U.S. immigration policy has a beneficent intent. However, recent work suggests that the signal it sends internationally – that emigration can be relied upon to relieve local (Third World) population pressure – tends to maintain high fertility rates in the sending country. This effect is counterproductive because high fertility is the primary driver of rapid population growth. In addition, it appears that the relatively open U.S. immigration policy has resulted in a rate of domestic population growth that threatens both the well-being of American labor and cherished environmental values.

Rapid population growth continues in the least developed countries. The revisionist case that rapid population could be overcome by technology, that population density was advantageous, that capital shallowing is not a vital concern and that empirical investigations had not proved a correlation between high population growth and low per capita income was both empirically and theoretically flawed. In the modern world, population density does not play the role it did in nineteenth-century Europe and rates of growth in some of today's least developed nations are four times than those in nineteenth-century Europe, and without major accumulation of capital per capita , no major economy has or is likely to make the low- to middle-income transition. Though not sufficient, capital accumulation for growth is absolutely essential to economic growth. While there are good reasons for objecting to the enforced nature of the Chinese one-child policy, we should not underestimate the positive impact which that policy has almost certainly had and will have over the next several decades on Chinese economic performance. And a valid reticence about telling developing countries that they must contain fertility should not lead us to underestimate the severely adverse impact of high fertility rates on the economic performance and prospects of many countries in Africa and the Middle East.


Ultimately, the necessity to supply food, energy, habitat, infrastructure, and consumer goods for the ever-growing population is responsible for the demise of the environment. Remedial actions for pollution abatement, and further technological progress toward energy efficiency, development of new crops, and improvements in manufacturing processes may help to mitigate the severity of environmental deterioration. However, we can hardly hope for restoration of a clean environment, improvement in human health, and an end to poverty without arresting the continuous growth of the world population. According to the United Nations count, world population reached 6 billion in mid October 1999 (1). The rate of population growth and the fertility rates by continent, as well as in the United States and Canada, are presented in Table 14.1. It can be seen that the fastest population growth occurs in the poorest countries of the world. Despite the worldwide decrease in fertility rates between 1975–80 period and that of 1995–2000, the rate of population growth in most developing countries changed only slightly due to the demographic momentum, which means that because of the high fertility rates in the previous decades, the number of women of childbearing age had increased. Historically, the preference for large families in the developing nations was in part a result of either cultural or religious traditions. In some cases there were practical motivations, as children provided helping hands with farm chores and a security in old age. At present the situation is changing. A great majority of governments of the developing countries have recognized that no improvement of the living standard of their citizens will ever be possible without slowing the explosive population growth. By 1985, a total of 70 developing nations had either established national family planning programs, or provided support for such programs conducted by nongovernmental agencies; now only four of the world’s 170 countries limit access to family planning services. As result, 95% of the developing world population lives in countries supporting family planning. Consequently, the percentage of married couples using contraceptives increased from less than 10% in 1960 to 57% in 1997.

This chapter reviews population trends over the last two hundred years and population projections to the end of this century. In 2100 the world population will have stabilized but its geographical distribution will have substantially changed compared to 2015. The chapter then discusses the five stages of the demographic transition, and different neo-Malthusian and non-Malthusian theories of the relation between population growth and economic development. It emphasizes in particular the effects of rapid population growth on land and resource availability, human capital formation, population quality, the accumulation of physical capital, employment, wages, and income inequality. The effects of rapid population growth rate over a given period were found to change in line with the population size and density at the beginning of the period considered.

It was a different era when Gary Becker did his groundbreaking work on the economics of fertility, during the years from the late 1950 through the early 1990s. There was great concern then about the “population explosion” due to sustained high fertility in the developing world after mortality declined following World War II. In 1968, Paul Ehrlich published “The Population Bomb” predicting disaster and mass starvation due to rapid population growth: “The battle to feed all of humanity is over. In the 1970s, the world will undergo famines – hundreds of millions of people are going to starve to death. . . .” Robert McNamara, then the President of the World Bank, in 1984 said “Short of thermonuclear war itself, population growth is the gravest issue the world faces over the decades immediately ahead. If we do not act, the problem will be solved by famine, riots, insurrection and war.”

Future world population growth is fuelled by two components: the demographic momentum, which is built into the age composition of current populations, and changes in reproductive behaviour and mortality of generations yet to come. This paper investigates, by major world regions and countries, what we know about population growth, what can be projected with reasonable certainty, and what is pure speculation. The exposition sets a frame for analysing demographic driving forces that are expected to increase human demand and pressures on land and water resources. These have been contrasted with current resource assessments of regional availability and use of land, in particular with estimates of remaining land with cultivation potential. In establishing a balance between availabilty of land resources and projected needs, the paper distinguishes regions with limited land and water resources and high population pressure from areas with abundant resources and low or moderate demographic demand. Overall, it is estimated that two–thirds of the remaining balance of land with rainfed cultivation potential is currently covered by various forest ecosystems and wetlands. The respective percentages by region vary between 23% in Southern Africa to 89% in South–Eastern Asia. For Latin America and Asia the estimated share of the balance of land with cultivation potential under forest and wetland ecosystems is about 70%, in Africa this is about 60%. If these were to be preserved, the remaining balance of land with some potential for rainfed crop cultivation would amount to some 550 million hectares. The regions which will experience the largest difficulties in meeting future demand for land resources and water, or alternatively have to cope with much increased dependency on external supplies, include foremost Western Asia, South–Central Asia, and Northern Africa. A large stress on resources is to be expected also in many countries of Eastern, Western and Southern Africa.

The future size of world population depends critically on what happens in sub-Saharan Africa, the one remaining region with high fertility and rapid population growth. The United Nations envisages a continuing slow pace of fertility change, from five births per woman today to three by mid-century, in which case the population of the region will increase by over one billion. However, an accelerated decline is feasible, particularly in east Africa. The main grounds for optimism include rising international concern and funding for family planning (after fifteen years of neglect), and favourable shifts in the attitudes of political leaders in Africa. The examples of Ethiopia and Rwanda show political will and efficient programmes can stimulate rapid reproductive change.

Since its founding Pakistan has exhibited a continuously high rate of population growth. When measured by population size it has moved from the thirteenth largest country in 1950 to the seventh largest country in 1996 (Table 1). Today Pakistan exhibits the highest rate of growth among the world's largest countries, and according to some projections will become the third most populated country in the world by the year 2050 [United Nations (1998)]. Given the country's present resources, this magnitude of population growth has serious implications for the social and economic well-being of the people of Pakistan. A staggering statistic shows that the area now constituting Pakistan which had only 16.6 million people at the turn of the century, will surpass the 150 million mark by the new millennium (less than a year away). Among the projected top ten contributors to world population growth during 1995-2000, Pakistan ranks third in absolute numbers (Table 2), and number one in rate of growth. Based on the population of 1996 (Table 1) and the projected absolute population increase (Table 2), the population of Pakistan is projected absolute population increase (Table 2), the population of Pakistan is projected to grow at a rate more than 300 percent faster than China and 170 percent faster than India. In absolute and relative terms Pakistan's population growth is unusually high.

During the universal demographic transition, the traditional type of population reproduction, characterized by high mortality and high fertility, is transformed into a type of reproduction in which both components are at a low level. The demographic transition is not taking place in a social vacuum, but under the influence of many social factors, including the growth of education and economic development. Reducing child mortality is a sine qua non for changing reproductive behavior. Declines in mortality and fertility are usually separated by long periods when population growth is accelerating. The population explosion is fading away in most countries of Asia and Latin America because they have passed the main part of the demographic transition. In Africa, the decline in child mortality began later and is still in the incipient phase. As a result, fertility, although declining in recent decades in most countries, is declining slowly and remains high. The region as a whole is in the early stage of the demographic transition: the population is growing rapidly and it is not expected to stabilize until the end of the century. Most of the economic and social consequences of rapid population growth are negative. Their conceptualization takes place within the framework of the neo-Malthusian paradigm, which made it possible to substantiate demographic policy based on family planning programs that have proven their effectiveness in different regions of the world. The negative, and sometimes disastrous, consequences of rapid population growth are particularly pronounced in Africa. Anti-Malthusianism is less inclined towards scientific argumentation, and its main goal is not pragmatic solutions to problems, but ideological proclamations, although some anti-Malthusian concepts have positive potential. The concept of the demographic dividend, developed in recent decades, makes it possible to remove the contradictions between two opposing paradigms, since it shifts the emphasis from the negative consequences of rapid population growth to the positive consequences of changes in the population age structure during the demographic transition. The demographic transition in Africa needs to be accelerated, and policies are able to do this without relying on the impractical assumptions of fast economic growth. Three interrelated factors are critical: development of education, radical reduction in child mortality and strengthening of family planning programs.

Postmaterial values with their reduced emphasis on accumulating material possessions lead to greater political support for limits on environmental pollution and to a less entropic way of life that increases environmental sustainability. Similarly, reducing human fertility to replacement levels can stabilize population and increase environmental sustainability in the future by reducing the pressure of population growth on environmental resources. In recent history, increases in per capita economic well being has been a primary driver of expansion in postmaterialism and reduce human fertility worldwide. The irony of this phenomena is that economic development potentially destructive to the environment leads to more postmaterialism and reduced fertility, both of which benefit environmental sustainability. In this article, the underpinnings of these conclusions will be set out as well as possible ways around the dilemma they bring.

In Muslim countries, rapid population growth is exacerbating environmental problems. Therefore, the ummah needs to reduce its population growth to safeguard Earth’s sustainability. To that end, family planning measures have been successful in reducing population growth in Muslim countries to levels that promote societal well-being, with better women’s health and healthy, educated children. A review of Islamic perspectives shows that birth control methods were approved by Prophet Muhammad (pbuh), such as birth-spacing intervals and non-permanent contraception, and Islamic states have promoted or discouraged family planning according to socio-economic needs. However, research is required to determine ideal national fertility rates to promote stability and environmental protection. Certain Western countries are active in national programmes to curb Muslim population growth. These should be monitored and terminated if they yield unacceptably low fertility levels. Ultimately, mujtahid scholars need to urgently review classical positions to allow the ummah to curb its population growth
