Development of human capital nowadays in the XXi century stands out as the most important factor of transforming economy and society. With help of investments into development of human potential, Russia increases the rates of economic growth, creating the necessary foundation for strengthening its positions in terms of global completion. The quality of human capital is built by the system higher professional education which determines the potential and success in changing the social structure in technological and economic aspects. The authors examine the topical moments of transforming the personnel provision for the Russian system of higher professional education at the current stage of forming the innovative economic strategy of Russia’s development. Improving the quality of the Russian higher education is at present topical, presenting a strategic task, the solution of which will allow to provide economic stability of our country. The article brings forth the results of investigating the attitude of the Russian people to the Russian and foreign higher education, gives an assessment of the current state of the personnel provision for the Russian higher school. On the basis of these results, the article identifies main drawbacks of the personnel provision for the Russian system of higher professional education and offers directions of increasing the personnel potential of the Russian educational organizations of the higher professional education system. It draws a conclusion that the process of transforming the personnel provision for the higher professional education system in the Russian educational organizations dictates a complex of requirements to the professional role of the faculty members, bringing to the forefront the availability of functions in organizing both the academic and the project and research activities, to formation of educational practices. The present-day faculty member must serve as a consultant, a researcher, a manager of projects, must be «a navigator» in the educational and digital environment.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. Competitive in modern conditions.

Forecasting changes in the external and internal parameters of the socio-economic development of higher education (HE) as an integral system, as well as the risks of its digitalization that reduce the quality of human capital suggest the expansion of contemporary methodological instruments for financing higher education institutions (HEIs). In the article the principles of project financing that combine system and process approaches have been suggested, and the need to introduce the axiological approach into the methodological basis of project financing of HE as a specific way of organizing and performing financial activities, obtaining and using its results with regard to certain values, and neutralizing the risks of digitalizing education along with improving the quality of human capital has been substantiated.

The current phase of the socio-economic development in Ukraine is marked by the transformation in the national higher education system in order to harmonize it with international standards. These standards are based on the basically new competence-oriented paradigm of the higher education, making emphasis on the quality of higher professional education. An important component of the education quality is the performance of a higher education establishment (HEE), which significance is growing given the increasing competition among HEEs and stricter requirements to the transparence and information openness of their operation. This raises the relevance of the problem related with selection of indicators for assessment of HEE performance. It is pointed out that methodical approaches to quality assessment of HEEs for official accreditation and ranking purposes, practiced in Ukraine now, include the indicators capable for only fragmented assessment of HEE results and focused on education processes. These approaches to performance assessment in HEEs cause a gap between the quality of HEE performance and the quality of education provided by them. It is found that variations between indicators of domestic and international rankings by which HEE performance is assessed occur because international rankings, in contrast to domestic ones, account only for HEE performance, including job placement of graduates or applications of R&D, whereas ways to achieve the performance are considered as a matter of HEE choice.   A theoretical and methodological approach to constructing a set of indicators of HEE performance is justified, which is based on the principle that a set of these indicators must provide as full as possible coverage of goals and operative tasks of HEEs, specified in the Law of Ukraine “Higher Education”. It is argued that the result of education process as a propriety operative task of HEE must be specific achievements of graduates, expected and measurable. A set of the indicators measuring results of education activities is proposed. A number of new indicators in addition to R&D spending are proposed for assessment of R&D in HEEs. Also, specific indicators are proposed for assessment of task completion: established international relations and performed international actions in the field of education; the increased education and cultural level of citizens.   It is concluded that assessment of HEE performance need to be made by multi-criteria set of components and be based on a system of estimates.

Examined is the problem of achieving the quality of education of university graduates in implementation of competence-based learning. Shown is that when assessing quality, it is necessary to focus on achieved level of compliance with requirements. The project of the higher education reform of the Ministry of Education and Science is analyzed from the standpoint of implementation of the competence-based approach in vocational education. Attention is drawn to the need to make adjustments to the formulation of competencies of graduates, and to develop real mechanisms for achievement of such by university graduates.

This   article   describes   the  experience   in  carrying   out of educational programs of barristers and Masters in the Institute  of  Law of  the oldest  educational  establishment in  Siberia,  Tomsk State University.  Due to  the reforms in Russian higher education that were launched some time ago, the majority of educational programs in higher professional  education  became two­level.  Tomsk State University joined in the activity at the beginning of the 1990s. A research group was set up whose task was to analyze the foreign educational systems and to  work  out  a scheme acceptable for one of the oldest universities of Russia. We  can not  but  admit the qualitatively different motivation for studying that professionally qualified law specialists and bachelors have. The former, who  are self­sufficient at the labor market from  the point  of  view of  modern Russian requirements, consider the master course to be the first step towards their future scientific­pedagogical activity and, while studying, start their research, pass candidate examinations. Master’s degree  course is  a really  elite  legal  education for them. Bachelors from non­state law schools, unfortunately, have a low level of fundamental and applied knowledge of law. The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.
