The purpose of the article was to present the role and specifics of a significant function of administration, consisting in the organization and provision of public services. Therefore, an analysis was made regarding, among other things, the legitimacy of the administration to perform public tasks, using the example of the administering administration, contemporary understanding of the function of public administration and the shape of contemporary Polish public administration. The role of administration evolved from the direct provision of public (social) services through its own institutions towards direct organization of the provision of services, to limiting its role in organization and responsibility for the standard of services provided by non-public entities. The administering administration is the area of administration that is subject to ever more intense privatization processes. The forms of the administration’s operation, means, as well as entities acting within the framework of this function, have also changed. Such a system improves provision of the services. The ability to adapt public administration to challenges and expectations of modern society in connection with organizing and providing public services, becomes truly important. The administration that is responsible for organizing and providing public services should be conciliatory – it should support the development of the individual, protect them and not limit itself to the administrative and controlling role only. The role of the administration must be modified and the civic sector is a complement to its activities.

Most researchers of socialization processes agree that the primary socialization carried out in the family is crucial. The phenomenon of the family was considered in terms of psychological, sociological, anthropological, philosophical, biological and cultural approaches. Now the question of surrogacy is being studied in terms of the psychology of the life path of the individual; as manifestations of the meaning of life, will, responsibility; as a world of the subjective, where is always something more. Many scientists pay attention to the methodology, organization, functioning of foster families; the problems of lifestyle of orphan children in general, and in particular – in a professionally foster family. Scientists have considered the motivation of the adopted child into the family and some socio-psychological characteristics of parents. However, there are almost no studies of some individual-typological features that dysfunctionally affect family relationships, although these features may be the reason for the denial of the family's ability to be a substitute. The relevance of the study is due to the need of supplement the structural and semantic components of the psychological diagnosis of potential parents in foster families. The empirical study was conducted on the basis of the Odessa Regional Center for Social Services for Families, Children and Youth, a territorial division of the Odessa Regional State Administration. In testing took a part about 30 applicants for foster parents. With the help of Individual-typological questionnaire LM Sobchyk (ITO) there was created an average statistical portrait of candidates for the role of parents in foster families. They are characterized by a high level of extraversion (48.6%); average level of rigidity (82.9%), aggression (54.3%), anxiety (82.9%), introversion (71.5%), lability (74.3%), sensitivity (62.9%), spontaneity (60%). All these qualities positively characterize all members of the sample and confirm their reliability as potential parents in foster families. These conclusions can be used by psychologists in the selection of candidates for the role of foster parents in foster families, as well as in psychological counseling.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Chapter 7 draws together some of the lessons that can be learned from the experiences of three small European countries in responding to homelessness. It is clear that responses to homelessness are embedded and enmeshed in the political and administrative culture of the individual countries, particularly the role of the state, both centrally and locally, in the provision of housing, welfare, and social services. Homelessness cannot be responded to as a separate issue from this broader context, and this is particularly the case in Finland and Ireland, where the roles of the state and market are understood very differently.

Legal coherence and predictable decision-making are the cornerstones of Finnish administrative law. The aim of this research is to analyze the factors that make administrative decisions unpredictable in Finland today. Why is the challenge so significant for the authorities? The factor analysis revealed six main features affecting predictability in the legal regulation of Finnish public governance: the increasing use of soft law, the devolution of government, deregulation, the changing role of the individual, the blurring of the division between the public and the private sector and the influence of international and EU-law.

The features and the role of deterministic social sense in the context of the archetypical approach are considered in the article; the specifics of the existence of the above-mentioned phenomenon in relation to public administration are presented. The nature, principles of the functioning of archetypes as a direct, pragmatic decision-making factor of the personality are represented. It is argued that archetypes are significantly different from those historically established or transformed by human characters, whose senses are not mentally inherited, but transmitted from generation to generation. The emphasis is placed on the relevance of the archetypal approach for research in the management sector in general and deterministic social sense — in particular. The author emphasizes that the archetype is a direct pragmatic factor in personal decision-making, acting as a created internal complication that ensures the course of certain socially deter mined processes in the human brain. Attention is focused on the continuity of the concepts of “sense” and “culture”: from the moment of alienation of a person from the surrounding natural world, all thoughts, created things, found and used means and methods of actions are given meanings. Thus, the decision, that is, the choice, appears to be the natural basis for an individual’s being in ontological reality, acting as a necessary precondition for structuring his administrative, legal and so on needs in modern society. Further investigation of the archetypal approach to the study of the phenomenon of deterministic social sense is seen in the study of the features of citizens’ reflection on the images and symbols created by the government in order to achieve some behavioral manifestations in the latter, allowing more deeply and clearly understand the needs of the people, and also to update the relevant role of public administration in his life. At the same time, from the standpoint of social, psychological, culturological pragmatics etc., the archetype is the primary form of sense stratified according to the types described by Jung. This differentiation of this phenomenon is natural, due to its universalism, which allows us to speak about the degree of social adaptability of the latter.

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. This chapter underlines how administrative law has taken a much greater significance in France since the period 1890–1910. This period is not only symbolic of a full development of administrative law around the notion of public power (puissance publique) or public service (service public) but also of the ramifications given to the very notion of State and public administration. The chapter deals with different theories (Hauriou, Duguit, etc.) related to a redefinition of the State and public services. It discusses four specific aspects: the institutional context, the case law of the Conseil d’État, the innovative orientations concerning the action of the public authorities, and the creative role of this case law.


The purpose of the article is to study ethical problematics in the philosophical works of Alasdair MacIntyre and Hannah Arendt. On the one hand we have the analysis of virtues ethics and of its place in modern society (through the prism of emotivism ethics inherent to this society), and on the other hand, we have the analysis of action and judgment as scopes of person’s self-representation, which are valuable by themselves. MacIntyre developed his hypothesis about an individual biography pointing out that modern emotivism ethics does not leave a room for conscious ethical worldview, reduces the scope of ethical choice to the very statement of individual preference. By that, a sequence of ethical decisions and preferences in a person’s life acquires irrational and wayward nature, due to which conscious transition from one narrative to another becomes impossible. In its turn, the possibility of individual biography as a holistic story that everyone can tell about themselves provides such an informative nature of ethical views, which have features of a narrative that can be rationally told and rationally perceived by others. Hannah Arendt analyzed the issue of modern ethical crisis from the other side – she studied the ethical dimension of judging ability and the role of action in social interaction. An action (as Arendt believed) becomes the strictly human scope of human activity, in which personality can “open up” (unlike the areas of work and creation). Judging ability appears in this context as a foundation, thanks to which a person becomes able to act: ethical worldview exists in terms of evaluation of something that exists in relation to something due. An action in this context is an active embodiment of a certain worldview position that “unfolds” itself precisely in the area of ethics while being involved in interpersonal interaction. Arendt claimed that an action, due to its nature, is unpredictable and that every human being, who dares to take it, risks getting, in the end, a result that is far from their intentions. Exactly because of it, an action exists in the actor’s biography and the fabrics of interpersonal connections simultaneously – it is the latter, which gives the space for interpretation of an actor’s actions significance. Thus, the individual biography becomes the thing that makes sense only through the prism of interpersonal interaction and mutual interpretations of individual stories.

The importance of collaboration between organizations, especially in the modern world, has been discussed extensively by researchers from different fields. Yet, the importance of the context, trust dynamics, and the employment social environment, such as the interplay among these factors, i.e., trust, individual behavior, and political behavior, has been less studied. This study evaluates the role of trust in and between organizations on successful collaboration processes. Using qualitative methodology, we interviewed 11 senior directors who were involved in a specific case-study of collaboration among four major organizations as well as direct observation, documentation, and archive records. Our findings emphasize the importance of analyzing multilevel trust, interpolitics, and intrapolitics, even when success is at stake. We suggest that managers have to account for emotional involvement at the individual level, even when successful organizational-level collaboration occurs. Overall, we found that there are two aspects of trust in a collaboration process between organizations: system’s aspect and personal aspect. Each aspect is influenced by various factors, mainly different goals and interest and lack of procedures or regulations (from the system’s aspect) and feelings of vagueness in goals and managerial procedures as well as feelings of exploitation (from the personal aspect). In addition, we found that past acquaintances, mutual experience, and shared visions raise the level of trust, which in turn affects the reciprocal relations and therefore the collaboration process resulting in higher social effectiveness for social services.

The article presents the results of theoretical analysis of scientific approaches to the self-efficacy problem study of the individual in general and the social services specialist, in particular. The research stated the ambiguity of the interpretation of the concept of “self-efficacy” and, at the same time, the role of self-efficacy in successful professional activity. We identified the main approaches to the study of the self-efficacy problem study of the individual and related concepts, which are: socio-cognitive psychoanalytic behavioural; personal and activity; humanistic; subjective; effective; competence; resource, acmeological approach, etc. We proposed the acmeological approach as a basis in the context of the study of the self-efficacy problems, and its development, within which self-efficacy should be considered as an essential factor in achieving professional social specialists’ “acme”. It is shown that self-efficacy should be studied because of the possibility of its development in specially organized psychological training and socio-psychological support of specialists’ self-efficacy, their beliefs, belief in their ability to implement activities, evaluation of their effectiveness and expectations for self-realization, and professional activity.
