American Indians have a disproportionately high incidence of social and health problems which impact on education. Further, there are many American Indian tribes that represent a wide range of cultural differences and belief systems. The Navajo Tribe represents the largest concentration of American Indians in the nation. This paper highlights one school district in Western New Mexico, the Gallup McKinley School District (geographically the largest in the U.S. with 73% American Indian, mostly Navajo) and analyzes the overall needs of Navajo Indian children and youth, and their families. The article explores specific Navajo acculturation variables creating culture conflict, problems affecting the community, test results, interpretation issues resulting in inappropriate placement decisions and the profile of the high-risk Navajo child based on research data. It concludes with specific recommendations for interviewing, testing, and counseling.

When educators debate the effects of cultural differences on educational practice, they are normally concerned with issues of language, learning patterns, and preferred communication styles. Seldom do they consider how differences in belief systems might affect educational practice. Carol Locust argues that fundamental differences exist between the belief systems of American Indians and those of non-Indians, and that the lack of knowledge about these belief systems on the part of the U.S. educational system has led to discriminatory treatment of American Indian students. Locust concludes that educators must understand and respect American Indian belief systems before they can begin to improve the educational experiences of American Indian children.

Purpose. The purpose of this review is to provide an overview of a wide range of potentially useful strategies to address the prevention of alcohol misuse among American Indians. This broad approach to the review is useful because the extreme heterogeneity of the American Indian population requires that health promotion professionals explore many options and tailor their activities to specific communities. Search Method. A literature search was initiated through MEDLINE using the following key words: prevention, alcohol, substance abuse, American Indian, and Native American. The search yielded 29 articles from the years 1982 through 1994. These articles, along with 45 previously identified in three overview articles, form the basis of the review and discussion in this paper. Summary of findings. As a group, American Indians experience many health problems that are related to alcohol misuse. Comparison of Indians to non-Indians shows that the age of first involvement with alcohol is younger, the frequency and amount of drinking is greater, and negative consequences are more common. Health promotion programs that address these issues must take into account American Indian heterogeneity and should use a comprehensive approach that addresses both heavy drinking and the sequelae of problems related to alcohol misuse. Major Conclusions. Important concepts for providing health promotion services to this population are: cultural relevance must be carefully planned and monitored; individuals in the local community must be involved; the drunken Indian stereotype must be addressed; and community empowerment should be an important goal.

Simon Joseph Ortiz was born in 1941 in Albuquerque, New Mexico, and raised at Acoma Pueblo. He has spent much of his life traveling, witnessing, and writing about the world around him. His observations about and his place in the world as an indigenous person would shape his writing on language, education, colonization, and the effects of colonization on indigenous peoples worldwide. While attending a Bureau of Indian Affairs day school, he learned English as a second language and would later focus on the way language shaped his worldview. Later, he attended several educational institutions, including Saint Catherine’s Indian School in Santa Fe, Albuquerque Indian School, Fort Lewis College (1962–1963), the University of New Mexico (1966–1968), and the University of Iowa (1968–1969). These institutions informed his views on the legacies of boarding school and how they affected generations of indigenous peoples. Having served three years in the army (1963–1966) and holding several teaching positions—San Diego State (1974), the Institute of American Indian Arts (1974), Navajo Community College (1975–1977), the College of Marin (1976–1979), the University of New Mexico, Sinte Gleska College, the University of Toronto, and Arizona State University, where he retired as a Regents’ Professor of English and American Indian Studies—Ortiz’s perspectives expanded beyond New Mexico and the Southwest. His thoughts on traveling, shaped by Pueblo cosmology, and his chance encounters with American Indians focused his attention on indigenous peoples’ persistence despite centuries of colonization. His growing global perspective as well as events connected to the Red Power movement and his involvement in the National Indian Youth Council also influenced his writing. The death of Navajo activist Larry Casuse in Gallup, New Mexico, in 1973 at the hands of the police undoubtedly moved Ortiz to write some of his most powerful and influential work, and issues that fueled indigenous activism nationally and globally are interwoven throughout his writing. Racism, poverty, the exploitation of indigenous lands and peoples, and tribal sovereignty appear prominently in his work, but woven into these legacies of colonization are also stories of survival. His children’s books carry messages of hope, because indigenous peoples’ ultimate survival lay in the hands of children. As a whole, Ortiz’s work presents a message of hope, triumph, and survival in spite of more than five hundred years of attempts to mold American Indians into US citizens. Ultimately, his work exemplifies political and cultural resurgence, documenting indigenous peoples’ survival, as stated in his poem “Survival This Way.”

Educators and parents concerned with American Indian children's educational and vocational welfare must be aware of the problems resulting from severe head injuries. This article discusses the range of problems to look for following head trauma and offers some common sense safety precautions for head injury prevention. A plan of action is described for teachers and educators of American Indian children who have sustained head injuries.

Arterial stiffness has been observed in white American obese children, yet there are no data in American Indian youth, who are affected disproportionately by the cardiovascular consequences of childhood obesity and its accompanying risk factors. The purpose of this study was to determine the association of childhood overweight–obesity and cardiometabolic risk factors with arterial stiffness in South Dakota white American and American Indian children. Thirty-six (28 white American and 8 American Indian) children (age, 13 ± 1 years; grades 6–8) from a rural South Dakota elementary and middle school were studied: 18 had a healthy weight (body mass index (BMI), 19.5 ± 1.9 kg/m2) and 18 were overweight–obese (BMI, 26.8 ± 3.5 kg/m2). Arterial stiffness was assessed using applanation tonometry via pulse wave analysis to determine carotid-radial pulse wave velocity (crPWV) and aortic augmentation index (AIx). There were no differences (P = 0.94) in crPWV between healthy weight (7.1 ± 1.4 m/s) and overweight–obese (7.3 ± 1.0 m/s) children, even after controlling for risk factors. However, crPWV was markedly elevated (P = 0.002) in overweight–obese American Indian children (7.7 ± 1.1 m/s) compared with white American children (6.8 ± 0.5 m/s), and these differences remained after controlling for blood pressure and more severe obesity in the American Indians. An obesity-matched subgroup analysis indicated that crPWV (7.7 ± 1.1 vs 6.8 ± 0.4 m/s) remained significantly greater in the American Indians (P = 0.03). There were no between-group differences in aortic AIx. These findings indicate an adverse influence of American Indian ethnicity on arterial stiffening in children with elevated adiposity. Arterial stiffness in American Indian children may accelerate early adulthood vascular disease.

Suicide is among the leading causes of death in the United States, and in women the second leading cause of injury death overall. Previous studies have suggested links between intimate partner violence and suicide in women. We examined female suicide deaths to identify and describe associated risk factors. We reviewed all reports from the New Mexico Office of the Medical Investigator for female suicide deaths occurring in New Mexico from 1990 to 1994. Information abstracted included demographics, mechanism of death, presence of alcohol/drugs, clinical depression, intimate partner violence, health problems, and other variables. Annual rates were calculated based on the 1990 census. The New Mexico female suicide death rate was 8.2/100,000 persons per year (n = 313), nearly twice the U. S. rate of 4.5/100,000. Non-Hispanic whites were overrepresented compared to Hispanics and American Indians. Decedents ranged in age from 14 to 93 years (median = 43 years). Firearms accounted for 45.7% of the suicide deaths, followed by ingested poisons (29.1%), hanging (10.5%), other (7.7%), and inhaled poisons (7.0%). Intimate partner violence was documented in 5.1% of female suicide deaths; in an additional 22.1% of cases, a male intimate partner fought with or separated from the decedent immediately preceding the suicide. Nearly two-thirds (65.5%) of the decedents had alcohol or drugs present in their blood at autopsy. Among decedents who had alcohol present (34.5%), blood alcohol levels were far higher among American Indians compared to Hispanics and non-Hispanic Whites (p = .01). Interpersonal conflict was documented in over 25% of cases, indicating that studies of the mortality of intimate partner violence should include victims of both suicide and homicide deaths to fully characterize the mortality patterns of intimate partner violence.

The suicide death rate in New Mexico is consistently higher than the national rate. Among adolescents, suicide is the third leading cause of death nationally, but in New Mexico it is the second leading cause of death. This study describes the pattern of adolescent suicide deaths in New Mexico. We conducted a retrospective review of all medical examiner autopsies for adolescent suicides (ages 20 years and younger) in New Mexico from 1990-1994. Records were reviewed for demographics and possible contributing factors such as depression, previous attempts, and alcohol and drug use. We identified 184 suicide deaths among children and adolescents ages 9-20 years for an overall rate of 12.9 per 100,000. Our rates for ages 5-9 years (0.2), 10-14 years (3.8), and 15-19 years (22.3) are over twice the U.S. rates. Suicide deaths resulted primarily from firearms (67%), hanging (16%), poisoning (6%), inhalation (4%), and other methods (7%). Method varied by ethnicity (p = .01) and gender (p = .03); males and non-Hispanic Whites were overrepresented among firearm deaths. Firearm ownership was known in 60 (48%) of the firearm deaths. Of these, 53% of the firearms belonged to a family member, 25% to the decedent, and 22% to a friend. Over one-third of decedents (41%) experienced mental disorders, primarily depressed mood and clinical depression. Previous suicide attempts were noted for 15% of the decedents. Some 50% of the decedents had alcohol or drugs present at the time of death; among American Indians/Alaska Natives, 74% had drugs or alcohol present (p = .003). Targeted interventions are needed to reduce adolescent suicide in New Mexico. We suggest raising awareness about acute and chronic contributing factors to suicide; training physicians to look for behavioral manifestations of depression; and involving physicians, teachers, and youth activity leaders in efforts to limit firearm accessibility, such as advising parents to remove firearms from their households.
