The structure of the educational model in tourism: a theoretical basis

Based on the theoretical analysis, the results of which are described in the previous publications of the author on the topic of international comparative educational research [8, 16—26], substantiated is structure of the model of the education system in the tourism sector, which is the unity of four interrelated subsystems: content, functionality, industry regulation and consumer. The model of education in the field of tourism is based on an integrative approach [16] to the analysis of factors of internal and external environment of education, it allows to search the determining changes in factors of the education systems [17, 18], identify patterns, to explain the possibility of borrowing pedagogical models, processes, phenomena, develop mechanisms of adaptation of pedagogical models, processes, phenomena, as well as to design useful pedagogical models of processes and phenomena. The author stresses the necessity of the use of scientific instruments in the research and development of training models that take into account the structural characteristics and process of education. As the properties of the model are determined by integrating the conceptual mainstream; for the purposes of the study of national models of training in the field of tourism as a mainstream concept adopted is the principle of integration of the national professional education in the global professional and educational space. In order to address the structural and process characteristics of the education systems the author proposes the relationships between the subsystems of the education system (functional, consumer, industry regulation and content) as the features of the system and the principles of the educational system as a social institution that ensures the reproduction and development of human potential as attributes of the system. In the article the subject of pedagogical analysis of educational systems is determined by the purpose and nature of the education system in the field of tourism as a sustainable set of integrated or integrating interacting elements which are subsystems. Developed is a heuristic model of education in the field of tourism which not only can help to carry out a comprehensive analysis of teaching, but also to compare national systems of vocational training, and by identifying their features, focus the mind on its own problems and bottlenecks and find points of growth of the potential and to develop mechanisms of adaptation of useful foreign experience.

Development of human capital nowadays in the XXi century stands out as the most important factor of transforming economy and society. With help of investments into development of human potential, Russia increases the rates of economic growth, creating the necessary foundation for strengthening its positions in terms of global completion. The quality of human capital is built by the system higher professional education which determines the potential and success in changing the social structure in technological and economic aspects. The authors examine the topical moments of transforming the personnel provision for the Russian system of higher professional education at the current stage of forming the innovative economic strategy of Russia’s development. Improving the quality of the Russian higher education is at present topical, presenting a strategic task, the solution of which will allow to provide economic stability of our country. The article brings forth the results of investigating the attitude of the Russian people to the Russian and foreign higher education, gives an assessment of the current state of the personnel provision for the Russian higher school. On the basis of these results, the article identifies main drawbacks of the personnel provision for the Russian system of higher professional education and offers directions of increasing the personnel potential of the Russian educational organizations of the higher professional education system. It draws a conclusion that the process of transforming the personnel provision for the higher professional education system in the Russian educational organizations dictates a complex of requirements to the professional role of the faculty members, bringing to the forefront the availability of functions in organizing both the academic and the project and research activities, to formation of educational practices. The present-day faculty member must serve as a consultant, a researcher, a manager of projects, must be «a navigator» in the educational and digital environment.

Globalization challenges, which affected the geopolitical and economic processes, labor market transformation and education internationalization have shaped the urgency of the problem. The purpose of the article is to compare vocational education systems in Germany and Turkey (using the dual system as an example) in order to identify the possibilities of transferring ideas and practices of the dual education system. A comparative analysis is the leading research method, which uses the context, transfer and forecasting methodology. Description and comparison of the context main elements allow determining the possibilities and conditions of the dual education system transfer. The findings provide an opportunity to identify transfer risks and predict the consequences of borrowing. The research results significance consists in context, transfer, and forecasting substantiating as the comparative analysis elements and applying this methodology to the processes of professional education.

This article challenges the dominant notion of the ‘high-performing education system’ and offers an alternative interpretation from a Daoist perspective. The paper highlights two salient characteristics of such a system: its ability to outperform other education systems in international large-scale assessments; and its status as a positive or negative ‘reference society’. It is contended that external standards are applied and imposed on educational systems across the globe, judging a system to be high- or low- performing, and consequently worthy of emulation or deserving of criticism. Three cardinal Daoist principles that are drawn from the Zhuangzi are expounded: a rejection of an external and oppressive dao (way); the emptying of one’s heart-mind; and an ethics of difference. A major implication is a celebration of a plurality of high performers and reference societies, each unique in its own dao but converging on mutual learning and appreciation.

Botswana’s education system, like many other African systems, is greatly influenced by western educational ideas and models. This article reviews Botswana’s education system by examining the policies, models and ideas that have influenced its development. Specifically, the review involves tracing the development of the education system of Botswana from the pre-colonial era to the present and highlighting the educational ideas and models in use at each stage. Since most of the educational ideas are based on western models, the article seeks whatever Platonic underpinnings that might belie these ideas. This is because Plato is considered to be one of the greatest thinkers of all time whose ideas on education are pervasive. His ideas have influenced western education systems as well as modern intellectual and educational thinking.

The social transformations that took place under the influence of globalization and neoliberalization at the turn of the 20th – 21st centuries led to the need for deep structural and functional changes in the system of domestic higher professional education. Despite the fact that over the past twenty years in domestic practice a lot of directive documents have been developed and a number of serious management decisions have been adopted that have a direct impact on the development of the Russian education system at all levels, the domestic higher school in many respects cannot reach a level that makes it possible to make a serious competition to the participants of the world scientific and educational space. A retrospective analysis of the main conceptual documents that determine the development of the domestic education system, carried out in the work, showed that reforms of the domestic higher education system often do not reach their logical conclusion, since they are predominantly declarative in nature, far from always supported by a legislative framework, which leads to inconsistency in practical actions on their implementation. The article reveals that the incompleteness of the reforms is largely due to the existing gaps in cooperation between the institutions of education, science and industrial production, which all conceptually significant documents declare, but in practice, close mutually beneficial cooperation between these actors does not sufficiently manifest itself. The author indicates that such interaction can be carried out through the development of university systems, which, being integrated into the economy of the regions and acting as a driver of innovative development, can contribute to increasing the competitiveness of Russian universities in the international scientific and educational space.

Due to the wide application of remote teaching during the COVID-19 pandemic, the foundations of the education system have been shaken; education has entered a new era of teaching and learning on digitalized platforms. How do pedagogues evaluate their experiences when information technologies have become the main axis of carrying out their work? What impact did telework have on pedagogues as employees of an education institution or as individuals? What could be expected from older pedagogues in the shift to using digital means of teaching? These were the main questions raised in this research, the results of which are presented in this article. This research is original because the differences in experiences of telework were studied not only in terms of age and nature of work (professional/leader) but also the type of education institution. This delineation is of key importance in understanding the virtual work challenges faced by pedagogues in schools, professional education institutions, colleges, and universities.

In this study; It is aimed to compare the pre-school education systems in South Korea and Turkish Republic of Northern Cyprus comparatively. The horizontal and descriptive approach used in comparative education studies for this purpose were used together. Using document analysis in the research; Pre-school education objectives, similarities in education system and similarities in the education system, from the Ministry of Education of  South Korea and Turkish Republic of Northern Cyprus from the Ministry of Education, the laws of countries, official pre-school education reports, education systems, articles and online databases, data on differences, skills desired to be acquired in the curriculum and educational status of teachers working in preschool institutions were obtained.
