Do sports mega-events boost public funding in sports programs? The case of Brazil (2004–2015)

This article explores public expenditure in Brazilian sport from 2004 to 2015 and aims to understand if hosting sport mega-events has influenced investments in different types of sport (elite sport and educational/participation sport). Data were collected through governmental records and examined through descriptive statistics. Positive and negative variations of spending were reported, regarding both the overall budget allocated to sport and among the different types of sport. This study concluded that sport mega-events have influenced the funding of sports programs to some extent, but other aspects of public funding are likely to be more significant influencers on the observed variations. The study also argues that further research on different host countries is necessary to understand the impact of sport mega-events on public sport funding.

This paper aims to contribute to the discussion about firm’s innovation, focusing at university–industry interactions (UII), funding and innovation outcomes. The research analysed the data of 325 Brazilian firms that interacted with universities and/or research centres. Regression models were used to evaluate the impact of public funding, types of interactions and innovation outcomes. In addition, the moderation effect of public funds was tested in different types of interactions. The results show that the university–industry interactions based on the use of the university’s knowledge has a positive and significant relationship with firm’s product innovation, and the use of public funding has a negative and significant relationship with a firm’s innovation intensity. It is relevant to note that there are important specificities of the Brazilian context, such as the innovation-related public funding and its effectiveness for the firm’s innovative activities, which contributes to explaining the outcomes.

Der Artikel beleuchtet die Sparmassnahmen in Grossbritannien seit Ausbruch der Finanzkrise 2008 und ihre Auswirkungen auf das Bibliothekswesen. Nach der Regierungsübernahme der Konservativen Partei 2010 wurde ein rigoroses Sparprogramm initiiert, das die verschiedenen Bibliothekstypen in unterschiedlichem Maße betraf: Für die kommunal finanzierten Public Libraries hatten sie verheerende, teils existenzielle Auswirkungen, die Nationalbibliotheken waren ebenfalls stark, wenn auch unterschiedlich betroffen. Die Universitätsbibliotheken hingegen kamen etwas besser durch die Krise, vor allem weil ihre Trägerorganisationen die fehlenden staatlichen Mittel durch die Erhöhung von Studiengebühren ausgleichen konnten. The article analyzes the impact of the Austerity Programme on the different types of libraries of the United Kingdom, initiated by the Conservative Party in 2010. For the Public Libraries it had severe consequences that resulted in closings in many cases. While the development of the National Libraries wasn’t totally equal, they suffered budget cuttings and staff reduction as well, while the University Libraries went through the crisis quite unharmed, mainly because their mother organizations managed to compensate cuttings of public funding by raising tuition fees.

This article addresses key issues of sport mega events’ social and educational legacies. The rhetoric of the “legacy” of mega events has been imprinted in every bid presented to different countries and cities to influence their decision whether to host or not this type of event. Visible and also intangible effects are often cited as part of the “legacy” packaged to convince host citizens to adhere to the events. In the past few decades, several studies have been questioning the “legacy” rhetoric, presenting data demonstrating that despite the positive outcomes implied in the concept, these events often cause major impacts in the lives of host countries through several dimensions that cannot be painted with a “positive” tone. This study aims to analyze the educational legacies left by the 2014 FIFA World Cup (WC) in Porto Alegre, capital city of the Brazilian Southernmost state of Rio Grande do Sul. We gathered data using participant observation methodology, surveys, and interviews with inhabitants of communities affected by the WC works. Our data reveal that the lives of public schools, students, and families in the region affected by the event were severely disrupted by the WC works without neither the Local Organizing Committee nor the local authorities offering adequate compensation or plan to alleviate these communities’ damages. We conclude by arguing that the WC has provoked a negative educational impact over communities that were already socially disadvantaged and most in need of good functioning of their schools.

Abstract. Two studies carried out among Albanian public-sector employees examined the impact of different types of affirmative action policies (AAPs) on (counter)stereotypical perceptions of women in decision-making positions. Study 1 (N = 178) revealed that participants – especially women – perceived women in decision-making positions as more masculine (i.e., agentic) than feminine (i.e., communal). Study 2 (N = 239) showed that different types of AA had different effects on the attribution of gender stereotypes to AAP beneficiaries: Women benefiting from a quota policy were perceived as being more communal than agentic, while those benefiting from weak preferential treatment were perceived as being more agentic than communal. Furthermore, we examined how the belief that AAPs threaten men’s access to decision-making positions influenced the attribution of these traits to AAP beneficiaries. The results showed that men who reported high levels of perceived threat, as compared to men who reported low levels of perceived threat, attributed more communal than agentic traits to the beneficiaries of quotas. These findings suggest that AAPs may have created a backlash against its beneficiaries by emphasizing gender-stereotypical or counterstereotypical traits. Thus, the framing of AAPs, for instance, as a matter of enhancing organizational performance, in the process of policy making and implementation, may be a crucial tool to countering potential backlash.

This study examines the impact of public expenditure on economic growth in Russia. Fiscal multipliers for various items of government spending are calculated by means of our macroeconomic model of the Russian economy. Resources for fiscal stimulus and optimization are analyzed. In this study we assess Russia’s fiscal sustainability in conditions of various levels of oil prices. We conclude that fiscal stimulus is ineffective in Russia, while fiscal sustainability in conditions of a sharp drop in oil prices is relatively low.

With the growing insurrections in Syria in 2011, an exodus in large numbers have emerged. The turmoil and violence have caused mass migration to destinations both within the region and beyond. The current "refugee crisis" has escalated sharply and its impact is widening from neighbouring countries toward Europe. Today, the Syrian crisis is the major cause for an increase in displacement and the resultant dire humanitarian situation in the region. Since the conflict shows no signs of abating in the near future, there is a constant increase in the number of Syrians fleeing their homes. However, questions on the future impact of the Syrian crisis on the scope and scale of this human mobility are still to be answered. As the impact of the Syrian crisis on host countries increases, so does the demand for the analyses of the needs for development and protection in these countries. In this special issue, we aim to bring together a number of studies examining and discussing human mobility in relation to the Syrian crisis.

The purpose of this study is to evaluate the impact of public expenditure cuts on employment and income to support policies for the development of the labor mar- ket. Impact evaluation is of interest for policy makers as well as researchers. This paper presents a method – that is based on a Computable General Equilibrium model – to analyse the impact of the public expenditure cuts policy on employment and income in industries and occupations in Vietnam using macro data, the Input output table, 2006, 2008 and the 2010 Vietnam Household Living Standard Survey.
