This contribution investigates the anthropological foundations of European democracies’ continuous entanglement with economic and military expansionism and a hierarchical separation between public and private spheres, both of which have enabled the appropriation of nature and others’ labour as property on which citizens’ abstract personhood could be founded. Drawing on an argument made by David Graeber, it is suggested that modern European history can be interpreted as a process of the ‘generalization of avoidance’, in which such abstract, property-based forms of personhood, which were initially what defined the superior party in relations of hierarchy, came to be a model for the figures of market participant and citizen within the spheres of formal equal exchange of economy and politics. From this perspective, and building on an account of different stages of capitalist history as ‘subjectivation regimes’, the article then analyses the transition from the ‘exclusive democracy’ of post-war organized capitalism in Western Europe, in which citizens’ entitlement, through the collective guarantees of ‘social property’ (Castel), increasingly allowed individualized competitive practices of status attainment and gave rise to individualist movements for extended citizenship, to current-day flexible capitalism. This regime, seizing on those calls and instrumentalizing the desires for competitive status consumption, has effected a broad restructuring of the social as a unified field of competition in which new hierarchies and inequalities materialize in global chains of appropriation, causing a ‘dividual’ fragmentation of property-based personhood and generating calls for responsible citizenship as an inherent counter-movement. In conclusion, it is suggested that anthropologists have much to contribute to investigating the possibility of democratic, post-capitalist ‘anthropologies of degrowth’.

For decades, public and scholarly debates on large, post-war housing estates in western Europe have been concerned with social decline. After 1989/1990, the point in time of fundamental societal change in eastern Europe, this concern was transferred to estates in post-socialist cities. However, empirical evidence for a general negative trend has not emerged. Recent publications confirm the persistence of social mix and highlight the differentiated trajectories of estates. This paper aims to contribute to an approach of how to conceptually make sense of these differentiated trajectories. Using data from a unique longitudinal survey in East Germany, starting in 1979, we investigate the state of social mix, drivers of social change and the inner differentiation in the housing estate Leipzig-Grünau. We found no proof for a dramatic social decline, rather there is evidence for a slow and multi-faceted change in the social and demographic structure of the residents contributing to a gradual social fragmentation of the estate. This is a result of path dependencies, strategic planning effects and ownership structures. We discuss these drivers of large housing estate trajectories and their related impacts by adapting a framework of multiple, overlapping institutional, social and urban post-socialist transformations. We suggest embedding the framework in a wider and a local context in which transformations need to be seen. In conclusion, we argue for a theoretical debate that makes sense of contextual differences within such transformations.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

The research issue peculiarities of wide Russian propaganda among the most Western ethnographic group – Lemkies is revealed in the article. The character and orientation of Russian and Soviet agitation through the social, religious and social movements aimed at supporting Russian identity in the region are traced. Tragic pages during the First World War were Thalrogian prisons for Lemkas, which actually swept Lemkivshchyna through Muscovophilian influences. Agitation for Russian Orthodoxy has provoked frequent cases of sharp conflicts between Lemkas. In general, attempts by moskvophile agitators to impose russian identity on the Orthodox rite were failed. Taking advantage of the complex socio-economic situation of Lemkos, Russian campaigners began to promote moving to the USSR. Another stage of Russian propaganda among Lemkos began with the onset of the Second World War. Throughout the territory of the Galician Lemkivshchyna, Soviet propaganda for resettlement to the USSR began rather quickly. During the dramatic events of the Second World War and the post-war period, despite the outbreaks of the liberation movement, among the Lemkoswere manifestations of political sympathies oriented toward the USSR. The article considers little-studied stories in Russian historiography about the post-war state of Yalta — one of the most famous health resorts of the Soviet Union, the «pearl» of the southern coast of Crimea. Based on the analysis of mainly archival sources, the most important measures of the party and Soviet leadership bodies, the heads of garrisons immediately after the withdrawal of the fascist occupation regime were analyzed. It was established that the authorities paid priority attention not only to the destroyed economy and infrastructure, but also to the speedy introduction of all-Union and departmental sanatoriums and recreation houses, other recreational facilities. As a result of their coordinated actions in the region, food industry enterprises, collective farms and cooperative artels, objects of cultural heritage and the social and everyday sphere were put into operation in a short time.

Three challenges are highlighted in this chapter to the realization of the social investment strategy in our twenty-first-century world. The first such challenge—intertemporal politics—lies in the term ‘investment’, a willingness to forego some measure of current consumption in order to realize often uncertain gains in the future that would not occur otherwise, such as better schooling, employment, and wage outcomes for the next generation. Second, the conditions that enabled our post-war predecessors to invest heavily in future-oriented public goods—a sustained period of economic growth and historically exceptional tolerance for high levels of taxation—no longer obtain. Third, the millennial cohorts who will bear the costs of a new, post-industrial, investment strategy are more economically divided than earlier cohorts and face multiple demands raised by issues such as population aging and global warming, among others.

This chapter concerns the politics of managing the domestic banking system in post-war Britain. It examines the pressures brought to bear on the post-war settlement in banking during the 1960s and 1970s—in particular, the growth of new credit creating institutions and the political demand for more competition between banks. This undermined the social democratic model for managing credit established since the war. The chapter focuses in particular on how the Labour Party attempted in the 1970s to produce a banking system that was competitive, efficient, and able to channel credit to the struggling industrial economy.

This chapter analyses inns, taverns, and public houses in their social context, exploring their organizational identity and the social positions of their owners/tenants. It examines how patrons express their class, gender, and national identity by participation in different kinds of sociality. Seventeenth- and eighteenth-century hostelries afforded more opportunities for cross-class sociability than in later centuries. Social mixing was facilitated because the venues fulfilled multiple economic, social, and political functions, thereby providing room for social interaction apart from communal drinking and eating. Yet, even in these earlier centuries, each type of hostelry already had a distinctive class character, shaping its organizational identity. Division along lines of class hardened, and social segregation increased in the nineteenth and twentieth centuries, up to World War II. In the post-War era, increased democratization of society at large became reflected in easier social mixing in pubs. Despite this democratization, during the late twentieth century the dominant image of pubs as a working-class institution persisted.

This chapter provides an account of how organilleros elicited public anger because their activity did not fit into any of the social aid categories that had been in place since the late eighteenth century. Social aid in Spain relied on a clear-cut distinction between deserving and undeserving poor in order to rationalize the distribution of limited resources and reduce mendicancy on the streets. Organilleros could not, strictly speaking, be considered idle, since they played music, but their activity required no specific skills and was regarded with suspicion as a surrogate form of begging. The in-betweenness of the organillero caused further anger as it challenged attempts to establish a neat distinction between public and private spaces. On one hand, organillo music penetrated the domestic space, which conduct manuals of the nineteenth century configured as female; on the other, it brought women into the public space, which those manuals configured as male.
