Racial neoliberal philanthropy and the arts for social change

Major philanthropic organizations are increasingly turning to the arts for social change [AFSC] to address racial injustices ranging from racialized poverty and mass incarceration, to health and educational disparities. This article problematizes the emergence, and increased celebration, of AFSC philanthropy by situating it within successive articulations of racial neoliberalism. Focusing on the Canadian context, I argue that this ‘progressive turn’ in arts philanthropy is the product of a series of neoliberal political-economic and ideological shifts that uniquely punish(ed) the racialized poor on a material level, while simultaneously producing these same communities and their artistic practices as attractive sites of investment for a primarily white and increasingly empowered philanthropic base. Drawing on a series of examples, I show how contemporary approaches to AFSC philanthropy – particularly those that mobilize ‘business-like’ strategies, priorities, and tools in pursuit of social change – function to extend and legitimize the ‘post-racial’ ideological foundations of the racial neoliberal project, resulting in a paradoxical phenomenon that I term ‘racial neoliberal philanthropy’. In addition to making the case for centering race in extant critical work on the political economy of philanthropy, this article – as well as the concept of racial neoliberal philanthropy – highlights how well-intentioned organizational responses to racial injustice can, in fact, reify racial inequities through policies and programming that are seemingly ‘beyond race’.

This chapter explores the international and interdisciplinary backdrop of Lincoln Kirstein’s efforts to form an American ballet in the early 1930s. The political, economic, and cultural conditions of the Depression reinvigorated the search for an “American” culture. In this context, new openings for a modernist theory of ballet were created as intellectuals and artists from a wide range of disciplines endeavored to define the role of the arts in protecting against the dangerous effects of mass culture. Chapter 1 sheds new light on well-known critical debates in dance history between Kirstein and John Martin over whether ballet, with its European roots, could truly become “American” in contrast to modern dance. Was American dance going to be conceived in nationalist or transnationalist terms? That was the deeper conflict that underlay the ballet vs. modern dance debates of the early 1930s.

The paper points out some of the existing limitations of science, in terms of its isolation, highly specialized nature of knowledge and its language, its present linkages and their consequences. It points out the nature of technology, particularly with regard to control of resources and generation and preservation of inequalities, in addition to inefficient machines and systems and pollution problems. It also points out the unequal relationship between the developing and advanced countries and the political, economic and technological pressures exerted on the former by the latter to play a satellitic role. The paper suggests that major transformations could be effected when scientific and technological developments could be linked to a movement of social change. It goes on to suggest concrete steps which could be taken to effect that.

Hamburg's Bismarck memorial, unveiled in 1906, is considered to be one of the greatest expressions of Imperial Germany's Bismarck cult and an important development in the history of German memorial art. This article looks beyond these contextual categories to focus on the political and cultural exigencies specific to Hamburg which gave birth to the memorial. It suggests it was born of the desire of Hamburg's patrician classes to defend their political privileges in the face of dramatic social change and attendant demands for political reform. To those who presided over its construction, it was also a means of asserting Hamburg's cultural aspirations and of shrugging off a reputation as a city hostile to the arts. The article examines some of the memorial designs submitted to a competition as a means of illustrating the functions it was intended to fulfil, but argues that it failed to fulfil both. Meeting widespread disapproval among the working classes, the memorial could not stay their increasing support for the Social Democrats. Although widely admired, the monument did not stimulate further significant patronage of the arts in Hamburg.

Laurent Dubreuil provocatively proposes an extremist rethinking of the limits of politics – toward a break from politics, the political and policies. Rather than yet another re-articulation, he calls for a refusal of politics, suggesting a form of apolitics that would make our lives more liveable. The first chapter situates the refusal of politics in relation to different contemporary theoretical attempts to renew politics, and makes the case for a greater rupture. The second moment takes up what is liveable in life by way of apolitical experience, in contrast to appropriations of the collective, including a discussion of the arts. Finally, Dubreuil draws up an incomplete inventory of means: forms of existence – often frail and fleeting – that make an exit toward atopia.

South Beirut has recently become a vibrant leisure destination with a plethora of cafés and restaurants that cater to the young, fashionable, and pious. What effects have these establishments had on the moral norms, spatial practices, and urban experiences of this Lebanese community? From the diverse voices of young Shi'i Muslims searching for places to hang out, to the Hezbollah officials who want this media-savvy generation to be more politically involved, to the religious leaders worried that Lebanese youth are losing their moral compasses, this book provides a sophisticated and original look at leisure in the Lebanese capital. What makes a café morally appropriate? How do people negotiate morality in relation to different places? And under what circumstances might a pious Muslim go to a café that serves alcohol? This book highlights tensions and complexities exacerbated by the presence of multiple religious authorities, a fraught sectarian political context, class mobility, and a generation that takes religion for granted but wants to have fun. The book elucidates the political, economic, religious, and social changes that have taken place since 2000, and examines leisure's influence on Lebanese sociopolitical and urban situations. Asserting that morality and geography cannot be fully understood in isolation from one another, the book offers a colorful new understanding of the most powerful community in Lebanon today.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. Affluent democracies have experienced tremendous socio-economic changes since the mid- twentieth century, which has reshaped public opinion, party programs, and electoral choices. This chapter first summarizes the societal changes that have been a driving force behind the political changes described in this study. One pattern involves the longstanding economic issues of contemporary democracies, and shifting social positions on these issues. In addition, an evolving cultural cleavage and its ties to broader attitudes toward social change have altered citizen policy preferences. In most affluent democracies, the parties’ responses to these changing citizen demands have produced a realignment to represent both economic and cultural positions. The chapter concludes by discussing the implications of the findings for the working of electoral systems and the democratic process more broadly.

This book chronicles the history of education policymaking in India. The focus of the book is on the period from 1964 when the landmark Kothari Commission was constituted; however, to put the policy developments in this period into perspective major developments since the Indian Education Commission (1882) have been touched upon. The distinctiveness of the book lies in the rare insights which come from the author’s experience of making policy at the state, national and international levels; it is also the first book on the making of Indian education policy which brings to bear on the narrative comparative and historical perspectives it, which pays attention to the process and politics of policymaking and the larger setting –the political and policy environment- in which policies were made at different points of time, which attempts to subject regulation of education to a systematic analyses the way regulation of utilities or business or environment had been, and integrates judicial policymaking with the making and implementation of education policies. In fact for the period subsequent to 1979, there have been articles- may be a book or two- on some aspects of these developments individually; however, there is no comprehensive narrative that covers developments as a whole and places them against the backdrop of national and global political, economic, and educational developments.

This chapter takes a biographical approach to Lincoln Kirstein’s creation of a modernist theory of ballet to situate its development in the 1930s cultural wing of the Popular Front and explore its evolution through and after World War II. Fueled by the cultural front’s belief in the role of the arts in social revolution, Kirstein seized the opportunity to decouple ballet from existing biases about its elitism and triviality, and formulate new ideas about its social relevance in the Depression period. After exploring the development of Kirstein’s social modernism in the cultural front, chapter 2 then turns to the challenges posed to the 1930s belief that art could be productively combined with politics through two major turning points in Kirstein’s life. These are his experiences in World War II, and the erosion of his own artistic role in the ballet company after the formation of the New York City Ballet and the ascendance of George Balanchine’s dance-for-dance-sake aesthetic in the late 1940s. The chapter illustrates Kirstein’s attempts to negotiate the social modernist aesthetic he crafted under the wing of the cultural front within the volatile political, economic, and artistic circumstances of World War II, anticommunism, and the Cold War.
