When a struggling high school may be placed on turnaround status during a bid for a school bond, the district considers replacing a beloved principal with a record of low test scores with an unpopular principal whose record shows increased student achievement. The school board must decide whether to prioritize finances, community support, student achievement, or state-level demands. This case presents many difficult decisions schools and districts are required to make. Key factors discussed in the case include principal turnover, student academic achievement, teacher retention, school culture, and power.

Many social service agencies, for example, those serving the elderly, people with mental illness, or those in poverty and looking for work, operate their own van service for their own clientele. That type of service, if viewed regionally, is often duplicative and inefficient. The duplicative approach toward serving transportation-disadvantaged people has led to coordination as a policy response. However, key elements that policy makers need to consider are usually not well understood or delineated. There are four key factors and six subfactors that should be addressed in the pursuit of statewide policies of transportation coordination. The four key factors are to explicitly define what coordination means, to pursue efforts of coordination at the state level, to understand the political climate within which coordination policy will be presented, and to promote decisions on local coordination support. Finally, a new model of service delivery, the Community Support Organization, is presented as one way to better achieve positive results when coordination is pursued as a strategy for improving the efficiency and reach of local services to the transportation disadvantaged.

This chapter considers remaining empirical challenges to the idea that we’re commonly motivated to do what’s right for the right reasons. Two key factors threaten to defeat claims to virtuous motivation, self-interest (egoism) and arbitrary situational factors (situationism). Both threats aim to identify defective influences on moral behavior that reveal us to be commonly motivated by the wrong reasons. However, there are limits to such wide-ranging skeptical arguments. Ultimately, like debunking arguments, defeater challenges succumb to a Defeater’s Dilemma: one can identify influences on many of our morally relevant behaviors that are either substantial or arbitrary, but not both. The science suggests a familiar trade-off in which substantial influences on many morally relevant actions are rarely defective. Arriving at this conclusion requires carefully scrutinizing a range of studies, including those on framing effects, dishonesty, implicit bias, mood effects, and moral hypocrisy (vs. integrity).

The effects of war-induced anxiety and mental distress on individuals and groups can either be mitigated or exacerbated by ‘humanitarian action’. This paper focuses on two key factors that protect the mental well-being of war-affected populations: organized displacement or assisted relocation; and coordinated humanitarian aid operations that are responsive to local needs. Qualitative data from two internally displaced person (IDP) camps in Eritrea are presented. Analysis of these data serves to substantiate and refine a working hypothesis: that social support of the right type, provided at the right time and level, can mitigate the worst effects of war and displacement on victims/survivors. An integrated model of psychosocial transition is suggested. The implications of this approach for humanitarian policy and practice are discussed in the wider context of current debates and lamentations of the ‘humanitarian idea’.

This paper discusses the technological innovativeness in engineering enterprises in Tanzania and analyses the factors affecting the innovativeness. It starts by analyzing various concepts regarding innovation, then analyzed from documentary review factors affecting innovativeness and then analyzed the innovativeness in Tanzanian enterprises.From the documentary review it was learnt that the following key factors influence technological innovativeness: Existence of innovation management; Existence of market to absorb the products of innovation; Existence of partnership between the universities and the firms; Existence of positive culture and politics towards innovation; The governmentplaying its role to influence innovation; Existence of the right knowledge; and Ability of the enterprises to access to financing institutions that support innovation.The research shows that there is hardly any fundamental innovation in Tanzania, what is presented as innovation is the copying of technologies and manufacture them using local material. Theresearcher established the following factors affecting the innovativeness of engineering enterprises in Tanzania: Level of education among the entrepreneurs in engineering enterprises; financing for the enterprises in Tanzania; partnership with R&D institutions; innovativeness culture; and market for Tanzanian products.

Key Points In almost all U.S. states, pregnancies reported as occurring at the right time or being wanted sooner than they occurred comprised the largest share of pregnancies in 2017, though proportions varied widely by state. The proportion of pregnancies that were wanted later or unwanted was higher in the South and Northeast than in other regions, and the proportion of pregnancies that occurred at the right time or were wanted sooner was higher in the West and Midwest. From 2012 to 2017, the wanted-later-or-unwanted pregnancy rate fell in the majority of states. However, no clear pattern emerged for any changes in the rate of pregnancies that were reported as wanted then or sooner or in the rate of those for which individuals expressed uncertainty.

ABSTRACTAlthough widespread support favors prospective planning for altered standards of care during mass casualty events, the literature includes few, if any, accounts of groups that have formally addressed the overarching policy considerations at the state level. We describe the planning process undertaken by public health officials in the Commonwealth of Massachusetts, along with community and academic partners, to explore the issues surrounding altered standards of care in the event of pandemic influenza. Throughout 2006, the Massachusetts Department of Public Health and the Harvard School of Public Health Center for Public Health Preparedness jointly convened a working group comprising ethicists, lawyers, clinicians, and local and state public health officials to consider issues such as allocation of antiviral medications, prioritization of critical care, and state seizure of private assets. Community stakeholders were also engaged in the process through facilitated discussion of case scenarios focused on these and other issues. The objective of this initiative was to establish a framework and some fundamental principles that would subsequently guide the process of establishing specific altered standards of care protocols. The group collectively identified 4 goals and 7 principles to guide the equitable allocation of limited resources and establishment of altered standards of care protocols. Leadership of school leaders regardless principals or headmasters is among the key factors that can affect the academic achievement of students directly or indirectly. Based on previous research, a strong relationship between student achievement and leadership of school leaders was proven. The Ministry of Education Malaysia (MoE) has outlined three approaches to improving student achievement through the improvement of school leaders' performance. One of the approaches is school leaders should act as instructional leaders who are actively involved in teacher development activities by planning, coordinating and evaluating the teaching and learning process (T&L) at school. This concept paper will discuss several matters related to instructional leadership such as background and development of instructional leadership, instructional leadership definitions, the development of instructional leadership concepts, instructional leadership models and the issues and challenges that exist in implementing this leadership styles. The analysis was done in the context of Malaysia and abroad. The paper is written based on extensive secondary data analysis. After analyzing matters relating to instructional leadership, it can be concluded that instructional leadership is a form of leadership that every school leader needs to practice for excellence achievements in a school. With a lot of challenges nowadays, it needs to be addressed so that the direction of the school is on the right track and students’ achievement can be enhanced.

Abstract This paper revisits the purported impact of socioeconomic and social environment factors on annual, U.S. state-level suicide rates. Special attention is paid to the right-hand-side linking covariates directly to Durkheim's (1897/1951) significant contributions to established ecological suicide research. Results from a Haus-man-Taylor panel specification lend little support to Durkheim's social integra-tion/regulation hypothesis that aggregate social forces matter in explaining varia-tions in regional suicide rates. Data from 1990-2019 and the advanced empirical method support the mounting sentiment of an abiding ecological fallacy plaguing suicidology. JEL classification numbers: C51, R11, I31. ABSTRACT Objective: To understand what factors motivate people to reduce or stop tobacco use and what difficulties they face in this process. Method: Qualitative, empirical and interpretative research that used a focal group technique for data collection and Discourse Analysis as a theoretical reference for analysis. Results: The responses centered on the following aspects: motivation for reduction or cessation of smoking, family and community support received during treatment, benefits from cessation of tobacco, difficulties encountered and strategies for overcoming triggers. Final Considerations: The results showed that the users expressed their desire for cessation of tobacco use and that to achieve this goal, family and group support, professional help and changing habits are key factors for this process.

This paper discusses the rights of the poor and marginalized in obtaining the right to education as one of the basic human rights. This paper is based on the condition that the urgency of educational development is one of the top priorities in the national development agenda. Educational development is very important because of its significant role in achieving progress in various fields of life: social, economic, political, and cultural. Therefore, the Government is obliged to fulfill the rights of every citizen in obtaining education services in order to improve the quality of life of the Indonesian people as mandated by the 1945 Constitution, which requires the Government to be responsible in educating the life of the nation and creating public welfare. The lack of equal distribution of education in Indonesia is a classic problem which until now there has not been any strategic steps from the government to handle it. This paper confirms that the achievement of the right to education in Indonesia has not been achieved and is motivated by several key factors, among government policies. In addition, human resources and infrastructure are also one of the causes of unequal access to education in Indonesia.
