Sustainable Development in a U.S. Context: Analysis and Implications

Since the introduction of the concept of “sustainable development” by the World Commission on Environment and Development in 1987, a number of programs and policies have been offered, enacted, and pursued that profess to those ideals. The extent to which they actually accord with them, however, is the subject of a growing body of debate and literature. Some critics have argued that despite its promise, the concept of sustainable development has merely been reformulated and used to continue promoting the goal of economic growth as the primary measure of progress. This viewpoint argues that sustainable development can never be more than sustainable economic growth under the current growth development paradigm. This article examines these arguments through an analysis of sustainable development as pursued in the United States. It focuses on the sustainable development component of the U.S. government's comprehensive approach to solving urban problems through the creation of empowerment zones.

Many economic roundtables have proclaimed innovation as the key to economic growth. The theoretical basis for this view is amply demonstrated by today’s modern innovation theory. However, the fact that innovation also carries ecologic risk was, until recently, largely ignored. The potential for ecologic risk occurs when technologies are developed that threaten environmental damage that perhaps, does not become significant until well into the future. Risk may also occur indirectly when new technologies generate higher productivity but are also responsible for an additional burden on the environment. In principle, within the context of the sustainable development paradigm, innovation must be compatible with the three dimensions: Ecology, Economy and Society. The aim of this paper is to discuss the deficits of the mainstream innovation theory in the context of sustainability in addition to the role and significance of innovation in environmental engineering. This especially includes the opportunities and limitations of eco-innovation with respect to the current environmental policies for sustainable economic growth. A future challenge for research from a business perspective is to align eco-innovation as an integral component of an environmental management information system (CEMIS). In this context, eco-innovation can make a major contribution to environmental protection. However, within the scope of this paper, the focus is primarily on the rationale for sustainable innovation, in particular, eco-innovation.

At the present stage, the whole world is facing serious energy challenges, including the rapid growth of energy consumption, the inevitable exhaustion of energy resources with an extremely uneven distribution, a large environmental burden on nature, and the globalization of energy. The electric power industry harms the environment with its excessive emissions of pollutants, which is reflected globally. The article first of all offers a literary review of studies on this topic. A comparative description of the achievements of countries in the field of emission schedules is proposed, as well as the prospects for drawing up a schedule of emission intensity for the period up to 2030 in comparison with countries. In addition, this paper presents unresolved problems that impede sustainable development, which guarantees the stability of the future existence of mankind. These challenges hamper the sustainable development of the energy industry in the long term and the global sustainable development and prospects for green economic growth of the country. Thus, the relevance of the subject of the study is due to the lack of resources, reflecting the relationship of trends in reducing pollution from the activities of industry with the conditions of economic growth.

Low-carbon economy is a new path which our country is taking to develop economy. As one of the provinces in the southeast coast of China, Fujian develop a low-carbon economy directly relating to the transformation of its economic growth, conservation of energy, improvement of productivity, innovation of technology and so on. We can say that the development of low-carbon economy directly affects the sustainable development of economy and society in Fujian province of China. Therefore, firstly, we believe that government and enterprise should optimize the allocation of resource and improve the utilization of resource. Secondly, the tax policies are supposed to adjust to stimulate the development of environmental protection industry. Thirdly, government should accelerate the construction of infrastructures. Fourthly, the legal system needs to be built and perfected so as to promote the development of low-carbon economy. At last, the investment of techniques is supposed to increase to a certain degree, and the ability of innovation and management of enterprises should be promoted to adapt the development of low-carbon economy of Fujian province.

Despite the ‘immense’ water resources available, Nepal has not been able to transform this abundance of water resources into desired economic growth and societal welfare. This paper attempts to analyze the reasons for such incessant challenges that loom over water resources development in Nepal. This paper finds that it is not the resource that limits the development of water resources, but the approaches and wishes that are framed on the foundation of persistent myths. This paper aims at investigating the predisposition leading to the sustainability of micro-enterprises in the digital economy, especially the sharing economy. This area represents a new field since the research of the impact of the sharing economy on small enterprises is still in its infancy. We study the role of the entrepreneurial approach and entrepreneurial philosophy of the small business with regard to the digitalization and the sustainable development and growth using examples from the European Union and the United States. Some common features and trends are derived and the outcomes are discussed. Our results point at the fact that by creating an economy for micro-entrepreneurs, the sharing economy thrives on traditional industry disrupted by technology. Since micro-enterprises constitute a backbone of the economy in many developed and developing countries, more research is required to shed the light of the sustainable development of these types of enterprises in the globalized and digitalized world.

The Sustainable Development Strategy implies a targeted long-term process that affects economic, social, environmental and institutional aspects of life. The goal is to meet the social and economic interests of citizens, reduce poverty, reduce unemployment and gender inequalities and reduce negative impacts on natural resources and the environment, resulting in long-term economic growth with economic efficiency, technology and innovation. Accordingly, in 2015, the United Nations adopted Resolution A / RES / 70/1 - Transforming our world: the 2030 Agenda for Sustainable Development, based on three dimensions of sustainable development: economic growth, social inclusion and environmental protection. At the end of the 20th century, parallel with the theory of development, which turned into the concept of sustainable development, there was globalization that integrated the entire world regions in order to gain as strong economic and financial positions as possible on the world stage. Today, Serbia is not in a position to choose whether to engage in modern globalization processes, but it must continue the initiated transitional reforms and accession to the European Union, regardless of the economic, political or environmental consequences. By implementing national policies, Serbia should aim at national and economic sovereignty, which will further influence sustainable development. Only by changing the current economic policy, by creating a national strategy based on the exploitation of domestic economic and industrial potentials, by reducing unemployment, social responsibility and individual freedom, economic growth and sustainable development can be achieved. This work, besides the introduction, consists of materials based on the presentation of the sustainable development strategy of the Republic of Serbia and also presents the results and discussion that draft the current situation with possible solutions to achieve sustainable development in the future. Finally, the final ratifications are provided.

Topicality. The concept of sustainable development synthesizes anthropocentric and biospherecentric principles and provides for optimal use in the economic and non-economic processes of the natural component, aligning the impact of man on nature and the ability of the latter to bear anthropogenic load, which will provide the ability of future generations to satisfy ecological needs. As people and their needs are at the center of socio-economic development, the notion of "sustainable human development" associated with the process of expanding individual choices in various fields is becoming increasingly relevant today: from guaranteeing economic, social and political rights and freedoms to the possibilities of creative self-realization and improvement. Aim and tasks. Despite the extensive study of sustainable development in the domestic and foreign scientific environment, a detailed study of the genesis of the concepts of "sustainable development" and "sustainability", as well as the components of sustainable development, is required. The purpose of the article is to review, systematize and analyze approaches to sustainable development, and compare them, as well as to formulate a paradigm of sustainability from the first appearance of the prerequisites of this concept to the origins and generalization of the genesis of the concept of sustainable development. Research results. Therefore, the result of the study is the formation of the paradigm of sustainability from the first appearance of the preconditions of this concept to the origins and generalization of the genesis of the concept of sustainable development. Thus, the inclusion of only three components in the concept of sustainable development (society, economy, environment) is common practice, but it is not the only correct component. Conclusion. Given the uncertainty in the domestic scientific environment of the system of sustainable development and the lack of complete analysis of approaches to its implementation, it is necessary to review and systematize these approaches, to compare them. This will allow us to understand sustainable development, not as an abstract phenomenon, but as a truly global paradigm for human survival in the third millennium, the transition to which is a translational process.

ABSTRAK Keuangan Daerah adalah semua hak dan kewajiban Daerah yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban Daerah. Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government.
