Organizational and Methodological Basics for Development of Measurement Tools for a Regional Education Quality Assessment System
The paper shares the experience of developing the regional system for education quality assessment in the Novosibirsk Region. Education quality assessment is one of primary requirements, put forward by the Federal State Educational Standard. To facilitate the assessment procedure, assessment tool sets are formed, designed to measure the level of knowledge, skills and competencies mastered. Now it is important to complement traditional assessment tools with up-to-date ones. Test control can be helpful as one of the objective methods to assess the quality of theoretical training of learners. As the sound condition for successful use of test control method, the test materials should be thoroughly elaborated. The paper considers technological aspects of test materials development based on criteria-oriented approach and also shows how to use these test materials both for self-examination and external assessment. It is further stated, that computer-administered testing is used in the Novosibirsk Region as the main tool within procedures aimed at assessing the quality level of learners� theoretical training.
