Cautions about Inferences from International Assessments: The Case of PISA 2009

Background/Context Two key uses of international assessments of achievement have been (a) comparing country performances for identifying the countries with the best education systems and (b) generating insights about effective policy and practice strategies that are associated with higher learning outcomes. Do country rankings really reflect the quality of education in different countries? What are the fallacies of simply looking to higher performing countries to identify strategies for improving learning in our own countries? Purpose In this article we caution against (a) using country rankings as indicators of better education and (b) using correlates of higher performance in high ranking countries as a way of identifying strategies for improving education in our home countries. We elaborate on these cautions by discussing methodological limitations and by comparing five countries that scored very differently on the reading literacy scale of the 2009 PISA assessment. Population We use PISA 2009 reading assessment for five countries/jurisdictions as examples to elaborate on the problems with interpretation of international assessments: Canada, Shanghai-China, Germany, Turkey, and the US, i.e., countries from three continents that span the spectrum of high, average, and low ranking countries and jurisdictions. Research Design Using the five jurisdiction data in an exemplary fashion, our analyses focus on the interpretation of country rankings and correlates of reading performance within countries. We first examine the profiles of these jurisdictions with respect to high school graduation rates, school climate, student attitudes and disciplinary climate and how these variables are related to reading performance rankings. We then examine the extent to which two predictors of reading performance, reading enjoyment and out of school enrichment activities, may be responsible for higher performance levels. Conclusions This article highlights the importance of establishing comparability of test scores and data across jurisdictions as the first step in making international comparisons based on international assessments such as PISA. When it comes to interpreting jurisdiction rankings in international assessments, researchers need to be aware that there is a variegated and complex picture of the relations between reading achievement ranking and rankings on a number of factors that one might think to be related individually or in combination to quality of education. This makes it highly questionable to use reading score rankings as a criterion for adopting educational policies and practices of other jurisdictions. Furthermore, reading scores vary greatly for different student sub-populations within a jurisdiction – e.g., gender, language, and cultural groups – that are all part of the same education system in a given jurisdiction. Identifying effective strategies for improving education using correlates of achievement in high performing countries should be also done with caution. Our analyses present evidence that two factors, reading enjoyment and out of school enrichment activities, cannot be considered solely responsible for higher performance levels. The analyses suggests that the PISA 2009 results are variegated with regards to attitudes towards reading and out-of-school learning experience, rather than exhibiting clear differences that might explain the different performances among the five jurisdictions.

Pendidikan mempunyai peranan yang sangat menentukan bagi perkembangan dan perwujudtan diri individu, terutama bagi pembangunan bangsa dan negara. Kemajuan suatu peradaban bergantung kepada cara kebudayaan tersebut mengenali, menghargai dan memanfaatkan sumber daya manusia dan hal ini berkaitan erat dengan kualitas pendidikan yang diberikan kepada anggota masyarakatnya yaitu peserta didik.Penelitian ini membahas tentang proses pembelajaran ensambel perkusi dengan instrumen nonkonvensional di SD Alam Harapan Kita Klaten. Metode yang digunakan dalam penelitian ini adalah metode penelitian analisis kualitatif dengan menyertakan teknik-teknik penelitian antara lain: Studi pustaka, observasi, wawancara, dan dokumentasi. Penelitian dilakukan dengan cara memperhatikan proses pembelajaran dalam beberapa kali pertemuan. Peneliti mengamati proses siswa dalam menerima materi dan cara guru mengajarkannya materi pembelajaran, cara pengajar dalam memberikan materi, dan sikap siswa/i pada saat proses pembelajaran. Manfaat dari penelitian ini adalah sebagai salah satu upaya dalam pengembangan ilmu pengetahuan di bidang Pendidikan Musik terutama pada pembelajaran anak agar berfikir kreatif dan inovatif. Hasil penelitian menunjukkan bahwa rata-rata siswa/i  ensambel perkusi dengan instrumen nonkonvensional di SD Alam Harapan Kita Klaten lebih menyukai materi yang disampaikan dengan permainan dan keceriaan. Selain itu, dapat disimpulkan bahwa materi ensambel yang berhubungan dengan teknik sering kali membosankan bagi siswa/i jika tidak dikemas menjadi lebih menarik,asik dan  dengan materi lagu. Education has a decisive role for the development and realization of individual self, especially for the development of the nation and state. The progress of a civilization depends on the way the culture recognizes, respects and utilizes human resources and matters that are closely related to the quality of education provided by society, namely students. This study discusses how the percussion ensemble learning process uses non-conventional instruments in SD Harapan Kita Klaten Elementary School.  The method used in this study is a qualitative analysis research method by including research techniques including : Literature study, observation, interview and documentation. This research was conducted using observing the learning process in several meetings. The researcher observes the process of students in receiving learning material and the way the teacher teaches it and student attitudes in the learning process. The benefits of this research are as an effort in the development of education in the fields of music and creativity. The results of this study indicate that the average student likes the delivery of material accompanied by games and competitions.in addition, ensemble materials related to technique often bore students if they are not packaged with interesting, funny and familiar songs

The acceptance of new students (PPDB) using the zoning system was first implemented in Yogyakarta in 2018/2019. This zoning system aims to equalize education and improve the quality of education. This research was conducted to find out how the zoning system policy in Yogyakarta city under the auspices of the Yogyakarta City Education Office. This research uses qualitative approach with case study method. The results of the study showed that the zoning system in Yogyakarta has changed from the previous year. In 2019/2020 the zoning system provides a 10% chance of superior seeds, 30% of school zones, 10% of poor learners, 40% of quality pathways, 5% of out-of-school zoning pathways, and 5% of special pathways such as prospective learners whose parents moved from other regions to Yogyakarta. With this zoning system, the whole community has the opportunity to get a good quality education.

In the article, the author raises  the problem of finding optimal forms and methods  of working with pupils of an institution of extracurricular education in order to form a socially mature person who will be successful in the future.On the example of the work of the educational center of the ecocentre, one of the most important areas of the work of the institution of out-of-school education is re-structured: the restructuring of the content and quality of education, the application of the achievements of science and practice of the combination of traditional and non-traditional forms of work. Exposes the essence of pedagogical innovations, which are implemented in the institution.The author argues that changing the content of education, changing the approach to the pedagogical process leads to changes in the implementation of the model of modern pedagogical activity, the creation of an educational environment adapted to the needs of the child's personality development, her psychological, intellectual, creative abilities, the formation of social experience based on her own desires , natural inclinations and deposits.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.

The purpose are (1) to know the school committee to improve the quality of education at SMP Al-Khairaat Kalumpang Ternate; ( 2 ) to know the work achievement of school committee to improve the education quality  at SMP Al-Khairaat Kalumpang Ternate.The approaches used in this research is a qualitative approach.Research result indicates that ( 1 ) a school committee at SMP Al-Khairaat Kalumpang Ternate has formed by 2012 in accordance with the decree no. 325 / B-III / SMP.BP. Alkh / 11 / 2010 and has the school committee structure, namely; chief; secretaries, and the treasury; ( 2 ) the school committee meeting periodically, that is four times in a year. Involved in the talks is the principal, the teacher, student parents, Al-Khairaat foundation and the school committee. Things had been spoken in the meeting are; the school fee, standards graduation, the school programs plan ; ( 3 ) the school committee does not make a written report yet orally. This is a form of violations Kepmendiknas number 044 / u / 2002 about the school committee.( 4 ) the school committee ' s active, this could influence the development of education at SMP Al-Khairaat Kalumpang Tenate.It is a part breach Kepmendiknas number 044 / u / 2002 about the school committee. The keywords:  performance, the quality, the school committee

Online classroom management is an innovation in the overall educational process. Its main characteristics - pedagogical communication, digital methodology and quality of learning in the online environment are the main semantic pillars on which this article is built. Empirical results from a teacher survey are presented. Their professional reflection outlines three research profiles: personal professional, pedagogical-methodological, competence-reflexive. In the pedagogical analysis of these profiles a number of conclusions are formed for the management of the online classroom in the process of distance learning. They are related to issues such as basic methodological skills, digital skills of teachers; quality of education, continuing qualification and others. The question is to develop a digital methodology for more successful management of the online classroom in the process of distance learning.
