MULTI-FACTOR MODELING OF THE DEVELOPMENT OF PAID SERVICES TO THE POPULATION

The imbalance in the structure of the range of paid services provided to the population, caused by the COVID-19 pandemic, requires a flexible approach to management, identification of alternative business methods, and greater adaptation to the needs of the population. This trend determines measures to manage the urban infrastructure of public services, innovation and investment activities aimed at improving the efficiency of economic systems. The purpose of this study is to build a model for managing the development of paid services, taking into account the key factors of development, aimed at identifying the potential for improving the service sector. The goal was achieved by solving the following tasks: to diagnose the innovative development of paid services to the population; to build an economic and mathematical model for the development of paid services; to determine the direction of development of paid services to the population. The research methods used are comparison, analysis, synthesis, system approach, economic and mathematical modeling. The study identified features of innovative development of sphere of services, characterized by less active innovative activity on industrial production driven by economic factors; the model of «Three I» the development of services based on a mathematical relationship of infrastructure investment and innovative way to develop a balanced strategy of development of sphere of paid services to the population in the Russian economy. Based on this model, a set of recommendations can be formed to ensure business flexibility in the service sector in the conditions generated by the COVID-19 pandemic.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

The research objective represented in the article was conducting an analysis of long-term transformation of the Russian economy, its manifestations and consequences, a detection of transformations of innovative development and its influence on quality of life of the population. The tasks which are, also, solved in the report: an analysis of the production structure of Russian gross domestic product in terms of the ration of the industries, types of activities in the field of the material production and service sector in an economy. The article highlights the key factors fuelling problems of the quality of life in the terms of an innovative development, the influence of cyclical economic development on structural transformations and quality of life is revealed. The methodological basis for studying the relationship between the innovative development of regions and the quality of life, as well as the practical application of the results obtained, was the economics of quality. The trend of lagging behind in the development of the knowledge economy, the annual decrease in domestic spending on research and development in the Russian economy, may contribute to the strengthening of regional differentiation, further increasing the social stratification of the population due to the fall in real incomes. The application of the methodological principles of the economics of quality makes it possible to use such mechanism for assessing the region’s quality of life of the population, which allows not only to measure and standardize the quality of life indicator, but also to effectively use it for strategic management purposes.

Russian economy is characterised by raw materials dependence, the impossibility of using the latest achievements of the sixth technological mode, rapid digital development, internationalisation of scientific and technological progress, the impact of technological shifts on structural transformations. These aspects lead to the implementation of an innovative scenario for the development of regions in the context of neo-industrial challenges, which is necessary for identifying and consolidating the most effective tools for innovating the modern Russian economy. This problem primarily affects regional economic systems with a set of innovative economic entities. To solve the problem, we analysed and generalised the scientific-theoretical, methodological framework, and practical aspects of regional innovative development, taking into account current trends and key parameters of neo-industrialisation. Considering neo-industrialisation in regional economic systems, the innovative development path increasingly depends on such critical parameters as human capital, intersectoral interaction, and technological modernisation processes. The paper presents scientific and theoretical substantiation of the possibilities of regional innovative development in the context of current trends of neo-industrialisation. Research methodology and tools include systemic, categorical, structural, and functional analysis, conceptual modelling. We identified and described objective factors, trends, and problems of ensuring the long-term regional innovative development. Further, we defined and classified the current trends of innovative development of the regional economy, as well as substantiated the key parameters of neo-industrialisation. Then, we created a model of regional innovative development. To explain the discrepancies between the actual and the desired level of the development of neo-industrialisation parameters, we presented an algorithm that allows identifying bottlenecks, forming a roadmap, and implementing a mechanism for strengthening the potential of regional innovative development. Additionally, we specified key aspects of the innovative development path of regions, considering the current state of the real sector. The obtained theoretical results can be used for forecasting the most important economic challenges and identifying strategic factors for the regional innovative development in the context of neo-industrialisation.

In the present investigation, we created a methodology for the evaluation of knowledge effectiveness of Russian economy. It helps us to assess the real level of readiness of Russian real economy to move to the Knowledge Economy. We evaluated the innovative development of the Russian economy using the following indices: the growth of inventive activity, the share of modern manufacturing and service sector in the GDP, the changes in the  nature of  social behaviour, and the well functioning of the market mechanism. The objective of the analysis was to evaluate the conformance of the Russian economy, in a special reference, to the European Knowledge Economy. We have defined sub indexes which were normalized between zero and one. We evaluated the knowledge effectiveness of Russian economy using European approach for Knowledge Economy. In order to obtain the complex Index of Knowledge Effectiveness, we used the statistical methods to summarize weighted knowledge effectiveness sub indexes by formula Vm = Sφieim. Results showed that this index totaled 0.28 at the maximum possible value of 1. This indicates significant need to create a new effective economic model with different management.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

In the post-Soviet era, the onomastic space of Irkutsk noticeably changed. First, changes are found in ergonymy. The transition of the Russian economy to market relations caused the emergence of many new commercial enterprises, which receive their own names. The process of ergonymy development is seriously affected by international population migration. Most migrants work in the service sector and often give their enterprises names associated with their homeland or reflecting national peculiarities. In the linguistic and cultural space of the city, more and more ethnic names appear. These names are included in the system of urban spatial coordinates, significantly changing the composition of ergonyms. ОБСУЖДЕНИЕ:
