Pedestrian Crash Types: 1990s Update

A report is given on an application of the NHTSA pedestrian crash-typing system for categorizing pedestrian–motor-vehicle crashes according to the specific sequence of events leading up to individual crashes. Results are based on a recent sample of over 5,000 pedestrian crashes drawn from six states and reported by police. Over 80 percent of the pedestrian crashes fell into the following crash type categories: vehicle turn or merge (9.8 percent), intersection dash (7.2 percent), driver violation at intersection (5.1 percent), other intersection (10.1 percent), midblock dart or dash (13.3 percent), other midblock (13.1 percent), not in roadway and waiting to cross (8.6 percent), walking along roadway (7.9 percent), and backing vehicle (6.9 percent). These crash types were found to vary according to the characteristics of the pedestrian and factors of the location, environment, and roadway. The process of typing pedestrian crashes can be a valuable tool at both the state and local level for developing more highly effective countermeasures to reduce the annual toll of nearly 100,000 pedestrians killed and injured in traffic crashes.

A descriptive analysis was conducted of pedestrian crash data used to categorize pedestrian crashes according to a variety of factors, including pedestrian gender and age, time of day, pedestrian’s contributing cause of crash, injury severity, weather condition, road system identifier, and so forth, to the specific sequence of events perceived to influence the crash. The results reported are based on 5 years (1990–1994) of pedestrian crash data in Florida. The database contained 44,541 or 100 percent of the pedestrian crashes that were reported to law enforcement that occurred in Florida during this period. The process of categorizing pedestrian crashes in the manner described provides a valuable analytical tool for developing effective and practical countermeasures to reduce the deaths and injuries incurred by pedestrians involved in traffic crashes in Florida and elsewhere. Analysis of the pedestrian crash data can provide information about to whom and where, when, and how crashes occur in Florida.

The analysis of pedestrian–vehicle crashes makes a significant contribution to sustainable pedestrian safety. Existing research is based mainly on the statistical analysis of traffic crashes involving pedestrians and their causes, without the identification of areas vulnerable to traffic crashes that involve pedestrians. The main aim of this paper is to identify areas vulnerable to school-aged pedestrian–vehicle crashes at a local level to support the local authorities in implementing new urban traffic safety measures. The vulnerable areas were determined by computing the severity index (SI) based on the number of fatal, serious, and slight casualties throughout the 2011–2016 period in a large urban agglomeration (Bucharest). As well as the vulnerable areas, the triggering factors and the time intervals related to school-aged pedestrian–vehicle crashes were identified. The outcomes of the study showed that the vulnerable areas were concentrated only in districts 2 and 4 of Bucharest, and they were associated with high vehicle speed and pedestrians’ unsafe crossing behavior. The findings revealed that speed and age are triggering factors in generating school-aged pedestrian–vehicle crashes. The identified time peaks with a high number of traffic crashes correspond to the afternoon time intervals, when scholars go home from school. The identification of the areas vulnerable to school-aged pedestrian crashes may help local authorities in identifying and implementing measures to improve traffic safety in large urban agglomerations.

Transportation safety, as a critical component of an efficient and reliable transportation system, has been extensively studied with respect to societal economic impacts by transportation agencies and policy officials. However, the embodied energy impact of safety, other than induced congestion, is lacking in studies. This research proposes an energy equivalence of safety (EES) framework to provide a holistic view of the long-term energy and fuel consequences of motor vehicle crashes, incorporating both induced congestion and impacts from lost human productivity resulting from injury and fatal accidents and the energy content resulting from all consequences and activities from a crash. The method utilizes a ratio of gross domestic product (GDP) to national energy consumed in a framework that bridges the gap between safety and energy, leveraging extensive studies of the economic impact of motor vehicle crashes. The energy costs per fatal, injury, and property-damage-only (PDO) crashes in gasoline gallon equivalent (GGE) in 2017 were found to be 200,259, 4442, and 439, respectively, which are significantly greater than impacts from induced congestion alone. The results from the motor vehicle crash data show a decreasing trend of EES per crash type from 2010 and 2017, due primarily in part to a decreasing ratio of total energy consumed to GDP over those years. In addition to the temporal analysis, we conducted a spatial analysis addressing national-, state-, and local-level EES comparisons by using the proposed framework, illustrating its applicability.

In Finland, all fatal on-road and off-road motor vehicle crashes are subject to an in-depth investigation coordinated by the Finnish Crash Data Institute (OTI). This study presents an exploratory and two-step cluster analysis of fatal pedestrian crashes between 2010 and 2019 that were subject to in-depth investigations. In total, 281 investigations occurred across Finland between 2010 and 2019. The highest number of cases were recorded in the Uusimaa region, including Helsinki, representing 26.4% of cases. Females (48.0%) were involved in fewer cases than males; however, older females represented the most commonly injured demographic. A unique element to the patterns of injury in this study is the seasonal effects, with the highest proportion of crashes investigated in winter and autumn. Cluster analysis identified four unique clusters. Clusters were characterised by crashes involving older pedestrians crossing in low-speed environments, crashes in higher speed environments away from pedestrian crossings, crashes on private roads or in parking facilities, and crashes involving intoxicated pedestrians. The most common recommendations from the investigation teams to improve safety were signalisation and infrastructure upgrades of pedestrian crossings, improvements to street lighting, advanced driver assistance (ADAS) technologies, and increased emphasis on driver behaviour and training. The findings highlight road safety issues that need to be addressed to reduce pedestrian trauma in Finland, including provision of safer crossing facilities for elderly pedestrians, improvements to parking and shared facilities, and addressing issues of intoxicated pedestrians. Efforts to remedy these key issues will further Finland’s progression towards meeting Vision Zero targets while creating a safer and sustainable urban environment in line with the United Nations sustainable development goals.

The objective of this study was to develop crash modification factors for four treatment types: rectangular rapid-flashing beacon (RRFB), pedestrian hybrid beacon (PHB), pedestrian refuge island (RI), and advance yield or stop markings and signs (AS). From 14 cities throughout the United States, 975 treatment and comparison sites were selected. Most of the treatment sites were selected at intersections on urban, multilane streets, because these locations present a high risk for pedestrian crashes and are where countermeasures typically are needed most. For each treatment site, relevant data were collected on the treatment characteristics, traffic, geometric, and roadway variables, and the pedestrian crashes and other crash types that occurred at each site. Cross-sectional regression models and before–after empirical Bayesian analysis techniques were used to determine the crash effects of each treatment type. All four of the treatment types were found to be associated with reductions in pedestrian crash risk, compared with the reductions at untreated sites. PHBs were associated with the greatest reduction of pedestrian crash risk (55% reduction), followed by RRFBs (47% reduction), RIs (32% reduction), and AS (25% reduction). The results for RRFBs had their basis in a limited sample and must be used with caution.

BACKGROUND: For young adults with disabilities, post-high school outcomes in employment, higher education, and independent living are markedly worse than their peers without disabilities. As a result, legislation and research aimed at supporting transitioning students has increased. Further, numerous initiatives that better support youth and families have been implemented at the state and local level. Collaboration within and across service delivery systems has been identified as a critical aspect of transition planning and supports; however, evidence-based research related to the implementation and effects of collaborative partnerships is limited. OBJECTIVE: In the current study, we identify transition professionals’ perceptions of collaborative factors that facilitate and inhibit collaboration. METHOD: This study utilizes a single-state survey research design to examine the viewpoints of transition professions, specifically educators, Vocational Rehabilitation professionals, and community supports providers. RESULTS: Variance in perceptions were found among participant role groups. Specifically, educators as a whole report that time and workload barriers affect their ability to collaborate effectively. Further, findings indicate that ensuring individual collaborative team member responsibility is perceived as an effective strategy. CONCLUSIONS: These findings may be applied to technical assistance providers when developing team-level evaluations to monitor current levels and support needs of collaborative transition planning teams.
