The Rational Planning Approach in Public Art Production: Evaluating the Quality of Urban Sculpture Plans in Shanghai

This paper proposes a theoretical framework for public art plan quality evaluation and critically examines its limitations. The argument is twofold. First, the proposed framework embodies a rational planning approach to public art planning, which caters to both traditional and utilitarian types of public art, and advocates creating an environment conducive to social practice art. This framework largely applies to countries with strong rational planning systems like China. Second, while China’s urban sculpture planning system possesses strengths in terms of policies, it is weak when it comes to addressing public participation, implementation, and interorganizational coordination. That said, the plans as realized are highly influenced by individual planners and some of them excel in these areas of broader systemic weakness.

One of the most fundamental principles of Good Governance is the principle of participation. The more substantial public participation in the decision-making process the better the government's policy products. The national development planning system regulated in the form of legislation, has incorporated the principle of participation in such instruments. However, in some respects, the legislation has not been set ideally about the normative limits on the extent to which the public participation is real can be done, so as to guarantee the quality of the resulting product policies. Sistem perencanaan pembangunan nasional yang diatur dalam bentuk perundang-undangan, telah memasukkan prinsip partisipasi dalam instrumen hukum tersebut. The purpose of this study is to evaluate the perception of healthcare professionals in improving the quality of services in healthcare centers by deploying the platform of Enterprise Resource Planning (ERP). Individual attributes, organizational impression, information, and the system quality of ERP have been used to evaluate the overall influence of integrated planning systems on health care service quality. A mixed methods approach is used to collect and examine data through triangulation. Data for the empirical study was collected from 279 medical professionals of five healthcare organizations operating in the city of Lahore, Pakistan, through a self-administered questionnaire. Descriptive statistics squared multiple correlations and reliability coefficients were used as data analysis tools. Moreover, the goodness of fit test of the structural model was conducted through AMOS 20. All given dimensions of ERP are postulated to have a positive effect on healthcare service quality. The results reveal that the use of an enterprise planning system has a positive impact on individuals, organizational information quality, and system quality in healthcare services. The study further concludes that a well implemented ‘Enterprise Resource Planning System’ results in better system output and enables healthcare professionals to provide better healthcare service quality.

This research has critically argued that a vigilant combination of flexibility and certainty in spatial planning can bring about the most optimum planning outcomes. Therefore, to reproachfully evaluate the core argument, this research has tried to empirically respond to the research question of which balance of government intervention and market freedom produces the optimal economic, social and spatial outcomes. This research question has been further translated into an associated central hypothesis i.e., a hybrid planning system with an optimal balance between discretionary and regulatory planning approach can bring about the desired economic, social, and spatial outcomes.

In this study, we propose a new process planning system for machining operations, one which considers user strategies and intentions for such operations. In previous process planning systems, the machining sequence is calculated geometrically, based on the Total Removal Volume (TRV) and the machining primitive region split from TRV. However, it remains difficult to determine the best machining sequence from among the large number of machining sequences calculated. Also, previous process planning systems do not consider user strategies and intentions in determining the appropriate machining sequence. Our new approach stores geometrical properties of the machining primitives when the user selects a machining sequence. Using these stored geometrical properties, the appropriate machining sequence can be automatically selected. User strategies and intentions are thus considered in determining a machining sequence based on learned geometrical properties. A case study was conducted to show the effectiveness of our proposed process planning approach. In the case study, user-specific machining sequences were automatically determined for various users, based on the relation among the geometrical properties of the machining primitives and the individual user’s strategies and intentions.

Both external and internal quality of fruits such as tomatoes can be evaluated by different methods, but all most all of the methods are destructive. For this reason, there is a need to reassess some of the alternative techniques. Nondestructive quality evaluation is an attractive alternative. The principles of different nondestructive quality evaluation techniques such as optical, physical, and fluorescence techniques applied to tomato fruit is explained. Successful application of these techniques that could be used for evaluation of different quality attributes are illustrated. The advantages of nondestructive quality evaluation techniques are that they are very fast, easy, labor- and time-intensive, and inexpensive. These techniques could also be useful to evaluate the quality of other vegetables.

The Taguchi capability index, which reflects the expected loss and the yield of a process, is a useful index for evaluating the quality of a process. Several scholars have proposed a process improvement capability index based on the expected value of the Taguchi loss function as well as the corresponding cost of process improvement. There have been a number of studies using the Taguchi capability index to develop suppliers’ process quality evaluation models, whereas models for evaluating suppliers’ process improvement potential have been relatively lacking. Thus, this study applies the process improvement capability index to develop an evaluation model of the supplier’s process improvement capability, which can be provided to the industry for application. Besides, owing to the current need to respond quickly, coupled with cost considerations and the limits of technical capabilities, the sample size for sampling testing is usually not large. Consequently, the evaluation model of the process improvement capability developed in this study adopts a fuzzy testing method based on the confidence interval. This method reduces the risk of misjudgment due to sampling errors and improves the testing accuracy because it can incorporate experts and their accumulated experiences.

In Italy, after the introduction of the Code of Cultural Heritage and Landscape in 2004, the Regional Landscape Plan (RLP) has acquired a coordination role in the urban planning system, for the implementation of policies for landscape protection and valorisation. The case study of the RLP of Sardinia is a paradigmatic application to the coastal area of the island, which is considered most vulnerable and subject to settlement pressure. The objectives of preservation and valorisation of the territorial resources should be transferred into local planning instruments by adopting strategies aimed at the preservation of the consolidated urban fabric, at the requalification and completion of the existing built-up areas according to the principles of land take limitation and increase in urban quality. The paper investigates the state of implementation and the level of integration of landscape contents in the local plans that have been adapted to the RLP, using a qualitative comparative method. In addition, the results of the plan coherence checks, elaborated by the regional monitoring bodies after the adaptation process, have been analysed to identify the common criticalities and weaknesses. The results highlight the lack of effectiveness of the RLP, after more than a decade since its approval, considering the limited number of adequate local plans and the poor quality of their analytical and regulative contents in terms of landscape protection and valorisation. Conclusions suggest some possible ways to revise the RLP, focusing on the participation of local communities and the development of a new landscape culture.

In this paper a quality monitoring system for seismic while drilling (SWD) that integrates the whole process of data acquisition was developed. The acquisition equipment, network status and signals of accelerometer and geophone were monitored real-time. With fast signal analysis and quality evaluation, the acquisition parameters and drilling engineering parameters can be adjusted timely. The application of the system can improve the quality of data acquisition and provide subsequent processing and interpretation with high qualified reliable data.
