Give Us Your Tired, Your Poor and We Might Buy Them Dinner: Social Capital, Immigration, and Welfare Generosity in the American States

A long-standing debate persists regarding how social capital relates to diversity and inequality in the American states. Putnam argues social capital leads to greater equality and tolerance; however, others find that it increases racial inequality. We build on Soss, Fording, and Schram’s Racial Classification Model (RCM) and theorize that social capital enhances social trust and empathy in homogeneous contexts and favors paternalistic and punitive social controls in diverse contexts. We test this using the case of immigration and welfare generosity following the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996. Using state-level data from 1997 to 2009, we find that under conditions of low immigration, social capital is associated with increased social trust and empathy; however, as immigration increases, social capital pivots toward favoring mechanisms of social control. Specifically, social capital increases Temporary Assistance for Needy Families (TANF) cash benefit levels, but only when immigration levels are low. In high-immigration contexts, social capital is associated with decreased welfare generosity.

This article examines the differential effects of social capital on policy equity in state outcomes. Specifically, it explores the relationship between social capital and incarceration rates in the American states paying particular attention to racial disparities in incarceration rates. Building on work by Hero, I present a theoretical explanation and empirical support for how social capital operates differently under different racial contexts. I argue that social capital enhances social empathy in homogeneous contexts and social controls in diverse contexts. Using state-level longitudinal data on the contiguous states, I find that social capital is positively associated with incarcerations, but only for African Americans. Furthermore, the effects of social capital appear to be conditional on racial context where this relationship is stronger as minority group size increases.

Background: Social capital is a construct of interaction and social trust in one’s fellow community members. These interactions can provide a safety net for individuals in terms of information, social support, and adherence to social norms. While a number of studies have previously examined the relationship between social capital and health outcomes, few have examined the theparallel relationship of social capital and geographic "place" with respect to health outcomes. Methods: Considering social capital as facilitated by specific structures, we evaluate the relationship between neighborhood-level social capital and disability rates in a major Southern US city. Disability rates were collected through neighborhood-level data via the AmericanCommunity Survey (ACS) and compared to a geocoded map of neighborhood-level social capital measures during spring, 2016. Results: Higher social capital within a neighborhood coincided with lower disability rates in that neighborhood (r=-0.14, P=0.016) when compared to random assortment models. Conclusion: Findings from this research add evidence to the value of the built environment, not only providing resources and shaping choices, but for facilitating important social relationships.

By using American state-level data from 1999 to 2008, this article explores how the recent immigrant influx has influenced public welfare spending in the American states. By integrating the race/ethnicity and globalization compensation theory, I hypothesize that immigration will increase welfare spending in states with a bleak job market and exclusive state immigrant welfare policy; in contrast, immigration will decrease welfare spending in states with a good job market and inclusive state immigrant welfare policy. Empirical tests show evidence for both hypotheses, suggesting that the applicability of general political science theories depends on a combination of state policy and economic contexts.

Abstract I examine the relationship between labor unions and voter turnout in the American states. Though it is well known that unions increase turnout directly, we know less about their indirect effects. Moreover, the indirect effects may consist of nonmember mobilization and aggregate strength. To examine the direct and indirect mechanisms, I analyze both state-level panel data and individual-level data with a multilevel approach. First, my panel analysis shows that unions are positively associated with turnout as expected. Yet, the association is observed only in midterm elections, but not in presidential elections. Second, more importantly, my individual-level analysis suggests that indirect nonmember mobilization and indirect aggregate strength are positively related to turnout, while direct member mobilization is not. The findings imply that the direct effects are limited and, thus, that decreasing levels of voter turnout due to recently declining union membership come primarily from indirect mobilization rather than direct mobilization.

Abstract Background: Mental health has declined during the COVID-19 pandemic, and social capital, as a determinant of health, may serve to buffer those declines. Methods: Building from this, we assessed whether pre-pandemic social capital, which included indicators of social trust, civic participation, and the presence of mask mandates affected pandemic mental health, measured as the percent of the population experiencing symptoms of depression and anxiety at the state level. Results: Generalized social trust and state mask mandates were significantly associated with lower levels of depression and anxiety. Conversely, states with greater civic engagement prior to the pandemic experienced more anxiety and depression.Conclusions: Findings suggest that existing social capital, particularly social trust, may protect against anxiety and depression and contribute to community resilience during times of adversity. States should invest in policies and programs that increase social trust.

Americans not only bowl less today than they did fifty years ago, but also some bowl more than others. This is one of the major and simple messages of Robert Putnam's influential study of social capital in America. Using a variety of data sources, Putnam documents a significant variation in the states' levels of social capital, while arguing for specific general causes of the decline of social capital across the United States. Here, we evaluate the power of Putnam's theory in explaining state-level variation of stocks of social capital. We find that the strongest determinants of social capital levels are basic social and economic differences between states, such as education, church membership, farming and unemployment. Controlling for these determinants, we also find no evidence for a much-debated link between diversity and social capital.Since the publication of Putnam's book, a growing quantitative literature on social capital has contributed to a much more nuanced and theoretically precise understanding of the link between social capital and the quality of American democracy. Pamela Paxton, as well as Dora Costa and Matthew Kahn, have re-examined Putnam's finding of the aggregate decline in social capital in the United States since the 1960s. Putnam's claim that higher levels of social capital improve the functioning of democracy on the state level has been examined systematically by, among others, Stephen Knack and Tom W. Rice. On a methodological level, Eric M. Uslaner has argued for a need to disaggregate different concepts of trust, and focus on generalized social trust and its effect on making democracy more effective.

<p><strong>A</strong><strong>bstract</strong><strong>. </strong>This study aims to determine the effectiveness of the Teams Games Tournament (TGT) learning model to improve student learning outcomes. This research is important because the lecture learning model makes learning meaningless so it impacts on low learning outcomes. This research uses quasi experiment using control class and experimental class. Respondents in this study were students of class X SMK 8 Semarang Academic Year 2017/2018. Sample selection using random sampling, class X1 is <em>used</em> as a control class and X2 is an experimental class. The experimental class was given an intervention by learning Teams Games Tournaments (TGT), while the control class used lecture learning. The effectiveness of the model was measured by the student test analysis method. then analyzed by completeness test and average difference test. The first empirical task is to identify the characteristics of municipalities which US-based migrants have come together to support financially. Using a nationwide, municipal-level data set compiled by the author, the chapter estimates several multivariate statistical models to compare municipalities that did not benefit from the 3x1 Program for Migrants with those that did, and seeks to explain variation in the number and value of 3x1 projects. The analysis shows that migrants are more likely to contribute where migrant civil society has become more deeply institutionalized at the state level and in places with longer histories as migrant-sending places. Furthermore, the results suggest that political factors are at play, as projects have disproportionately benefited states and municipalities where the PAN had a stronger presence, with fewer occurring elsewhere.

The growing diversity of U.S. communities has led scholars to explore how racial/ethnic diversity effects social capital, civic engagement, and social trust. Less is known about the relationship between diversity and the work of community-based organizations (CBOs). In this study, we examine how the racial/ethnic composition of one ubiquitous type of CBO, religious congregations, is related to measures of organizational bridging social capital. Analyzing data collected through a census of congregations in one Midwestern county, we explore the relationship between racial/ethnic diversity and the bridging activity of religious congregations. We find that multiracial congregations are more likely to be involved with externally focused service programs, tend to support a larger number of programs, and report more interorganizational collaborators than other congregations. Our findings suggest that multiracial congregations can provide a valuable resource for increasingly diverse communities and civil society.
