Development Undone: Weber, Kafka and the Organisation of Supply-Side Vested Interests

Based on primary empirical evidence from six Asian countries at different stages of development, it is argued, first, that at the national point of delivery supply-side development assistance, organisations routinely behave in a manner that is antithetical to development, contradict their stated intentions and the principles of good governance that they claim to uphold (bureaucratic misrepresentation and anomie) and waste resources on technical ‘remedies’ that they know to be ineffective (bureaucratic misdirection); second, that these things are done to serve national and/or personal vested interests on the supply-side; third, that this can lead to internal conflict and alienation in supply-side organisations; fourth, that contrary to conventional wisdom, in many ways, supply-side behaviour mirrors the behaviour of vested interests on the demand-side and that they are mutually reinforcing; fifth, that Kafka’s notion of organisation explains such supply-side and demand-side behaviour much better than Weber’s does and sixth, that the dominance of neoliberal and Weberian thinking in our political and educational institutions and the Kafkaesque nature of development agencies at the national level make it likely that development in the interests of poor people by well-intentioned and well-informed technocrats will continue to be severely curtailed. This research aims to study the problems and find solutions of major agro-industries in Chiang Mai, Thailand. The sample was divided into two parts: The supply side was the government agency, educational institutions and civil society. Demand side was Agro-Industry entrepreneurs. The methodology was focus on meeting the stakeholder debate, and group workshop, the first step of the research was selected the potential agro-industry group to study then in the operating phase, the survey was conducted to analyze and synthesize the problems of agro-industry and find solutions by group meetings in order to present a holistic problem-solving model. This process will provide opportunity for stakeholders and related agencies to collaborate and propose appropriate guidelines for action. The results show that, within demand side, the three most important issues are labor issues, marketing and production problems respectively. While the supply side, the top three issues are the integration problems, lacking of language skills / expertise, and lacking of database. Based on the analysis of both demand and supply side, there is a lack of concrete cooperation from relevant agencies, especially in policy cooperation. Therefore, a policy that responds to the problems of agro-industry is essential for all agencies to focus on and implement concrete measures to address sustainable issues.

Integrated Resource Strategic Planning (IRSP) is an extension of Integrated Resource Planning (IRP) at the national level for power planning. It provides a new theoretical foundation for the implementation of demand-side management (DSM) in the deregulated conditions. In this paper, IRSP model for power planning is proposed. In the model, both supply-side and demand-side resources as efficient power plant (EPP) are considered in the optimization process. A case study for the power planning in the United States is presented in the paper. The results indicate that, comparing with traditional planning the IRSP model can not only achieve the minimum total costs, but also reduce the supply-side capacity installation and the related pollution emissions.

A simultaneous-equations model was used to capture the supply and demand functions for Pakistan’s wheat sector at the national level. This model reflects the fact that Pakistan’s domestic wheat supply is priceresponsive and positively affected by the use of nutrient fertilizers. While price appears to be a statistically significant factor on the supply side, it is statistically insignificant on the demand side. Population size appears to be very significant in determining wheat demand. The wheat import supply seems to be influenced by the current world wheat price, current world wheat supplies, Pakistan’s domestic consumption in previous years, and domestic supply in previous years. We recommend that policymakers allow market forces to play a role in the wheat economy in a way that protects producers from adverse market conditions. The availability of various nutrient fertilizers should be central to policies on future inputs use. Work is also needed on wheat alternatives so that the country’s dependence on wheat is eased as much as possible.

Monitoring and Evaluation Systems have been identified the world over as powerful tools for good governance, they provide relevant information about development projects, programmes and policies. For that reason, governments, bilateral and multilateral development agencies, including civil society organisations have adopted M&E systems to better their performance through accountability, feedback loops and continuous learning mechanisms. This study investigated the functional status of Zambia’s public sector M&E system. Using a designated diagnostic checklist and analytical framework, the country’s whole-of-government M&E system was found to be weak in several aspects. Specifically, the study argues that for any M&E system to function satisfactorily, it is required that both its ‘supply-side’ and ‘demand-side’ are well developed and sustained. The diagnostic findings have revealed that Zambia’s whole-of-government M&E system had both its supply-side and demand-side weak. However, the study has not focused on both sides, instead, the supply-side has been fully explored and clear suggestions for improvement are made herein. Consequently, the study has proposed a new model which when implemented would holistically strengthen the Government –wide system for M&E. It remains to the powers that be to adopt and implement the recommended model. Government will need to strengthen and sustain its M&E political championship, restructure all government functions towards a results-based management approach—statistics, information technology, skills, policies, laws, etc to support an M&E regime. Likewise, the issues covered in the proposed model could also be of use to other organisations seeking to strengthen their M&E systems. Particularly, the methodology used to undertake the needs analysis could be of utmost applicability by others before embarking on a fuller process of building and strengthening their systems for M&E. Another study was underway to support the demand-side of Zambia’s M&E system.

This chapter examines dynastic candidate selection in Japan under the single nontransferable vote (SNTV) electoral system and the changes that have occurred since the adoption of a mixed-member majoritarian (MMM) system, which combines first-past-the-post and closed-list proportional representation. Dynasties under SNTV were more common in larger, decentralized parties—especially the Liberal Democratic Party (LDP). The MMM system shifted the focus of elections from candidates to parties. Subsequent party reforms within the LDP have expanded the pool of candidates and placed greater control over nominations with national-level party leaders, who have selected a more diverse range of candidates. Legacy candidates are still nominated, but recently, only the most powerful and longest-serving incumbents are likely to be succeeded in politics by a family member. This suggests that demand-side incentives have changed, leaving mainly supply-side incentives to explain the continued persistence of dynastic politics.

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

The issue of environmental pollution has come to the attention of the world community and has become a strategic issue in sustainable development, so it needs to have the support of all parties, including the government, the private sector and educational institutions. Integrated Junior High School Lampang, Subang Regency West Java Indonesia has been implementing the green school program since 2008 and in 2019 it was entrusted by the West Java Education Office to be proposed as a national level green school program. Some achievements as a green school implementing school are private schools that have obtained "A" (exellent) accreditation with a beautiful environment and are able to fulfil 4 (four) components, namely (1) environmentally sound policies, (2) implementation of environment-based curriculum, (3) participatory-based environmental activities and (4) management of environmentally friendly supporting facilities Keywords : Management, green school Isu pencemaran lingkungan hidup telah menjadi perhatian masyarakat dunia dan menjadi isu strategis dalam pembangunan berkelanjutan, sehingga perlu mendapat dukungan semua pihak baik pemerintah, sector swasta maupun lembaga pendidikan. SMPS Terpadu Lampang Kabupaten Subang telah melaksanakan program adiwiyata sejak tahun 2008 dan pada tahun 2019 diberi kepercayaan oleh Dinas Pandidikan Jawa Barat diusulkan sebagai Sekolah Adiwiyata (green school program)  tingkat nasional. The pivotal aim of this book is to explain the creation, development, and impact of good governance from a conceptual, principal perspective and in the context of national administrative law. Three lines of reasoning have been worked out: developing the concept of good governance; specification of this concept by developing principles of good governance; and implementation of these principles of good governance on the national level. In this phase of further development of good governance, it is important to have a clear concept of good governance, presented in this book as the third cornerstone of a modern state, alongside the concepts of the rule of law and democracy. That is a rather new national administrative law perspective which is influenced by regional and international legal developments; thus, we can speak about good governance as a multilevel concept. But the question is: how is this concept of good governance further developed? Six principles of good governance (which in a narrower sense also qualify as principles of good administration) have been further specified in a systematic way, from a legal perspective. These are the principles of properness, transparency, participation, effectiveness, accountability, and human rights. Furthermore, the link has been made with integrity standards. The important developments of each of these principles are described on the national level in Europe, but also in countries outside Europe (such as Australia, Canada, and South Africa). This book gives a systematic comparison of the implementation of the principles of good governance between countries.
