Democratic elections in the Philippines and India in 2019 yielded a paradoxical result: the strengthening of the political hegemony of personalities partial to authoritarian rule. An examination of economic, social, and political conditions prior to the elections shows that the usual paradigms used to explain voters’ choices – class theory, rational choice theory, and patron–client theory – fail to account for the sweeping victories of Philippine President Rodrigo Duterte and Indian Prime Minister Narendra Modi. A more useful framework is that of charismatic authority derived from Max Weber. Employing this paradigm, the article discusses the origins of charismatic authority in the two polities, the differences in charismatic appeal, the social construction of charisma, charisma and the creation of the Other, and the democratic dialectic at the heart of charismatic authoritarianism.

Allenipeplus gen. nov. represented by A. philippinensis sp. nov., type species (Philippines, Luzon), A. alius sp. nov. (Philippines, Mindoro), A. harmonicus sp. nov. (Philippines, Mindanao) and A. vitellinus sp. nov. (Indonesian New Guinea), is described. This new genus combines characters with a mosaic spread among other cillaeine genera. We present a wide comparison of genera among the subfamily Cillaeinae, making it possible to elaborate a detailed diagnosis of the new genus and trace some order in character patterns and propose a hypothesis on the relationship of this genus to other groups known from the Indo-Malayan and Australian Regions. A detailed diagnosis of the new genus and key to the new species are given. The Adocimus-complex of the related genera including Allenipeplus gen. nov., Adocimus Murray, 1864, Ithyphenes Murray, 1864, Platynema Ritsema, 1885 and probably Brittonema Kirejtshuk, 2011 is defined. Some notes on the taxonomy of the genera Liparopeplus Murray, 1864 and Xanthopeplus Fairmaire, 1880, stat. nov. are given. Additionally, designation of a lectotype for Liparopeplus colastoides Murray, 1864 is made.

Various studies have been conducted among different countries to determine the relationship of ICT on productivity and employment, but the results vary among industries and firms. This research aims to examine the impact of ICT on the service sector productivity and employment in the Philippines through quantitative research methods. Findings on the relationship between ICT and Productivity show that all the independent variables have a linear relationship on the dependent variable while the findings on the relationship of ICT and Employment, only Labor Force Participation Rate shows a nonlinear relationship to the dependent variable. The researchers ought to impart knowledge about the opportunities and threats brought by ICT, which may guide the policymakers who formulate policies regarding the advancements brought by ICT.

Abstract. Arminudin AT, Suputa, Wijonarko A, Trisyono YA. 2020. Ultrastructure characters and partial mtDNA-COI haplotypes of Asian corn borer, Ostrinia furnacalis (Guenée) (Lepidoptera: Crambidae) from Indonesia. Biodiversitas 21: 2914-2922. In addition to the confirmation of the species of corn borer, we analyzed the relationship of Ostrinia furnacalis in Indonesia with that in other countries. Moths of O. furnacalis were collected from several areas in Java and Sumatra islands of Indonesia. Forewing and labial palpi scales were investigated under Scanning Electron Microscopy observation. A 658 bp of O. furnacalis partial COI gene sequences of 1480-2138 nucleotides were downloaded from GenBank and BOLD system databases. The ridge lamellae and window characters as unique ultrastructure characters of scale were further supported by the COI gene analysis. High similarity was observed between the Java and the Philippines specimens, but they were a different haplotype compared with Sumatra’s specimen. The results could provide the baseline data on the genetic variation of O. furnacalis in Indonesia.

Abstract Background Measles is a highly contagious disease that leads to substantial morbidity among pediatric patients. Vaccination has already been implemented in the Philippines, but still measles outbreak is resurgent. This study will be of importance because it can be utilized to establish the factors that lead to the recent measles outbreak. Objectives To describe the demographic and clinical profile of pediatric patients diagnosed with measles during the recent measles outbreak in a tertiary hospital in Central Luzon, Philippines; and to investigate the relationship of nutrition and measles immunization status with the outcomes of measles. Methods Cross-sectional analytic study, conducted in Tertiary training government hospital. Included in the study were less than 19 years old, admitted between January and April 2019, and manifested the following criteria for suspected measles:fever, generalized maculopapular rash, cough, coryza, conjunctivitis. Descriptive statistics was used to present data for the clinico-demographic profile of patients. A correlation study was done by determining the statistical significance of the relationship of nutrition and vaccination status with measles complications and outcomes; and the relationship of complications with outcomes of patients. Results In total, 373 patients were included in this study, 60% (224) were males; 40% (149) were females. The majority was under 0–6 months, 40% (149). Most cases came from Pampanga, 333 (89.2%). A total of 355 (95%) patients were classified as clinically compatible measles, seven (2%) were laboratory confirmed, and all seven had measles IgM antibodies, four (1%) were epidemiologically linked cases. Most of the cases manifested the classic symptoms of measles: fever 100%, rashes 99%, cough 96%, colds 84%, conjunctivitis 55%, and Koplik’s spots was seen in only 13%. As to exposure, those with exposure (49%) and without exposure (51%) are almost the same. The majority of the patients (285, 76%) had no measles vaccine and the top reason for non-immunization is the issue of the patients being too young for vaccination. The majority had normal nutritional status (72.4%). Three hundred and twelve patients reported the occurrence of clinical complications in patients with measles. Pneumonia was seen in 75% of cases and 9.3% had diarrhea. The occurrence of diarrhea is not directly correlated (P = 0.823) with the outcome of measles while Pneumonia shows a significant correlation (P < 0.001) with the outcome of measles. Death among patients was seen in cases with pneumonia. The occurrence of pneumonia is not significantly correlated with nutritional status (P = 0.083) while diarrhea is significantly correlated with nutritional status(P = 0.027). Two hundred and forty-eight patients with normal nutritional status did not develop diarrhea. Vaccination status shows a significant correlation with the occurrence of pneumonia(P =0.001). Out of the 285 non-vaccinated cases, 223 developed pneumonia. Vaccination status did not show a significant correlation with the occurrence of diarrhea (P = 0.946). Nutritional status and vaccination status was not significantly correlated with measles outcome(P = 0.605 and 0.120).In terms of outcome, 90% of the patients were discharged while 10% died. Conclusion Most were males, aged 0 to 6 months. There was a clustering of cases in Pampanga. The majority was classified as clinically compatible measles. The most common complication was pneumonia. Half had exposure to measles. The majority had no vaccine. The presence of diarrhea is significantly related to nutritional status. Pneumonia is significantly correlated with vaccination status and the outcome of measles. Most of the patients were discharged.

This study seeks to offer insight into the paradox between two ideologies that are currently being promoted in society and identify the relationship of both towards the indigenous community of the Ifugao in the Philippines. Inclusion is a growing trend in many areas such as education, business and development. However, there is ambiguity in terms of educating and promoting inclusion for indigenous groups, particularly in the Philippines. Mandates to promote cultural preservation also present limits to the ability of the indigenous people to partake in the cultures of mainstream society. The people of the Ifugao, together with other indigenous tribes in the Philippines, are at a state of disadvantage particularly due to the discrepancies between the rights that they receive relative to the more urbanized areas of the country. The divided vantages from the desire to preserve their culture and to become inclusive in delivering equal rights and services seems to present a rift and a dilemma on which ideology to promulgate. Apart from the imbalances, the stand of the Ifugao regarding this matter is unclear, particularly if they observe and follow a central principle. Given the notions of inclusion to accommodate everyone regardless of “race, gender, disability, ethnicity, social class, and religion, it is highly imperative to provide clarity to this issue, and identify what actions to take regarding them. The study aims to understand how they are perceived, implemented and integrated and shall look for manifestations in three areas of the Ifugao, namely the Lamut, Lagawe, and Banaue. The study uses a qualitative-case study design, obtaining data through a review of documents and policies, interviews and observations in order to identify the current status of both ideologies in terms of implementation, integration and acceptance for the Ifugao people in the Philippines.

The problem of child labor has long been studied by economists, and most of it focuses on the microeconomic perspective. For this study, the researchers have decided to shift their focus to macroeconomic analysis. This study focuses on the effects of globalization and economic growth on the prevalence of child labor in the Philippines, mainly focusing on globalization, by using time-series analysis. Studies suggested that there is an inverted U-shaped relationship between globalization and child labor in developing countries, while other studies have determined a U-shaped relationship. The findings of this study reveal that there is no U-shape relationship between the variables but instead follows a linear relationship between globalization and child labor in the Philippine context. However, the lack of data and research publication on a national scale could influence the empirical results. Furthermore, this research can be used as literature in future studies.
