Research in the field of Language Assessment Literacy (LAL) shows that university admission officers and policy makers are not generally well-versed in matters of LAL. Only very few studies to date have traced why this may be the case, however, and in the field of language testing few studies to date have reported on how university admission language requirements are set. Nevertheless, because of the impact of test use on university admissions, developing such knowledge is essential to the progress of LAL as a discipline. This paper reports on a qualitative study that includes all university admission policy makers in one context (Flanders, Belgium). The analyses of the interviews show that the concerns and ideas of LAL scholars and those of university admission policy makers may differ substantially. Real-world policy is determined by pragmatism and compromise and policy makers, even at universities, may fail to consider empirical findings. Because this study shows that the view of policy makers can be quite dissimilar from the traditional approach taken in the LAL literature, the authors argue that it may be as beneficial to encourage policy literacy among language testing professionals, as to expect LAL from policy makers.

Language Assessment Literacy (LAL) research has focused on defining the knowledge, skills, and principles that the stakeholders involved in language assessment activities are required to master. However, there is scarce research on the relationship between LAL and the professional development of language teachers. Therefore, this exploratory action research study examined the impact of a language assessment course on pre-service teachers in a Colombian language teaching programme. Data were collected through questionnaires, interviews, teacher and researcher journals and class observations. The findings show that the course promoted theoretical, technical and operational dimensions in the language assessment design practices of the participants. In addition, it enhanced their LAL and professional development. Consequently, this study contends that the LAL course changed language assessment perceptions radically and encouraged pre-service teachers to design assessments conscientiously, a feature not explicitly stated in LAL research involving this group of stakeholders elsewhere.

Teachers in general and language teachers in particular are expected to assess various aspects of their teaching and learning. To achieve this, they are believed to familiar with different dimensions of assessment in general and classroom assessment in particular. Language   teaching and assessment are two interrelated notions that affect each other to a great extent.  Undoubtedly, language assessment is one of the most significant and complicated activities in the field of    language teaching. The present study investigated assessment related perception and practices of Iranian EFL teachers. As assessment literacy questionnaire was distributed to 30 Iranian EFL teachers who were selected from two branches of private language institute, three teachers with high assessment literacy knowledge and three teachers with relatively low assessment literacy based on result of assessment literacy questionnaire were interviewed.  The result of both qualitative and quantitative data indicated that EFL teachers` assessment literacy has meaningful and significant impact on Assessment efficiency   in classroom. Teachers with high assessment literacy have a structured lesson plan and also know their learners` strengths and weaknesses clearly. This study suggest language policy makers to motivate language teachers to be assessment literate.

The rising global demand of energy and political instability has raised the issue of energy security more than ever before. Depleting reservoirs and environmental degradation encourage policy makers to review intended action plans for sustainable energy generation. Fluctuating oil prices and unforeseen political events has emerges a need of secure supplies policies. This study will incorporate three key integrated energy dimensions in terms of cost to evaluate the total exposure. Affordability, acceptability and availability of adequate supply are the factors to evaluate for sustainable economic growth, potential environmental harm and social stability. Energy experts and policy makers around the globe are looking for the effective tool to measure the impact of supply disruption on energy generation process. High level of security incurred extra cost; However opportunity loss due to supply disruption has never been evaluated in terms of monitory unit. This study will focus on the evaluation of potential loss cause due to unavailability of supplies for power generation system. Holistic approach will be applied to measure the combine impact of fuels specifically used in power generation process. Besides the traditional approach of unit power generation cost this paper encompasses other cost parameters which indirectly affects the cost of generation in the form of carbon tax penalty and the excessive cost of secure and reliable power generation resources.

In the field of applied linguistics, for the past fifteen years, there have been discussions about language assessment literacy (LAL) —the knowledge, skills, and principles related to assessing language ability— (Davies, 2008; Fulcher, 2012). However, the field lacks research on the professional development of language teachers, particularly pre-service language teachers, through training in language assessment. Our paper focuses on the preliminary findings of an action research study whose goal is to identify the impact of a language assessment course for pre-service teachers in a language teaching program in a state university in Colombia. Data collection for the diagnostic stage of the action research cycle used a multiple-choice questionnaire for student needs and wants, an open questionnaire for professors, an interview with an expert, and researchers’ journals. Preliminary findings indicate that there is a need to combine theory and practice of language assessment, with an emphasis on current methodologies for language teaching, assessment in bilingual education, and local policies for assessment. The paper highlights recommendations and challenges when designing a language assessment course based on insights from existing literature and includes implications for professional development.

AbstractThere are increasing numbers of non-native English speaking applicants to Canadian universities (AUCC 2008a, 2010), which are committed to promoting linguistic and cultural diversity (AUCC 2008b). One result of this trend is that university admissions officers, as gatekeepers, are faced with a growing and potentially confusing array of language test scores when making their decisions. These admissions decision makers need a certain amount of language assessment literacy (LAL) to enable them to make use of these language test scores effectively and ethically (O’Loughlin 2011, 2013). This article reports on the first phase of a project designed to address this challenge. The project involves the collaboration of assessment professionals and admissions officers across Canada in determining the LAL base needed for users of language test scores in university admissions decision-making.This first phase of research consisted of a survey with university admissions officers across Canada, inquiring about their knowledge, beliefs, and levels of confidence in making use of language test scores in decision-making. Results have begun to reveal the nature of the LAL needed for these users, and have suggested the most appropriate content for later informational workshops with admissions officers (Phase 2 of the project). While some evidence of misunderstanding was identified, respondents demonstrate awareness of concepts related to validity in language assessment, albeit without making use of the conventional language of the field.

Russian policy makers argue that agriculture suffers from decapitalization due to financial constraints faced by producers. This view is the basis for the national agricultural policy, which emphasizes reimbursement of input costs and substitutes government and quasi-government organizations for missing market institutions. The article evaluates the availability of purchased farm inputs, the efficiency of their use, the main problems in the emergence of market institutions, and the impact of government policies. The analysis focuses on five groups of purchased inputs: farm machinery, fertilizers, fuel, seeds, and animal feed. The information sources include official statistics and data from two original surveys.

In this competitive environment, organizations strive to satisfy their customer by providing best quality service at affordable and fair prices with a view to enhance their revenues. To achieve the objective of revenue maximization, organizations strive to identify the factors that help them in retaining their customers. Drawing from the signalling theory of marketing, the current study proposes a novel conceptual model representing the impact of service quality with food quality and price fairness on customer retention in restaurant sector of Pakistan. The paper underlines an important arena of knowledge for academicians as well as organizational scientists on the subject. On the basis of literature available on the variables understudy, the present study forwards eight research propositions worthy of urgent scholarly attention. The conceptualized model of the present article can also be viewed significant in unleashing further avenues for the restaurant management entities, policy makers and future researchers in the domain of managing in the service sector businesses.

This study focuses on examining the impact of three components of materialism on green purchase intention for urban consumers in Vietnam, an emerging economy. An extended Theory of Planned Behavior (TPB) is applied as the conceptual framework for this study. The hypotheses are empirically tested using survey data obtained from consumers in Hanoi, the capital of Vietnam. The regression results show support for most of our hypotheses. The findings indicate that two out of three facets of materialism are significant predictors of green purchase intention. Specifically, success is found to be negatively related to purchase intention, while happiness is related positively to the intention. All three antecedents in the TPB model, including attitude towards green purchase, subjective norm, and perceived behavioral control are also found to have positive impacts on purchase intention. The research findings are discussed and implications for managers and policy makers are provided.

The purpose of this study is to evaluate the impact of public expenditure cuts on employment and income to support policies for the development of the labor mar- ket. Impact evaluation is of interest for policy makers as well as researchers. This paper presents a method – that is based on a Computable General Equilibrium model – to analyse the impact of the public expenditure cuts policy on employment and income in industries and occupations in Vietnam using macro data, the Input output table, 2006, 2008 and the 2010 Vietnam Household Living Standard Survey.
