Twenty five years after Portuguese EU accession, the labour market in general and the trade unions in particular are faced with severely regressive social measures that undermine past expectations of progress towards the achievement of the Social Europe project in Portugal. Thus, on the one hand, this article identifies some of the ambitions and possibilities earlier opened up for the Portuguese labour market, as well as trade union attitudes to European integration. It is argued, on the other hand, that, in the context of the economic crisis and the austerity measures to which Portugal is subjected, the sense of Portugal’s backwardness in relation to the ‘European project’ has become more acute. The article accordingly focuses on and examines some of the austerity measures and certain controversial issues associated with them. In a final section, the impact of austerity on labour relations and the reactions of social partners, in particular the trade unions, are analysed.

Формирование и развитие благоприятных социально-трудовых отношений между работниками и работодателями является важным направлением развития современного российского рынка труда. Однако полное доверие и понимание между субъектами трудовых отношений зачастую достигается посредством преодоления конфронтации сторон и борьбы интересов. Трудовые конфликты являются не только индикаторами социальной напряженности, но и средством обнаружения скрытых проблем на рынке труда. Статья посвящена характеристике социальной напряженности субъектов трудовых отношений в Российской Федерации, а также выявлению причин трудовых конфликтов и основных факторов их разрешения на основе данных авторского опроса. На основе исследования было установлено положительное влияние наличия профсоюзов, коллективных договоров, участия работников в коллективных переговорах для решения управленческих, организационных, административных и иных вопросов и участия работников в управлении организацией на социально-трудовые отношения на предприятиях. Оценка данного влияния позволяет выявить и оценить логику снижения конфликтности в трудовой сфере и повышения качества взаимоотношений между работниками и работодателями. Из ответов респондентов была получена оценка деятельности профсоюзов, результативности коллективных договоров на предприятиях, возможности участия работнико The formation and development of favourable social and labour relations between employees and employers is an important direction of the modern Russian labour market development. However full trust and understanding between the subjects of labour relations are often achieved by overcoming the confrontation of the parties and the struggle of interests. Labour conflicts are not only indicators of social tension, but also a means of detecting hidden problems in the labour market. The article is devoted to the characterization of the social tension of the subjects of labour relations in Russia, as well as the identification of the causes of labour conflicts and the main factors for their resolution based on the data of the author's survey. On the basis of the study, it was found that the presence of trade unions, collective agreements, the participation of workers in collective bargaining to solve managerial, organizational, administrative and other issues and the participation of workers in managing the organization are positively impacted on the social and labour relations in enterprises. Evaluation of this influence allows us to identify and evaluate the logic of reducing conflicts in the labour sphere and improving the quality of relations between workers and employers. We have received an assessment of the activities of trade unions, the effectiveness of collective bargaining agreements at enterprises, the possibility of workers participating in collective, and managing the organization from the responses of survey participants

The paper reviews the positions of the Hungarian social partners on the labour issues relating to EU accession. In addition to the topics dealt with in the 'Social Policy and Employment' chapter in the accession negotiations, the paper also discusses unions' and employers'views on labour migration, as well as how the adaptation of EU regulations in various sectors is likely to affect employment prospects. The paper argues that, on the one hand, social dialogue on EU accession can become more meaningful if employers and unions develop a co-ordinated strategy. On the other hand, appropriate back-up by experts is also required, because social partners ought to influence the complex system of negotiations being conducted, by experts of both the EU Commission and the Hungarian government, behind the scenes of high-level political negotiations. The authors also analyse the operation of social dialogue fora dedicated to EU accession issues. Hungary was the first East European candidate country to establish a joint committee with the Economic and Social Council (ESC), and within the country labour-related issues of accession have been delegated to the newly founded European Integration Council. In these fora the behaviour of trade unions is largely a consequence of the frustration over the fact that the current right-wing coalition government does not wish to go any further than formally observe the unions' consulting rights on major issues. At the same time organisational weakness and internal divisions still exist on the trade union side.

In the modern Russian philosophy, discussions about the phenomenon of computer simulations in the scientific research practice of conducting experiments are just beginning to pass the stage of initiation in small interdisciplinary groups studying this new direction for the philosophy of science. At the same time, in Western philosophy by the current moment there have been formed entire directions for the study of computer simulations. Different groups of researchers in different ways form ideas about the basic characteristics of simulations: from skeptical views on their nature, which are of no philosophical interest, to extremely revolutionary attitudes that assign simulations to the main role in the next expected turn of philosophy, comparable in its power to the linguistic turn in early XX century. One of the main controversial issues in Western philosophical thought was the search for relevant criteria and signs of simulations that could create a solid basis for formulating a rigorous definition of this phenomenon. Thus, through the definition, researchers first of all try, on the one hand, to solve the taxonomic problem of the correlation and interconnection of simulations with other types of experiment: natural, laboratory, mental, mathematical. On the other hand, to reveal for philosophy ontological and epistemological foundations of simulations, which carry the potential of new philosophical knowledge. This article is devoted to a brief review of the existing concepts of representatives of Western schools of thought on the phenomenon of computer simulations in the context of the philosophy of science. The structure of the review is built on three basic conceptual directions: 1) definition of the term "computer simulation"; 2) computer simulations as an experiment; 3) the epistemic value of simulations. Such a review can become the subject of discussion for Russian researchers interested in the impact of computer simulations on science and philosophy.

This article reports on research into social partnerships aiming at labour market inclusion that developed during the 1990s in Denmark, the UK and Spain. Some of these partnerships are directly related to corporate social responsibility (CSR initiatives in individual firms), whereas others are only indirectly related (for instance, active labour market policy initiatives at local, regional and national level). Developments such as new target groups for such policies, the weakening of the social partners, ideological change, policy transfer and budget constraints of the state have led to more partnerships taking a multipartite form, meaning that not only the public authorities and the social partners, but also new actors such as business networks, commercial operators and NGOs, participate. The involvement of new actors poses a challenge for the traditional actors – among them the trade unions. Whether the relations between traditional and new actors are best described by conflict or by cooperation cannot be explained by regime theories. The decisive factor seems to be the extent to which the new actors challenge the privileged positions of the traditional actors.

The new jurisdiction conferred on the Labour Court by Part IX of the Labour Relations Act 1987 has a number of facets. First, there has been a widening of the categories of worker who may use the procedure, not only under the 1987 Act but also by virtue of the State Sector Act 1988. Secondly, there have been substantial changes to the way in which the personal grievance procedure operates. Thirdly, the grounds upon which a personal grievance claim may now be brought have been expanded. Fourthly, the available remedies, whilst not substantially changed, have been "tidied up". The treatment of these changes in this paper will be selective. The procedural changes have been excellently covered in Mike Dawson's indispensable guide Handling Personal Grievances Under the Labour Relations Act 1987 (Canterbury Trade Unions Research and Training Group/UEA, 1988). I would like to take the opportunity to highlight what seem to me to be some of the more far-reaching changes and, in the course of the paper, touch only lightly on the distinctly "procedural" aspects of the changes since the Labour Relations Act 1987 carne into force. Surprisingly few decisions so far have turned on the new provisions. Most retread the familiar ground of unjustifiable dismissal.

This essay addresses the impact of industrialisation on the experience of work during the early 1800s. It presents the idea that industrial relations focused less on trade unions and more on broad labour/management contact and gave a new emphasis to the significance of the labour process. Also featured is a map of The Port of London in the 1830s, which is used as an example for evidence of change within the pre-industrial pattern of management/labour relations.

The concept of corporate social responsibility is in constant development. It passes from the sphere of large transnational companies to the smaller sized companies, in the field of SMEs. Although SMEs don’t have the impact of great corporations, they have a duty to carry out social responsibility programs. An SME, as a singular unit, does not have the social impact of transnational corporations, but the large number of SMEs creates a social impact comparable to the one generated by large corporations. Due to competitive pressures, large transnational companies have outsourced some activities. SMEs that have taken over these activities have taken over responsibility for social programs to offset the negative effects arising

Purpose The purpose of this paper is to investigate how active labour market policy (ALMP) training programmes and hiring subsidies increase or decrease differences in the unemployment risk between lesser and higher educated people during an economic downturn. A focus is put on potential job competition dynamics and cumulative (dis)advantages of the lesser and higher educated. Design/methodology/approach The paper uses multi-level data. The fifth wave (2010) of the European Social Survey was used and combined with macro-level data on labour market policies of the OECD. The sample consisted of 18,172 observations in 19 countries. Findings The results show that higher levels of participation and spending on training policies are related to a smaller difference in the unemployment risks of the educational groups. Higher training policy intensity is associated with a lower unemployment risk for the lesser educated and a higher unemployment risk for the higher educated. This implies that the lesser educated are better able to withstand downward pressure from the higher educated, thereby, reducing downward displacement during an economic downturn. Hiring subsidies do not seem to be associated with the impact of education on unemployment. Originality/value The paper adds to the discussion on ALMP training and hiring subsidies that are primarily rooted in the human capital theory and signalling theory. Both theories ignore the social context of labour market behaviour. The job competition theory and cumulative (dis)advantage theory add to these theories by focussing on the relative position of individuals and the characteristics that accompany the social position of the individual.
