In the monograph, the region is presented as a complex, multilevel socio-economic system consisting of many heterogeneous, interacting economic entities of different levels (economic agents and markets, management, resources and economic processes), jointly organizing reproduction processes embedded in the economic space of the national economy on the local territory. Currently, the role of rational management of the socio-economic development of the region is increasing. In such conditions, it is advisable to use strategic planning, which, in turn, has increasingly been carried out using a simulation model. The simulation model in regional strategic planning allows government agencies to predict their activities in the presence of various controlled and uncontrolled factors of the external and internal environment. In this study, the list of principles of strategic planning focused on the processes of strategic planning of the region using the method of simulation modeling is supplemented. A methodology for organizing strategic planning processes at the meso-level using simulation modeling technology is proposed. For a wide range of readers interested in the problems of regional strategic planning.

The main link in the logistics supply chain is the cargo customs complex. It provides customs and logistics services to cargo owners during the export and import of goods, complex services, placement of goods in a customs warehouse and a temporary storage warehouse. To substantiate the choice of the optimal logistics supply chain and optimize the work of the cargo customs complex, it is proposed to use simulation modeling. The model of operation of the logistics chain and the cargo customs complex is presented in a general form. The proposed model is implemented in the GPSS World simulation automation package. Testing the simulation model involved checking its adequacy. Checking the adequacy of the simulation model, which showed the maximum value of the t-statistic of 1.424 with a critical value of 1.85, proved its compliance with the work of a real object. After completing the adequacy check, the simulation error was estimated, which was 3 % with an allowable 5 %, due to the presence of pseudo-random number generators in the simulation model. Thus, the simulation error is insignificant for this study. For the cargo customs complex, an example of the simulation results is given. Based on the results of simulation modeling, it is possible to determine: the optimal type of the logistics supply chain and the optimal structure of the cargo customs complex. A wide range of tasks that the proposed simulation model can solve is presented. Thus, the developed simulation model will make it possible to analyze and improve the modes of operation of the cargo customs complex. In addition, it will allow to get an informed decision regarding the use of a certain type of logistics supply chain

Objectives. Simulation modeling is increasingly being used for the study of complex economic, technical, biological, etc. systems. Such systems are characterized by multifactorial relationships of their functioning, nonlinear dependencies between system elements and stochasticity of their parameters, etc. The purpose of this work is to develop a simulation model based on the C# programming language for the energy-saving CCGT-110 and ABCM system based on the results of manual analysis according to the data of a full-scale experiment.Method. Methods of linear and nonlinear approximation, methods of energy and thermodynamic analysis, as well as methods of mathematical simulation modeling are used to develop the simulation model.Result.The result of this work is the developed software SAESS 3.0, which allows you to analyze the operation of the CCGT-110 and ABCM systems together and  separately  in  a  wide  range  of  parameters  and  in  real  time.  Conclusion.To  assess  the adequacy of the developed program, a comparative analysis of software and manual calculation was carried out. Deviations do not exceed an average of 3 %, which confirms the reliability of the simulation model.


This book uses an international perspective and draws on a wide range of new conceptual and empirical material to examine the sources of conflict and cooperation within the different landscapes of knowledge that are driving contemporary urban change. Based on the premise that historically established systems of regulation and control are being subject to unprecedented pressures, the book critically reflects on the changing role of planning and governance in sustainable urban development, looking at how a shift in power relations between expert and local cultures in western planning processes has blurred the traditional boundaries between public, private, and voluntary sectors.

ABSTRACT: In this paper we propose REA ontology-based simulation models to facilitate firms' strategic planning processes. Managers often must assess complex business environments, changing competitive forces, and uncertain futures, and then make significant resource allocation decisions. Traditional quantitative planning and budgeting techniques often fail to consider nonlinear relationships, discontinuities, and uncertainty. Qualitative techniques can lack rigor and perpetuate biases. Using simulation modeling technology could specifically address those concerns, but there are few if any general simulation models of integrated business processes to support strategic planning processes. Basing simulation models for enterprise planning on the REA framework, an established enterprise domain ontology, would facilitate reuse of and learning from these models in a variety of business contexts. An ontology-based planning model would allow managers to assess the consequences of alternative resource allocation decisions and determine appropriate performance indicators. To illustrate the concepts, we provide an example of how that model could be used to facilitate management planning.

Purpose: the purpose of the research is to determine the essence and role of the value approach to setting and solving goal-setting tasks in the system of state strategic planning in conjunction with the analysis of the correlation of goals and interests of economic agents in the conditions of realization of property rights to natural and intellectual resources of the development of the social state.Methods: the issues of identifying the essence and studying the characteristics of the axiological foundations of goals-setting for national development in the sphere of public power, as well as determining the motivational role of ownership relations in the initiation and coordination of purposeful activities are considered using the methods of logical, content and statistical analysis in the framework of a systematic approach to the study of problems and tasks of improving the methodology and tools of strategic planning in the conditions of digital transformation of society, economy and management.Results: the issues of improving the goal-setting mechanism in the context of reforming the state strategic planning system of the Russian Federation in the context of digital transformation of the economy and management are considered. Assessments of the validity and effectiveness for setting and achieving goals in strategic planning documents in the framework of development programming at the federal, regional and municipal levels of government are presented. The state of institutional support for the tasks of setting goals of socio-economic development in the multi-level structure of public administration bodies is characterized. Axiological aspects of targeting coordinated activities in various types of organizational systems are described. The article analyzes the features and role of ownership rights to natural and intellectual resources by the implementation of the concept of sustainable development in the social state. The features of the implementation of property rights to natural and intellectual resources in the context of the implementation of the concept of sustainable development of the social state are analyzed. The role of property relations in the initiation and coordination of purposeful activity of economic agents in the space of national development has been determined.Conclusions and Relevance: The results of the study allow us to formulate a number of conclusions. Firstly, further improvement of the methodology of strategic management should be carried out in the context of the interrelated modernization of national models of economy, development and management. Secondly, the advance of methods and tools for substantiating long-term development goals should take into account the axiological foundations of goal-setting. And third, digital transformation allows to differentially describe the motivational function of public ownership by natural and intellectual resources of development.

The role of monetary factor in generating inflationary processes in Russia has stimulated various debates in social and scientific circles for a relatively long time. The authors show that identification of the specificity of relationship between money and inflation requires a complex approach based on statistical modeling and involving a wide range of indicators relevant for the price changes in the economy. As a result a model of inflation for Russia implying the decomposition of inflation dynamics into demand-side and supply-side factors is suggested. The main conclusion drawn is that during the recent years the volume of inflationary pressures in the Russian economy has been determined by the deviation of money supply from money demand, rather than by money supply alone. At the same time, monetary factor has a long-run spread over time impact on inflation.
