Territorial socio-ecological-economics systems in the field of tourism and service of Central Federal District: theoretical aspect

This article characterized the territorial socio-ecological-economic system, reveals the essence and sources offuzzi-ness of socio-ecological-economic processes and objects in the service sector, as well as approaches to their evaluation. The aim of the study is to reveal the nature of socio-ecological-economic systems, the disclosure of the nature, dynamics, level of mobility, interaction algorithms, the state of uncertainty and fuzziness of socio-ecological-economic processes and facilities. To achieve this goal, authors used the method of uncertain sets and algorithms L Zadeh, based on the concept of the appurtenance function μ(χ), which characterizes the degree of dependence of element «x» with specific vague set. In this initial position is accepted that the task of decision making in situations of uncertainty (including assessment tasks) in principle cannot be reduced to a strictly mathematical tasks. For this it is necessary to eliminate or reduce the uncertainty by introducing certain hypotheses, for example, in the form of the appurtenance function of fuzzy set or uncertain relationship. In evaluation of the areas it means that this procedure may not have the character of fully formal logical algorithm, and should rely heavily on logic-meaningful approaches and techniques of analysis. In the analysis authors appeal to informal and semi-formal research apparatus, the base of which constituted the systematic and synergetic communicative techniques and methods of the theory of expert evaluations of fuzzy set theory and the theory of trade-offs that allowed to formulate the definition of social, ecological and economic systems, characterize approaches to evaluation of these systems within the theory of fuzzy sets and making trade-offs, determine the estimation algorithm noted systems.

The article describes approaches to the definition of “human capital” concept. It is noted that the modern paradigm of socio-economic development of the regions and the state identifies human capital as one of the most important sources of endogenous long-term economic growth. The concept of human capital of the region is defined as a set of localized on-site human resources that 1) possess the knowledge, abilities, skills, health status, level of culture and motivation; 2) are formed as a result of investments of concrete individuals, their families, as well as society and employers; 3) are used rationally and provide innovative development of regional social and economic systems. The current research features a comparative assessment of the human capital of the Kemerovo region and other subjects of the Siberian Federal district according to the human development index. The study has revealed some factors that reduce the «human choice» factor and put the Kemerovo region on the 7th place in the human development index list of 12 Siberian regions.

Humans use reasons to shape and justify choices. In the process, trade-offs seem essential and often inevitable. But trade-offs involve comparisons, which are problematic both across values and especially over time. Reducing disparate values to a common metric (especially if that metric is money) is often problematic and unsatisfactory. Critically, it is not that values just shape choices, but that choices themselves shape values. This endogeneity of values makes an unconditional normative endorsement of modern decision-theoretic rationality unwise. This is a hard problem and there is no escaping the definition of good values, that is, those that make humans better. This removes the wall between economics and philosophy. If we are to adopt and enact this perspective, then greater discourse and debate on what matters and not just what counts will be useful and even indispensable.

This research discusses in detail the theoretical aspect of the quality standards of banking services of traditional Islamic banks. The criterion of "Shari'ah Compliance" was added by the researcher to the importance and role of dealing with Islamic banks, the definition of this standard and its importance, how to test it for banks as well as how, without the legitimate commitment of these banks to what is classified as Islamic from the foundation, we focus on the importance of the existence of a legal commitment to any Islamic bank to achieve the quality of Islamic banking services of high quality in accordance with Islamic law and laws to achieve a high confidence in the customers who belong to him and deal with his Conspiracy.

The concept of water security implies concern about potentially harmful states of coupled human and natural water systems. Those harmful states may be associated with water scarcity (for humans and/or the environment), floods or harmful water quality. The theories and practices of risk analysis and risk management have been developed and elaborated to deal with the uncertain occurrence of harmful events. Yet despite their widespread application in public policy, theories and practices of risk management have well-known limitations, particularly in the context of severe uncertainties and contested values. Here, we seek to explore the boundaries of applicability of risk-based principles as a means of formalizing discussion of water security. Not only do risk concepts have normative appeal, but they also provide an explicit means of addressing the variability that is intrinsic to hydrological, ecological and socio-economic systems. We illustrate the nature of these interconnections with a simulation study, which demonstrates how water resources planning could take more explicit account of epistemic uncertainties, tolerability of risk and the trade-offs in risk among different actors.

Abstract This paper describes the results of an effort on the analysis of the performance of specific ‘pose estimation’ algorithms within a Machine Vision-based approach for the problem of aerial refuelling for unmanned aerial vehicles. The approach assumes the availability of a camera on the unmanned aircraft for acquiring images of the refuelling tanker; also, it assumes that a number of active or passive light sources – the ‘markers’ – are installed at specific known locations on the tanker. A sequence of machine vision algorithms on the on-board computer of the unmanned aircraft is tasked with the processing of the images of the tanker. Specifically, detection and labeling algorithms are used to detect and identify the markers and a ‘pose estimation’ algorithm is used to estimate the relative position and orientation between the two aircraft. Detailed closed-loop simulation studies have been performed to compare the performance of two ‘pose estimation’ algorithms within a simulation environment that was specifically developed for the study of aerial refuelling problems. Special emphasis is placed on the analysis of the required computational effort as well as on the accuracy and the error propagation characteristics of the two methods. The general trade offs involved in the selection of the pose estimation algorithm are discussed. Finally, simulation results are presented and analysed.

The imbalance in the structure of the range of paid services provided to the population, caused by the COVID-19 pandemic, requires a flexible approach to management, identification of alternative business methods, and greater adaptation to the needs of the population. This trend determines measures to manage the urban infrastructure of public services, innovation and investment activities aimed at improving the efficiency of economic systems. The purpose of this study is to build a model for managing the development of paid services, taking into account the key factors of development, aimed at identifying the potential for improving the service sector. The goal was achieved by solving the following tasks: to diagnose the innovative development of paid services to the population; to build an economic and mathematical model for the development of paid services; to determine the direction of development of paid services to the population. The research methods used are comparison, analysis, synthesis, system approach, economic and mathematical modeling. The study identified features of innovative development of sphere of services, characterized by less active innovative activity on industrial production driven by economic factors; the model of «Three I» the development of services based on a mathematical relationship of infrastructure investment and innovative way to develop a balanced strategy of development of sphere of paid services to the population in the Russian economy. Based on this model, a set of recommendations can be formed to ensure business flexibility in the service sector in the conditions generated by the COVID-19 pandemic.
