The article describes the experience of clinical testing of the personal telemedicine system (PTS) ‘Obereg’ for remote monitoring of patients with the consequences of severe conditions in leading Russian clinics. It is shown that such patients are at high risk of complications when transferred from the ICU to a normal ward with limited medical supervision and lack of instrumentation. The use of remote monitoring using the personal telemedicine system ‘Obereg’ allows to solve this problem. The results of the use of PTS ‘Obereg’ for the organization of monitoring in the home patronage of patients with limited mobility are presented. It is indicated that such devices should be used in an emergency situation similar to a coronavirus pandemic to monitor patients who are in infectious boxes and on home treatment.

In current study, aim was to explore effective academic leadership in Pakistani higher education institutes. It was an attempt to understand how people in academia perceive effective academic leadership and what are the qualities expected in an effective academic leader? It was also attempted to explore if academicians feel that there is a crisis of leadership in Pakistani higher education institutes? What are the reasons and solution for this crisis situation? Purposive sampling technique was used to select a sample of teachers, students, and psychologists. Three focus groups were conducted one after another. Sample (N = 21) included 13 women and 8 men with age range 21-50 years. Sample was selected from different private and public universities and hospitals of Lahore. Emerging themes were analyzed using bottom up thematic analysis. Results indicated that an effective academic leader should have IQ and EQ, be visionary, and should bring everyone together. The participants mostly agreed that there is leadership crisis in Pakistani higher education institutes. They described various reasons for the crisis situation which mainly implied the responsibility to existing leaders, infrastructure, social decline, and policies.

Toward leadership crisis that crashed the nation of Indonesia, one of thefactors contributors come from universities, concerning Higher Education is anursery area of society and the national leaders. To overcome the crisis, it needed torepair the leadership models that are able to change and improve social and nationallife. The mandate of the university is shaping and sharpening thinking of thelecturers, students, and alumni to always siding, thinking and acting for the benefitand improvement of the surrounding communities. One alternative models ofleadership that are relevant to college is spiritual leadership.Spiritual leadership has been tested and researched by Louis W. Fry ( 2003)along with the comrades in the context of different organizations and the resultsshow the possibility of the application of this theoretical model for various types oforganizations. According to Fry spiritual leadership is the incorporation of thenecessary values, attitudes and behaviors to motivate intrinsically oneselves andothers to be such a way so that they have a sense of spiritual defense through the callof duty and membership.Spiritual leadership model is studied by the author in STAIN Purwokerto, asIslamic educational institutions which incidentally has been practicing spiritualvalues in their environment. The study was conducted using qualitative research andcase study approach.Spiritual leadership in STAIN Purwokerto is constructed based on threeimportant things: First, the existence of spiritual values that were held by leaders andserve as an ideology or belief to motivate himself and others. Spiritual values arevalues such are togetherness, belief or determination, and obeying the rules. Second,building tradition of spiritual leadership that is reflected in the actions taken byleaders in achieving the vision to be achieved by STAIN Purwokerto. The habitualprocess is done by sticking to spiritual values carried. Then it is implemented byissuing flagship programs supported by strategic policies carried out intensively sothat it becomes a regular agenda of the academic community and staff as well as toproduce a healthy organizational culture and quality. Third, organizational culture isfostered by building a dynamic atmosphere, full of family-like-feeling, cooperation,open and respectful in terms of spiritual, intellectual and professional. The efforts aremade from simple things and daily life by providing deep meaning so that it can beused as a driver towards the direction of progress .

This paper is the part of an extensive study which analyzes and examines the processes on the Bulgarian market that unfold in the emergency situation resulting from the COVID-19 pandemics. The focus is on the state of the labour market before the pandemic crisis and the subsequent changes in the current national employment plan in view of the challenges of the situation caused by COVID-19. It proposes measures and supports actions for restructuring the financial resource for adaptation of the plan to the new challenge to the labour market in Bulgaria.

ABSTRAK Latar Belakang: Secara klinis, leukostasis didiagnosa pada pasien leukemia dengan hasil laboratorium hiperleukositosis (>100.000 u/L) disertai manifestasi respiratorik, neurologis, atau renal. Insidensi hiperleukositosis pada Leukemia Limfoblastik Akut (LLA) usia dewasa 10-30%, jarang pada wanita, dan jarang menyebabkan leukostasis. Laporan Kasus: Seorang wanita berusia 20 tahun dikonsulkan dari bagian penyakit dalam dengan kejang umum tonik-klonik. Hasil laboratorium menunjukkan leukosit 134.500 u/L, hasil EKG menunjukkan iskemik miokardium. Diskusi: Leukostasis jarang terjadi pada pasien leukemia. Leukostasis menyebabkan aliran oksigen dalam darah menuju sel menjadi inadekuat, termasuk salah satunya aliran darah yang menuju sel otak. Hipoksia jaringan otak merupakan salah satu faktor pemicu terjadinya kejang. Kesimpulan: Leukostasis merupakan suatu keadaan emergensi yang dapat meningkatkan morbiditas dan mortalitas pasien. Tujuan tatalaksana penyakit adalah mengurangi mortalitas dini, termasuk tatalaksana kejang, yang merupakan salah satu menifestasi klinis leukostasis. Kata kunci: kejang, leukostasis, leukemia.   ABSTRACT Background: Clinically, leukostasis is diagnosed in patients with leukemia with laboratory results of hyperleukocytosis (> 100,000 u / L) followed by respiratory, neurological, or renal manifestations. The incidence of hyperleukocytosis in Acute Lymphoblastic Leukemia (LLA) is 10-30% of adult age, rare in women, and rarely causes leukostasis. Case Report: A 20th-years-old woman was consulted from an Internal Medicine Department with a tonic-clonic general seizure. Laboratory results showed that leukocytes were 134,500 U / L and ECG results showed an ischemic myocardium. Discussion: Leukostasis rarely occurs in leukemic patients. Leukostasis causes the flow of oxygen in the blood to the cells to be inadequate, including the blood flow to brain cells. Brain tissue hypoxia is one of the trigger factors for seizures. Conclussion: Leukostasis is an emergency situation that can increase patient morbidity and mortality. The aim of disease management is to reduce early mortality, including management of seizures, which is one of the clinical manifestations of leukostasis. Keywords: seizure, leukostasis, leukemia.

The paper addresses the problem of increasing transportation safety due to usage of new possibilities provided by modern technologies. The proposed approach extends such systems as ERA-GLONASS and eCall via service network composition enabling not only transmitting additional information but also information fusion for defining required emergency means as well as planning for a whole emergency response operation. The main idea of the approach is to model the cyber physical human system components by sets of services representing them. The services are provided with the capability of self- contextualization to autonomously adapt their behaviors to the context of the car-driver system. The approach is illustrated via an accident emergency situation response scenario. “ERA-GLONASS” is the Russian state emergency response system for accidents, aimed at improving road safety and reducing the death rate from accidents by reducing the time for warning emergency services. In fact, this is a partially copied European e Call system with some differences in the data being transmitted and partly backward compatible with the European parent. The principle of the system is quite simple and logical: in the event of an accident, the module built into the car in fully automatic mode and without human intervention determines the severity of the accident, determines the vehicle’s location via GLONASS or GPS, establishes connection with the system infrastructure and in accordance with the protocol, transfers the necessary data on the accident (a certain distress signal). Having received the distress signal, the employee of the call center of the system operator should call the on-board device and find out what happened. If no one answers, send the received data to Sistema-112 and send it to the exact coordinates of the team of rescuers and doctors, and the last one to arrive at the place is given 20 minutes. And all this, I repeat, without the participation of a person: even if people caught in an accident will not be able to independently call emergency services, the data on the accident will still be transferred. In this work intended to add some information about applying system project in Uzbek Roads especially mountain regions like “Kamchik” pass. The Kamchik Pass is a high mountain pass at an elevation of 2.306 m above the sea level, located in the Qurama Mountains in eastern Uzbekistan and its length is about 88km.The road to reach the pass is asphalted, but there are rough sections where the asphalt has disappeared. It’s called A373. The old road over the pass was by passed by a tunnel built in 1999. On the horizon, the snow-capped peaks of the Fan Mountains come into view. The pass is located in the Fergana Valley between the Tashkent and Namangan Regions.


Traffic congestion is becoming a huge problem, which is arising due to vehicle failure or accidents. Transportation and use of advanced technology has great importance in society and that has made many of our lives much easier. By automatic accident detection and alerting GSM & GPS based technology can be used to overcome these problems. Where as in case of Child and Women there are very few efficient security and safety measures adopted. Now in India the safety for women has become a major issue while travelling. Nowadays women think twice before taking any steps out of their homes, especially in the night time. Hence, this is unfortunately, the sad reality of our country and also due to various crimes like child abuse, rape, dowry deaths, trafficking and many more. At the time of women facing unsecured situations, there is a need to ensure safety while travelling. Hence automatic detection system needs to be established where one can send alert message to the police station or the relatives which detects the current location of the required ones by use of such technologies the women and children can get protection. Mainly in remote areas children use bicycles as means of transport from several years and nowadays, despite due to the large vailability of new and faster means, the bicycle users is not decreased. Despites the cyclists find difficult to travel within them and other vehicles find difficult to find them during night time. In case of any emergency situation faced at unknown remote areas the cyclist can send their location to required ones to help them. In this paper, report the survey on the existing mechanism for detecting locations, and sending signals and to collect parameters such as temperature of the human body, heart beat etc. using sensors. With the help of GPS and GSM we can track the location of the child, women or vehicle. Hence, by these we can save the life of person’s being injured in various locations by sending a text message using IOT technologies
