The EngineeriNg educaTors pEdagogical tRaining (ENTER) project aims at creating a novel multicultural and international approach for formal post-graduate professional and pedagogical education for engineering educators. It is focused on low cost and convenience, thus strongly based on e-learning technologies, whenever feasible, and designed with the objective of being internationally recognized and accredited. It is proposed a hierarchy of 3 structured educational programs for engineering educators, in the context of the European Qualifications Framework for Lifelong Learning. The methodology and quality assessment system of the developed programs are based on a multi-criteria approach and provide an adequate level of engineering educators training.

Purpose of the study: This article aims to examine professional public accreditation of educational programs as a means of ensuring that higher education remains relevant to the current socio-economic public needs in the context of shifting requirements of the labour market, digitalization of most areas of life, and new challenges in technical and technological development. Methodology: The methodological approaches to the examined phenomenon were different, which made it possible to comprehensively assess professional public accreditation of educational programs as a crucial element of independent assessment of education quality. A systems approach views professional public accreditation of educational programs as a set of measures. They aim to ensure the compliance of educational programs with the requirements of professional standards and employers' expectations. Principal Findings: the result of the study is the established need to develop professional public accreditation of educational programs in the system of independent assessment of education quality, which would make it possible to estimate the significant characteristics of an educational program and to determine whether its implementation in a specific timespan is necessary. Applications of this study: this study can contribute to the development of the specific practices of professional public accreditation of educational programs, and it can facilitate the development of the legal, theoretical, and organizational foundations of this type of public activity. Novelty/Originality of this Study: We made an attempt to analyse the role of professional public accreditation of educational programs in the system of higher education quality assessment. We studied its advantages and disadvantages, differences from other accreditation procedures, and we suggested the directions of its improvement taking into consideration the current legislation, interests of education organizations, students, their representatives, and employers.

the article presents the experience of planning the content, forms, conditions and procedure for conducting entrance tests of the admission campaign of 2020 for educational programs of a creative orientation in the context of preventing the spread of a new coronavirus infection – in a remote format. This format of the introductory tests is new for educational organizations and requires detailed study. As a methodological tool for solving the problem, a competent-oriented approach was made, which made it possible to determine the content and provide for an objective assessment of special competencies that ensure the incoming success of the educational program of a creative orientation. Within the framework of this approach, it is proposed to divide the creative test procedure into two periods, allowing the applicant to do creative work offline without interaction with members of the examination committee and in real time online, with indirect (at a distance) interaction between applicants and members of the examination committee. The results of this work enrich the experience in the implementation of the educational process using e-learning and distance learning technologies and can be used during the period of intermediate certification in the implementation of educational programs of any level related to the implementation of creative work.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

A systems approach views professional public accreditation of educational programs as a set of measures. They aim to ensure the compliance of educational programs with the requirements of professional standards and employers’ expectations. An institutional approach enabled to identify the subjective characteristics of the examined phenomenon. We also used methods of problem analysis, comparative analysis, data collection, and statistical processing. The result of the study is the established need to develop professional public accreditation of educational programs in the system of independent assessment of education quality, which would make it possible to estimate the significant characteristics of an educational program and to determine whether its implementation in a specific timespan is necessary. This study can contribute to the development of the specific practices of professional public accreditation of educational programs, including in the field of rational and sustainable use of natural resources, and it can facilitate the development of the legal, theoretical, and organizational foundations of this type of public activity.

This chapter provides an alternative approach to career and technical education (CTE) and the use of e-learning technologies. The authors suggested that, by shifting our emphasis in education from the development of people to meet occupational and economic needs to the development of people as individuals, they might become more successful in meeting occupational and economic goals. Based on lifelong learning, we concentrated on experiential learning, critical reflection, transformative learning, and learning communities as best educational practices. Having established the pedagogical basis for lifelong learning, they will then focus on the impact of e-learning and how it can be used to foster and develop these practices. The authors then discuss how these technologies can be used to help create lifelong learners and a learning society. The authors conclude with a discussion of two groups of CTE learners and how the use of e-learning technologies may help meet their learning, career and life goals.

The article discusses conceptual approaches to develop a system for assessing the quality of education in accordance with the Federal State Education Standards. This task is relevant because of the requirements of regulatory documents defining the transition from education quality control methodology to education quality management methodology as a strategic direction in building an education quality assessment system from school to federal level. We consider faults of the traditional model of the school system for assessing the quality of education, the requirements for developing a modern system of quality assessment and their implementation in the author’s methodology. The need for an automated system for assessing the quality of education for the implementation of the presented model is noted. An example of the implementation of the model for assessing the quality of education in the new software product 1C:Education quality assessment. School is described, the features of implementation in this program of a three-level quality assessment system (student level, class level, school level) are discussed.
