The acceptance of new students (PPDB) using the zoning system was first implemented in Yogyakarta in 2018/2019. This zoning system aims to equalize education and improve the quality of education. This research was conducted to find out how the zoning system policy in Yogyakarta city under the auspices of the Yogyakarta City Education Office. This research uses qualitative approach with case study method. The results of the study showed that the zoning system in Yogyakarta has changed from the previous year. In 2019/2020 the zoning system provides a 10% chance of superior seeds, 30% of school zones, 10% of poor learners, 40% of quality pathways, 5% of out-of-school zoning pathways, and 5% of special pathways such as prospective learners whose parents moved from other regions to Yogyakarta. With this zoning system, the whole community has the opportunity to get a good quality education.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

The purpose of this study is to see how the form of empowerment of school committees in improving the quality of education especially in elementary schools. The research method used is descriptive qualitative approach with data collection techniques namely observation, interviews, and documentation. Research findings The existence of a school committee is an important element in improving the quality of school education services, its existence with all the tasks and functions it has can play a role in realizing better quality education services. Efforts to empower school committees are carried out in various ways although they are still not ideal as stated in the regulations related to school committees. In principle, so far the participation of school committee members and the form of empowerment of school committees is still limited to routine meetings and the fulfillment of supporting facilities for student learning facilities that are done voluntarily by school committees. Based on this, the efforts to empower school committees have been made but are still limited to routine agendas that are not yet optimal as the actual duties and functions of school committees.

This paper aims to analyze teacher perceptions of teacher certification policies in improving the quality of education. The focus of the discussion of this study is how the teacher's perception of RA Al Hijrah Badrul Ulum regarding teacher certification policies in improving the quality of education. This research uses a qualitative approach with a case study method, while the data collection techniques used are participant observation, structured interviews and document analysis (documentation study). The results of this study indicate that the establishment of teacher certification policies helps teachers improve their skills and competencies as professionals, and helps from the welfare aspect that has been complained of by teachers. Even so, there are also bad effects that are commonly displayed by teachers, ranging from teaching only limited to fulfilling mandatory hours, to looking at certification from the aspect of welfare and lifestyle improvement.

The leadership pattern of the head a madrasah is very influential in improving the quality of education in an educational institution. This research was conducted at the ma muhammadiyah lamongan 10 palirangan solokuro formulation with the following problems: (1) what is the pattern of leadership of the madrasa heads in improving the quality of education at ma muhammadiyah 10 palirangan solokuro lamongan? ; (2) what is the achievement of quality education at ma muhammadiyah 10 palirangan solokuro lamongan? ; (3) what are the supporting factors and obstacles to the pattern of leadership of the madrasa leaders in improving the quality of education at ma muhammadiyah lamongan 10 palirangan solokuro ?. The method used in this study uses a qualitative approach to the type of phenomenological research and collection of data through observation techniques, interviews, documentation and questionnaires. As for the results of this study is the leadership pattern of the head of the madrassa by using an autocratic pattern has succeeded in improving the quality of education.

The demand of quality education the more days pass more gain strength. This phenomenon appear along with the condition of peoples needs growing rapidly. That indispensable priscipal professional, were able to establish that the quality of education quality and considered superior public interest. The focus of this study are three things, that is: a) principal behavior in the build quality of education. b) strategy principals in building the quality of education. to answer the focus of the study, the researchers used a qualitative approach, nid of case studies. Methods of data collection use include: a)  deep interview. b) oservation. c) study documentation. Data from the three techniques are organized, interpreted, and analyzed repeatedly. To avoid mistakes, then held data validity checking using the method of: a) triangulation between data sources, comparing data from interviews. b) checking the accuracy of information to the informant. c) discuss and consult data by the competent authorities. The results of this study found: 1) behavior of the principals in building a quality of education that is: a) motivate. b) establish good communation and warm. c) in volve all members of the school, and example to the school community in an effort to build the quality of education. 2) strategy principal in building the quality of education that is: a) build a strong team work and soulid. b) build a family. c) to support and facilitate teachers in the development of quality and competene. d) the division of duties and performance to match the capabilities of each subordinate. e) working closely with other agencies. f) to collaoration with the mass media. g) having a clear quality targets.

<p>Madrasah as the oldest institution, constantly have to innovate for the sake of maintaining the quality of education. To meet the leadership of the madrasa has a share fully in developing and advancing the whole element of education, ranging from human resources to management. Pada tahun 2005, studi penatalaksanaan asfiksia bayi baru lahir (BBL) oleh bidan di desa Kabupaten Cirebon menemukan kematian asfiksia BBL yang dirujuk ke rumah sakit masih tinggi. Penelitian ini bertujuan untuk mendapatkan informasi yang mendalam tentang proses rujukan, alur penanganan rujukan kasus asfiksia BBL di RS dan kualitas pelayanan di RS rujukan Kabupaten Cirebon. Untuk itu, digunakan pendekatan kualitatif dengan metode studi kasus. Hasil penelitian menunjukkan BdD sudah menangani asfiksia BBL dengan benar, tetapi rujukan sering terlambat karena adanya faktor penghambat dari keluarga (ekonomi dan keputusan merujuk harus melibatkan keluarga besar) dan faktor lingkungan (transportasi di desa terpencil sulit terutama pada malam hari).Disamping, karena penanganan rujukan asfiksia BBL di RS belum optimal, karena masih kurangnya keterampilan petugas bagian UGD dalam manajemen asfiksia BBL dan tidak tersedianya alat resusitasi neonatus di bagian UGD, padahal prosedur penanganan kasus rujukan pertama kali di bagian UGD.Kata kunci : Pelayanan rujukan, asfiksia, BBL.AbstractIn Cirebon district (2005) research on village midwives’s experience in managing birth asphyxia showed mortality of newborns with asphyxia who were referred to the hospitals were still high. This research was aimed to assess referral process, management procedure of referral birth asphyxia cases and quality of care given in the referral hospitals. This study was conducted using qualitative approach focusing on case study method. The result of this study showed that village midwives managed birth asphyxia correctly, but referral of newborn cases was often delayed, because of community factors (finance and delayed decision making by whole family to refer the newborn to the hospitals) and environmental factor (transportation in remote villages was difficult, especially at night. Besides that, referral hospitals were not yet providing adequate emergency care for referral cases of birth asphyxia. These were primarily due to lack of skills in management of birth asphyxia and unavailability of resuscitation device in emergency room.Keywords : Referral health services, Asphyxia, newborn.
