Transforming Dubai Logistics Corridor into a Global Logistics Hub

The case discusses the various factors that bolstered positioning Dubai as the ideal location for a logistics hub, located at the crossroads of international trade and commerce between the Eastern and Western worlds. Dubai is also regarded as the gateway to the world’s most progressive markets which include Greater Africa, the Indian subcontinent, and the East European countries. The case illustrates some of the critical challenges faced by the city in particular and the country as a whole, in the past decade, thereby evaluating the issues and risks that can hinder its strategic logistics developmental roadmap. The case can be taken up for subjects such as logistics and supply chain management, operations management, global logistics systems, warehouse management and strategic management, and to enrich concepts related but not limited to facility location strategy, logistics network expansion strategy, country analysis, distribution hub location strategy, etc.

Electric cargo bicycles have become a popular mode of transport for last-mile goods deliveries under conditions of restricted traffic in urban areas. The indispensable elements of the cargo bike delivery systems are loading hubs: they serve as intermediate points between vans and bikes ensuring loading, storage, and e-vehicle charging operations. The choice of the loading hub location is one of the basic problems to be solved when designing city logistics systems that presume the use of electric bicycles. The paper proposes an approach to justifying the location of a loading hub based on computer simulations of the delivery process in the closed urban area under the condition of stochastic demand for transport services. The developed mathematical model considers consignees and loading hubs as vertices in the graph representing the transport network. A single request for transport services is described based on the set of numeric parameters, among which the most significant are the size of the consignment, its dimensions, and the time interval between the current and the previous requests for deliveries. The software implementation of the developed model in Python programming language was used to simulate the process of goods delivery by e-bikes for two cases—the synthetically generated rectangular network and the real-world case of the Old Town district in Krakow, Poland. The loading hub location was substantiated based on the simulation results from a set of alternative locations by using the minimum of the total transport work as the efficiency criterion. The obtained results differ from the loading hub locations chosen with the use of classical rectilinear and center-of-gravity methods to solve a simple facility location problem.

Container terminals are playing an increasingly important role in the global logistics network; however, the programming, planning, scheduling, and decision of the container terminal handling system (CTHS) all are provided with a high degree of nonlinearity, coupling, and complexity. Given that, a combination of computational logistics and deep learning, which is just about container terminal-oriented neural-physical fusion computation (CTO-NPFC), is proposed to discuss and explore the pattern recognition and regression analysis of CTHS. Because the liner berthing time (LBT) is the central index of terminal logistics service and carbon efficiency conditions and it is also the important foundation and guidance to task scheduling and resource allocation in CTHS, a deep learning model core computing architecture (DLM-CCA) for LBT prediction is presented to practice CTO-NPFC. Based on the quayside running data for the past five years at a typical container terminal in China, the deep neural networks model of the DLM-CCA is designed, implemented, executed, and evaluated with TensorFlow 2.3 and the specific feature extraction package of tsfresh. The DLM-CCA shows agile, efficient, flexible, and excellent forecasting performances for LBT with the low consuming costs on a common hardware platform. It interprets and demonstrates the feasibility and credibility of the philosophy, paradigm, architecture, and algorithm of CTO-NPFC preliminarily.

The paper examines the developmental status of four of the next candidate countries’ information infrastructures for accession into the European Union (EU). It develops significant relationships between nations’ levels of information infrastructure development and their economic and social developments, and applies these relationships to evaluate investment needs for a select group of accession countries called the Visegrad Four. Using cross-country analysis the candidate countries were compared to other countries and were classified into like groups using cluster analysis while their relative developments were evaluated using regression modeling. Developmental requirements and capital needs to promote growth in their information and communications industries were then identified. It is hoped that the paper will offer a comparative glimpse of the information and communications infrastructures of some Central and East European countries as compared to other nations.

Decision-making in complex logistics systems involves high risks and associated impacts. A way to forecast the impacts of these decisions is through the use of systems simulation projects, where the systematic impacts of the parameters can be visualized. This study presents a project based on Discrete-Event Simulation (DES) that analyses Brazilian soybean export logistics from producing regions to main international customers. The strategic analysis of a global logistics system using DES is a particularity of this study. At the conception stage, the conceptual modelling was made using IDEF-SIM (Integrated Definition Methods – Simulation) method, which allowed a better abstraction of reality and more accurate model implementation. The experimental analysis took place through the construction of 39 scenarios with specific characteristics that verified system behaviours through proposed changes. The analyses and decisions are based on costs. The simulations indicated the necessity for: a) an integrated management between the systems agents; b) the development of internal transportation infrastructure, especially railways and waterways, to increase competitiveness of Brazilian soybeans in the international market.

Globalization and decentralization of production generate the intensive growth of goods and transport flows, mostly performed by the maritime transport. Ports, as the main nodes in the global logistics networks, are becoming congested, space for their expansion limited, and traffic in their hinterland congested. As a solution to these and many other hinterland-transport-related problems stands out the development of dry port (DP) terminals. Selection of their location is one of the most important strategic decisions on which depends their competitiveness in the market and the functionality of the logistics network. Accordingly, the evaluation and selection of locations for the development of the DP in accordance with the requirements of various stakeholders is performed in this paper, as a prerequisite for the establishment of an ecological, economic, and socially sustainable logistics network in the observed area. To solve this problem, a new hybrid model of multi-criteria decision-making (MCDM) that combines Delphi, AHP (Analytical Hierarchy Process), and CODAS (Combinative Distance-based Assessment) methods in a grey environment is developed. The main contributions of this paper are the defined model, the problem-solving approach based on finding a compromise solution, simultaneous consideration of the environmental, economic, and social sustainability of the DP concept and its implementation in the regional international markets. The applicability of the approach and the defined MCDM model is demonstrated by solving a real-life case study of ranking the potential DP locations in the Western Balkans region. Based on the obtained results, it is concluded that in the current market conditions, it would be most realistic to open three DP terminals, in Zagreb, Ljubljana, and Belgrade.

The recession caused by the COVID-19 pandemic is affecting the activities of economic operators in the vast majority of sectors. It is obvious that the impact of the pandemic factor on the transport and logistics sector has reached a significant scale. Logistics companies involved in the movement (delivery) and storage of goods (cargo) were directly affected by SARS-CoV-2. As an integral part of production and distribution chains both domestically and in the global market, logistics companies directly promote trade and commerce and help companies deliver their products (goods) to customers (buyers, consumers). Thus, supply chain disruptions caused by the pandemic significantly affect the competitiveness of companies, communications, economic growth, job creation and preservation, business scaling. The paper examines the functioning of logistics systems and international transport supply chains in the difficult conditions of recession caused by the COVID-19 pandemic. A critical analysis of the architecture, capabilities and efficiency of global logistics and the challenges that shape modern trends and behaviour (production, sales, marketing, etc.) of economic entities. The paper examines the effects of the SARS-Cov-2 pandemic on the efficiency of these systems, namely – economic and marketing aspects, as well as changes in the organizational structure. The study identifies and analyses current transformations of trade and logistics relations and emphasizes the need to develop a new logistics architecture taking into account key factors influencing the industry through the definition of a set of economic (financial, commercial, investment) indicators that reflect the state of the industry with further development of effective strategic measures to support and develop logistics architecture based on innovation and implementation of non-conflicting business practices.
