theories, proposed interventions, study design, and analytic techniques.

Because U.S. states are meaningful polities with differing cultures and institutions, they are important locations for the struggles for resources. Yet there have been surprisingly few studies of how state-level cleavages and institutions shape the pattern of income inequality, especially by race. This article matches individual-level data on income and its determinants (from the Current Population Survey) to state-level measures (mostly from Census data) of varying demographic, power, and institutional configurations. A multilevel model of the racial pay gap is estimated showing that racial income inequality increases with the size of the minority population in the state but decreases with the rate of filing racial discrimination complaints with the Equal Employment Opportunity Commission. The index of labor market power (a scaled index of union density and the size of the public sector) increases pay across the board but does not reduce racial income inequality. The findings suggest that recent and current neoliberal efforts across states to shrink government, limit unions, and abandon enforcement of antidiscrimination will lower wages for all workers and exacerbate racial income inequality.

Recent studies have found that state-level religious and political conservatism is positively associated with various aggregate indicators of interest in pornography. Such studies have been limited, however, in that they either did not include data measuring actual consumption patterns and/or did not include data on individuals (risking the ecological fallacy). This study overcomes both limitations by incorporating state-level data with individual-level data and a measure of pornography consumption from a large nationally representative survey. Hierarchical linear regression analyses show that, in the main, state-level religious and political characteristics do not predict individual-level pornography consumption, and individual-level religiosity and political conservatism predict less recent pornography consumption. However, interactions between individual-level evangelical identity and state-level political conservatism indicate that evangelicals who live in more politically conservative states report the highest rates of pornography consumption. These findings thus provide more nuanced support for previous research linking religious and political conservatism with greater pornography consumption.
