The COVID-19 pandemic has put pressure on essential public services. While much of the economy has been shut down, essential public services have continued. Using professional experience, publicly available information, and interviews with two municipal utility managers, we evaluate the challenges presented to municipal utility services by the COVID-19 pandemic and explore some of the responses by utilities to the pandemic. Specifically, we focus on the strategies utilities have used to keep employees safe from the virus and plans for workforce shortages. One important strategy we identify is reliance on mutual aid agreements, where utilities agree to send staff and equipment to other utilities in times of crisis. We also explore the role of a municipal utility association in coordinating response. The case of utility response to COVID-19 carries important potential implications for both public administration practice and research.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

This chapter underlines how administrative law has taken a much greater significance in France since the period 1890–1910. This period is not only symbolic of a full development of administrative law around the notion of public power (puissance publique) or public service (service public) but also of the ramifications given to the very notion of State and public administration. The chapter deals with different theories (Hauriou, Duguit, etc.) related to a redefinition of the State and public services. It discusses four specific aspects: the institutional context, the case law of the Conseil d’État, the innovative orientations concerning the action of the public authorities, and the creative role of this case law.

An analysis of different aspects regarding the creation of networks within the Croatian higher education system is presented in the paper. The larger part of the paper refers to the analysis of public services in general and the network approach in public administration in particular. The state of the higher education system is presented through the inclusion of market and network principles and the establishment of numerous actors in this field by which effectiveness of this field of public administration is trying to be improved. The aim of the detailed examinations is to pro-vide an overview of all relevant actors whose interactions and roles resemble network-like relationships. To examine the starting hypothesis that neo-managerial approach leads to networking within the higher education system, an empirical study was conducted at the Josip Juraj Strossmayer University in Osijek, Croatia among the teaching staff and students. The final chapters of the paper present and discuss research results which principally support the initial assumptions.

The local public administration is the one that plays the most important role in the organization and management of public services, given the fact that it knows the needs of the citizens most closely. The important scientific problem consists in the scientific substantiation of the responsibilities of the public administration in the organization and modernization of the public services. This fact may lead to the clarification of the role of public administration provider in the conditions of more and more intense involvement of the private sector in the management of public services. This clarification is necessary in order to identify ways to apply modern methods of development and efficiency of public services in Botosani.

The realization of the conception of e-government in Russia is designed to raise the efficiency of public administration. The role of e-government services was evaluated for the small and medium business, and the problems of this method of cooperation were also studied. The methodological basis of the research is the comprehensive approach and the statistical methods of analysis. Special attention is given to identifying the factors which affect the choice of electronic mode of cooperation. There are some conclusions. Subjective factors influence the choice of mode of electronic cooperation very much, so the measures of popularization of e-government services are needed. In addition there is the use of individual elements of e-government that significantly reduces the cost for public services. The essential problem is to use the services of the intermediary organizations.The results of the analysis can assist to the improvement of the effectiveness of realization of e-government conception in Russia.

This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public.

The purpose of this article is to present a theoretical approach and two analytical methods that have not yet been used in case of complex public services in Hungary, but with their help we can effectively describe and analyse these service processes within the field of administrative public services. First, our goal is to explore the directions of public administration management through an international literature review in order to point out how the role of clients of public services are changing and becoming more and more essential during the plan and execution of public services with special focus on Co-Production and Co-Creation. Second, we would like to present how the methods of Service Blueprinting and Process-Chain Network can be used to map, visualise and analyse intricate public services. We present how the SBP and PCN methods can be used to identify potential problems which can affect the efficiency and effectiveness of a service process. We are using the elaborate process of the Hungarian Guardianship Office’s contact affair procedure as an example, to show preliminary results and to present how important the involvement of clients could be in the process with the right motivation, while also highlighting other inefficiencies of the process which are worth further research.

The purpose of the article was to present the role and specifics of a significant function of administration, consisting in the organization and provision of public services. Therefore, an analysis was made regarding, among other things, the legitimacy of the administration to perform public tasks, using the example of the administering administration, contemporary understanding of the function of public administration and the shape of contemporary Polish public administration. The role of administration evolved from the direct provision of public (social) services through its own institutions towards direct organization of the provision of services, to limiting its role in organization and responsibility for the standard of services provided by non-public entities. The administering administration is the area of administration that is subject to ever more intense privatization processes. The forms of the administration’s operation, means, as well as entities acting within the framework of this function, have also changed. Such a system improves provision of the services. The ability to adapt public administration to challenges and expectations of modern society in connection with organizing and providing public services, becomes truly important. The administration that is responsible for organizing and providing public services should be conciliatory – it should support the development of the individual, protect them and not limit itself to the administrative and controlling role only. The role of the administration must be modified and the civic sector is a complement to its activities.

Abstract In this paper, I discuss choices concerning the legal content for interpreting students based on the syllabus of a lecture on Legal Interpreting in the Master of Arts in Conference Interpreting at the University of Leipzig. The topics were chosen on the basis of the professional experience of sworn interpreters in Germany. The aim is to prepare students for working in the different legal contexts (court, police, notary public, prison, psychiatric hospital, public administration etc.) in Germany by offering basic legal knowledge in those fields. Based on this syllabus, students are enabled to discuss the role of interpreters as seen by themselves and by professional associations in comparison to professionals in the legal field, and also ethical questions. It entitles them to act professionally and ethically in all these contexts.

The article discusses various aspects of the theoretical foundations and genesis of the canon of ethics of the Polish public services. A well-functioning public administration is the foundation of the modern state. Working in the public services entails a great deal of responsibility as administration employees must meet certain special requirements. Society expects that the administration, serving its citizenry, act with the common good in mind, which requires that the officials possess a degree of ethical awareness. Officials responsible for decision-making must adhere to applicable laws, in addition to taking into consideration the public interest and the rights of citizens, which frequently leads to conflicts of interest, in particular on the interface of the administration, economy and politics. The purpose of this paper is to present the role of ethics in the functioning of public administration organs in a modern democratic state adhering to the rule of law. Ethical issues are closely related to the legal and institutional aspects of public administration – and should be analysed as such. The article discusses various theoretical and general aspects of the relations between law, morality and ethics, the role of ethics infrastructure in public administration and the institutional and legal instruments used to prevent pathological behaviours.
